The rate change has to happen before membership in the WTO is granted  so by the time you see what you are looking for it will be history.

 

So I think your looking for something "after the fact" and this being the case the RV will happen any time after Chapter 7 is removed.

The rumors posted there are pulled from other forums and re posted at the recaps site and it has been speculated that the members of recaps have been the posters of some of the rumors under different user names. The proof of that is yet to be nailed down but is highly suspected. 

 

Recaps as most of those rumor sites makes money from click ad revenue and the selling of ad space.

 

More rumors = more site views = more click ad revenue.

 

Dinar rumors are and have been big money for many of the forum owners.
