This is the very reason I think it is all waiting on the rate to change on a pre-determined date... Everything we have seen is that this was all done by Erbil and Baghdad months ago will all the meetings back and forth.. No more needed meetings, everything is done, so what’s the hold up in actually starting it?? IMO it has to be the rate change..
