  1. US military ready to hand over Iraqi detainees Tuesday, April 12th 2011 5:32 PM Baghdad, 12 April (AKnews) – A spokesperson for the U.S. military said that it is ready to hand over Iraqi detainees in American prisons should the Iraqi government submit an official request. Leslie Wadek told AKnews that there are around 200 Iraqi detainees in US prisons ready to be handed over to the Iraqi government. "The prisoners were kept in U.S. detention centers at the request of the Iraqi government," she said. Wadek’s statement follows a demand for the prisoners’ release issued by the Sadrist Movement on Saturday. Last Wednesday the Iraqi Ministry of justice said that plans were underway to take over responsibility for all foreign and Iraqi prisoners, including former Baath officials, held by the U.S. forces in Iraq by mid-July. Among the detainees still held by the US forces are five former Iraqi officials who have been sentenced to death by the Iraqi supreme court including the former Vice President Tareq Aziz, and Saddam Hussein’s secretary Abed Hammoud. The Iraqi Government received 26 prisoners in July 2010, all of them former leaders from the Saddam Husein regime, held in detention by U.S. forces. "The U.S. forces will not retain any detainees after July 2011," the Undersecretary of the Justice Ministry Bosho Ibrahim told AKnews. The leadership of the American detention centers in Iraq has already handed over Bucca prison in Basra and Taji prison in Baghdad to the Iraqi government according to the withdrawal agreement of the U.S. troops from Iraq. The U.S. forces also handed over the responsibilities of and supervision of 1,500 detainees in the Cropper prison to the Iraqi Justice ministry while retaining the supervision of 203 detainees including 8 officials of the former regime in a special sector under tight security procedures. The Cropper prison was opened by the American military after the war in Iraq in April 2003 near Baghdad International Airport, where senior former officials and leaders of armed groups were held, including the former Iraqi president Saddam Hussein. 2. Ruling parties ready to resume “unconditional” talks with opposition Tuesday, April 12th 2011 3:23 PM Erbil, April 12 (AKnews) – The two ruling parties of the Kurdistan Region have shown readiness to resume “unconditional” talks with the opposition forces who have been insisting on political reforms and boycotting parliament sessions. The statement of the two parties, carried by a media outlet affiliated with the PUK - PUKmedia.com - follows a call by the president of the Kurdistan Region Massoud Barzani for the political parties in Kurdistan to resume talks and put aside their differences to find a solution to the current public protests in Kurdistan. The Kurdistan Democratic Party (KDP) led by regional President Massoud Barzani and the Patriotic Union of Kurdistan (PUK) led by Iraqi president Jalal Talabani said in a joint statement on Tuesday that they believed in dialogue and would work to bring together all political parties in Kurdistan around the negotiating table. Protests in Kurdistan Region’s Sulaimaniyah province have entered their 55th day. The demonstrators have been calling for political reforms, fighting corruption, and improved employment opportunities. The protests further increased after the demonstrations in the province turned violent and security forces opened fire on demonstrators after they pelted a headquarters of the KDP with stones. So far, 9 people – including 2 policemen – have been killed and hundreds others injured. In the latest development, a temporary council for the protesters in Sulaimaniyah issued a roadmap to end the “political crisis” in Kurdistan. They called for government reformation and a transitional government to take over power in preparation for early elections. The statement on Tuesday said the two parties, since the beginning of the “unhealthy” situation that has affected relations between the political actors, believe that “dialogue and negotiation are the only way to resolve any issue that faces the political process.” They also support an initiative by Barzani announced in a statement earlier this week that calls on all political parties in the region to sit at the negotiations table to reach a solution to the current situation in Kurdistan. Last week witnessed a series of talks between the ruling parties and the opposition forces to find ways to meet the demands of the protesters. On April 5, however, the opposition groups issued a joint statement calling for the dissolution of the government and the formation of a transitional government which was rejected by the ruling parties. The opposition parties have been boycotting parliament sessions because they believe that parliament should hold emergency meetings to deal with the protesters demands. The parliament speaker however has rejected such calls and has continued to hold ordinary sessions. Ry/Ka/AKnews http://www.aknews.com/en/aknews/4/231509/

For his part, MP for the National Alliance, Abdul Mahdi al-Khafaji, the claimants to form a government (shadow) to leave the political process, and to avoid duplication in political dealings. He said al-Khafaji, we heard that there are political actors want to form a shadow government, and this is something good and long relationship in many countries, and aims to monitor government performance, and a coalition of state law, led by Prime Minister Nuri al-Maliki does not oppose such a government as they serve the government performance, however, but we say Such endeavors must be to those who did not participate in the government, and therefore it is posed or wants to think of leaving the composition of the political process should not be part of a government partnership. 16. The government of the partnership failed consensus Writer: Mohammad Abdel Jabbar, Carp 11/04/2011 Mohammad Abdel Jabbar, Carp Says some see that "consensus" It is also necessary to address the problem of the lack of confidence among the components of the Iraqi people and, consequently, between its parties. Part of this talk is true, and the rest are under consideration. The right that confidence already shaken between components of social and political entities. This is some of what we inherited from Saddam Hussein's regime, which he did, over a period of 35 years, the Pharaoh what he did with the people of Egypt, according to the Holy Koran: " That the Pharaoh, the land and its people شيعا. " (Surat stories 4). This is in fact the habit all dictatorial regimes, as noted by the imam of martyr of Mr. Mohammad Baqer al-sadr, who it is an instrument of the term "-the" in his famous in the interpretation of the Holy Quran. This is the problem then: shake confidence or lack of. May facilitate agreement on diagnosis of the problem, however, is different in the way of solving them. Some put forward since the formation of the Governing Council of the idea of consensus والمحاصصة, and considered it a way to restore confidence and a loss. After eight years is not difficult to claim that this method did not solve the problem, but has created a new problem, blocking the political process, and the work of the organizations of the political system, such as the government and the parliament. This is what makes speakers speak to, inter alia, now, جامعها that confidence shaken or non-existent among them. If that was the case, it is not a luxury is the search for other ways to deal with the crisis, that is, to restore confidence among entities and components, and to extend its bridges between its leadership and norms; ways to help achieve this goal, on the one hand, and hinder the political process on the other hand, in the sense that it does not hinder the work of the institutions of the state, فتعطل in the same state, because of the state do not have to pay the cost of only people deprived of their liberty and anything. Might be possible to point out two things in this area, the first to adopt the principle of citizenship in the country's nation-building, which is the principle of the best if his application may be sufficient to growing confidence among the people; the confidence, and confidence in the political process, confidence in the parliament and the government. Thus. Feeling that each citizen assured that his rights, in the forefront of which is the right of sovereignty and self-determination, protected kept in accordance with the law, the constitution and the national consensus, will take effect in all of society, زارعا on his way of confidence and trust in the that their rights are preserved through the conservation of the rights of its citizens, and through the establishment of the state on the basis of citizenship, and not on the basis of the entities والمحاصصات. That division partnership and participation on the basis of citizenship more to achieve justice and injustice. Also, not established on the basis of the communities and entities and parties. As for the second, it is the composition of the council, to, meet in which Entities, represented by Democratic, that is, through the election, decision-making which, in the opinion of the community that they need a national consensus in general, no consensus, in the sense of the dominance of the majority on the minority in this kind of decision. Community can, within national held, to determine the nature or the titles of these issues in advance. This is the only place the consensus. Proceeding from this, there is a consensus on the other state institutions consensus and, in particular, the government, which is the body responsible for provision of services and law enforcement and other basic government functions. The government is formed on a political basis, parliament, and not on the basis of components. Political in the sense that the party that wins a parliamentary majority through periodic elections of the House of Representatives, and not on the basis of ethnic and sectarian, is the party that has the right to form a government at the election, certain to change the subject of the right will have changed the results of the parliamentary elections the patrol, or changed the political alliances in the parliament. This government the problem on the basis of political criterion is the parliamentary majority, should not be a political government, but the government services. The government of the services require technocratic ministers professionals وحرفيين, and not the leaders of the parties. This means that the government in terms of the right of the represent the majority of the political, in terms of members made up of professionals and technocrats, independents, do not represent parties and entities, but they work experience in the areas of work of their ministries. The political majority parliament, in this view, has the right to exercise, but it does not have the right to monopolize the ministerial positions. In return for the government of the political majority, Parliament, can political minority parliamentary, to form a strong parliamentary opposition, capable of government control and accountability, the withdrawal of confidence when it finds that its failure in the performance of its functions. But can parliamentary political opposition to form a "shadow government" have a big role in the report of the country's policies in addition to the agreement.
