  1. CNN. Broadcasting A Proposal U Can't Refuse ! (by walkingstick) Proposals to benefit from oil revenues Oil revenues require the adoption of a rational policy capable of optimizing the use of financial and material resources, thus transforming the national economy into a balanced and developed economy away from the dominance of the oil sector. On this subject, the academic economist d. Rahim Hassouni on a visit to the "morning" saying: The oil policy in Iraq requires long-term strategic planning. Dr. Hassouni said that the oil sector is a vital sector for its significant contribution to the financing of the general budget. Therefore, it is necessary to work according to a clearly defined long-term strategic vision that includes optimizing the oil revenues through increasing the production and export capacities commensurate with the absorptive capacity of the national economy. And the importance of the availability of laws and legislation governing foreign investments such as oil and gas law and the environment law, thus facilitating the foreign and domestic investors to own the service activities of the manufacturing industries, which calls for directing investments and projects towards the rehabilitation of the oil sector and training its staff and transfer and localization of new technologies for this sector. He continued: In order to crystallize a clear oil policy, and crystallize the vision of an energy strategy to control the course of development of the oil sector in Iraq and the exploitation of oil wealth in an optimal manner, adopted the Iraqi government (the integrated national strategy for energy in Iraq). The strategy included the current challenges facing the energy sector, the future vision of energy with an assessment of available energy sources, the study of possible alternatives to exploitation, the set of national political goals for the future of energy in Iraq and the development of a long-term plan to 2030, In the short term and institutional reform aimed at achieving this vision. Hassouni explained that the strategy includes all the extractive and transfer operations of crude oil, natural gas, electricity and related industries and analysis of the economic interdependence between these components, and their mutual impact on economic, social and environmental welfare. The development of the energy sector and the diversion of its available resources to benefit from its potential, in a coherent, coherent, sustainable and environmentally friendly manner, to meet local energy needs, and to adopt multi-faceted national economic growth to improve the living standards of citizens and create new jobs, should be taken into account. . He said the completion of this strategy requires the government to take targeted and concerted action, including that the strategy requires the immediate development of infrastructure at the level of all sectors of energy, the extractive sector, finance, gas, electricity and industry should be developed these sectors as soon as possible in a balanced manner. He pointed out that achieving rapid, sustainable and balanced growth in the medium and long term stages of the strategy requires the ministries concerned with the energy sector to engage in restructuring programs, with the establishment of systems, programs and building institutions that encourage public-private partnership in energy. Hassouni stressed that it is necessary to encourage all local private investments. Encouraging these investments will lead to building local skills, spreading the entrepreneurial spirit and diversifying economic development. "The experts of oil, economists and politicians, that the history of oil practices of foreign companies were impeding economic development and did not represent the absolute support for him, and these facts do not need to prove, and even the process of curbing the growth of the industrial sector and determine trends and sectors were under the conviction of foreign companies, For Iraq to enter into real industrialization and its survival as a source of oil and its economy is one-sided. As for Asad al-Hashem, he said in turn to "morning": Iraq was one of the most oil in the region exposed to the policies of foreign companies and arbitrary, and after the July 14, 1958 demanded by oil companies to negotiate, indicating that these companies resorted to stop the increase in production and continued to do so after Law No. 80 of 1961 established the Iraqi National Oil Company in 1964 and started its actual work in the implementation of the first phase of the National Oil Company in 1964. Of the North Rumaila field in April 1972 with a capacity of 100 thousand barrels Direct execution. He pointed out that the legislation of the law of oil and gas should set the basic determinants of the national interest with opening the right field for foreign investment, indicating that the process of investment of oil in Iraq will face the problem of the division of oil wealth between the regions. There is disagreement between the central government and the decentralization of the region around the monarchy of oil wealth. He pointed out that abandoning them in favor of the provinces will harm the state budget. Therefore, we find two problems with two main directions: the first concerns the sovereign ownership of the oil wealth and the second relates to the management of that wealth. This is the basic aspect that must be decided by the legislation of the oil and gas law. http://www.alsabaah.iq/Article.....?ID=144100
