UN: Kuwait will receive a billion dollars in Iraq this month

Okay, Iraq made its' quarterly reparations payment o Kuwait. Nothing new. Why is it news, other than a reminder to the world that Iraq is committed to its' deal with the UN to repair relations with Kuwait and make the payments due. Will the article tomorrow say that Iraq has done everything it can to find the bodies and archives? We will continue to look and we are committed.

If this is the scenario, I would think this is nothing more than public relations running in front of a justified release of Chapter VII, and very good news.

It seems imperative to them that they put on a good face in the international community. Nice to see it seems they care and want the respectability and clout that comes from being a legit global entity. But can the internal strife jeapordise these efforts and throw it all backward regardless of such effort? And if so, what does that mean to us (RV'ers)?

Yes it can imo. Let's say it RV's it would definitely influence the fluctuation of the RV. It could keep it on hold.

Thanks, Zig. Y'know, that internal strife has been going on in that region for thousands of years, how long would it have to remain at a dull roar for an RV to take place? Is there even a realistic window of opportunity considering the region we're dealing with here? I'd hate to think all is lost( because I'm a 'glass half full' type thinker/believer), but jeez looeez... I don't want to see this thing drag out another 8 years... i'm old AND tired!

Is there even a realistic window of opportunity considering the region we're dealing with here? It could. But I am optomistic today. They have worked through the turmoil of the past two weeks. They have worked around the "walk out" by the Sunni's and I might add very cleverly. They put those who did not show up on leave and replaced them. Those who walked out will have to make a decision, and those who replaced them will want their jobs. So what we see today is a flurry of good news. HCL can be implemented at any time. Chapter 7 looks very good. The 2012 budget is agreed upon with the IMF's support. I think 900 barrels of oil will be in production in February. So while there was a **** storm last two weeks, they were busy. I also want to add, it seems Iraq on its own has put the fires out for now. That is a big statement to the international community. So IMO there is much to excited about.

I agree. It seems they, Iraq is keeping to its responsibilities. Really, really good news. Strange isn't it, last 2 weeks it appeared to be falling apart. But I did say it, they were shaking the tree.

And you said that Maliki, being the actor that he is, wanted to "appear" to be trying very hard to come to a resolution and satisfy the Kuwaitis, only after basically doing nothing in several years to satisfy C VII requirements....... B)
