My opinion is that they're working to release Iraq from chapter 7 conditionally, so they can defend themselves and continue with progress, the six months extention is for Iraq to take care of remaining issues including financial, but this is just my opinion.

I think you are right. There is no way we can leave them defenseless, and we are not. Today an article said there are 15,000 employees in our embassy there. How many are Marines? As soon as Chapter 7 sanctions are lifted (next week?) I bet you see F-16s falling out of the sky from Lockheed. I do not recall reading how many pilots and F-16s have been left in Iraq for the training program. I bet they are fully loaded and ready to go, and we have troops in Kuwait.

Again, I will say, that something this big is orchestrated. There are few things this big that are not scripted, and I believe IMHO, that will go as smoothly. Like butter!

We keep seeing articles coming from Baghdad that are written in press release format and perfect English. pssst...State Department...good job.

We are starting our Christmas early, the party will start tomorrow when Maliki appears at the White House, and it may run into January 2012.

Thanks Tony! This is a really good piece, once you have read it about a dozen times and get the jist of it! It is quite hard to follow because of how these articles translate and ofcourse it depends on the programme used to translate it. Having said that, here it my take on this and it is only my opinion so please bare that in mind. My views are written in RED.

11/12/2011 | (Voice of Iraq) – Add comments – Washington / with / follow-up – Zia-Khalifa , Secretary General of the United Nations Ban Ki-moon, said that progress was possible in the settlement of the issue of missing Kuwaitis and the issue of missing Kuwaiti property, a proposal to extend the period of financial funding for the delegation of the Special Coordinator of the United Nations Gennady Tarasov, on these issues six months.

Ban Ki-moon sees that progrees is being made and is suggesting that the co-ordinator for this humanitarian effort be funded and extended for a further 6 months. He obviously feels that within this time frame a settlement could be reached between the two nations. whether that is financial or other wise does not seem to be important at this time but he obviously feels this is necessary. This may also be to ensure that Iraq maintain their obligations to Kuwait in this matter. If they extend this role then the person in charge is "nuteral" and is less likely to take sides between the two countries , thus preventing them getting into any further arguements.

According to a report that, which was read last night before the Security Council “in the light of the progress possible in the future, I propose to extend the UN Security Council mandate for the Coordinator until June 30 in 2012 to build on the momentum towards the implementation of Security Council resolution relevant.

Again he is supporting the proposal because he sees the potential for further progress. He also seems to think that 6 months is a suitable and adequate time frame.

” Ban said, “It seems that the search for missing Kuwaitis and other nationalities in Iraq is still going on.” “We welcome the cooperation shown by the Government of Iraq in this regard, and encourage them to take additional practical steps towards the fulfillment of their obligations .. and I wish to acknowledge the support provided by the Kuwaiti government. ”

He is alknowledging that the two countries are working together and that the searching is an ongoing process. However, he is also requesting that Iraq continue to fulfill these obligations by taking further "practical steps". He also feels the Iraqis could be doing other things to assist in the conclusion of this matter and that they could be more pro-active. This statement is mainly directed at Iraq. Kuwait is acknowledged almost as an after thought. So from this i would take that although the Iraqis are cooperating they are also dragging their feet a bit and he is basically saying pull your fingers out. Remember,he could get a further extension on this and i think this is his way of telling Iraq exactly that.

The proposals of the Secretary General of the United Nations, despite the fact that Iraqi Foreign Minister Hoshyar Zebari said in a letter to the United Nations last July that he «does not see the need to extend the mandate of the Special Coordinator after December, so that the Tripartite Commission and Technical Sub-Committee to work effectively on the humanitarian issue in the interest of Iraq and Kuwait. ” and pay the finance functions Tarasov of the oil resources of Iraq by the United Nations Fund.

Clearly Iraq wants all contact with the U N gone. However, Ban is not going to let this happen. Which at the minute I would consider a good thing. Kuwait and the U.N will wish there to be a safety net for a wee while and this is one of the ways the U.N. is going to ensure it is in place. Zebari, wrote to the U.N. back in July expressing his / governments opinion on any extension, has Ban taken any notice of it? I don't think so. Additionally, they must have good reasons for wanting this extension , which have probably not , nor never will be voiced in public.

Ban said that “the Kuwaiti officials , both in bilateral meetings or through the different messages, Nashidoh support an extension of the mandate of the Special Coordinator in order to achieve substantive results contribute to put an end to this humanitarian issue. ” He said, for example, received a message from Deputy Prime Minister and Foreign Minister Sheikh Sabah Al-Khalid, stating that “there has been no Tkdmmund in 2004 would explore the fate of 369 people missing, and stressed the support of Kuwait to extend the mandate of the Tarasov.” and called on the Secretary General of the United Nations Iraq to “continue to work with Kuwait in an atmosphere of confidence for progress important in resolving this humanitarian issue. ”

OK, so the majority of us are well aware that human rights is like a swear word in any middle eastern country. But Kuwait is also in support of this. Now part of this i think is just to antagonise the Iraq Government , but the relationship between these two nations is fragile to say the least. So Ban will be acutely aware of this and does not wish to need to send the troops back anytime soon, if ever. Again although Kuwait is supporting this, the statement is again pretty much directed at Iraq. "called on the Secretary Generalof the United Nations IRAQ" I think that both sides are trying to play hard ball and Ban is so aware of this that he knows they will need a "peace keeper" in this issue.

He believed that “this cooperation as well as other steps the task taken by Iraq on the path to fulfill its obligations under Security Council resolutions relevant, will enhance the chances of exit from Chapter VII of the Charter of the United Nations.”

Basically, i think this statement says an awful lot! LIKE.......KEEP GOING FULFILL WHAT YOU PROMISED OR YOU ARE STUCK. He is pointing out to Iraq, if you want rid of us and you want out of chapter 7, make the effort, quit dragging your heels, fulfill your obligations. Otherwise, nothing will change. He is saying do this and your chances of being released greatly improve. He is not saying we won't release you but he is pointing out that it would be a good way for them to show the world that they mean buisness and are trustworthy.

priority is the work of Tarasov in ” format to send missions to explore common to sites in Iraq, where is likely to be found where the bodies of Kuwaitis and others. ” He explained that “The three missions were carried out until the present time to the city of Nasiriyah south-west of Iraq in December of 2010, and to the nearby emirate of quintile in the marshlands in southern Iraq in June, and in September of the same year. ” stressed that: “Although he is not exploring any human remains, these missions represent a promising framework for further work on the ground, and can become such missions mechanism of action effective to investigate fully the fate of the missing. ”

Here i think he is explaining to the people present that exploration is on going and has shown some positive outcomes. He is alknowledging that there is places where "thing/ evidence" of some form has been found and that it requres further investigation. He also states that although not purposly looking for human remains during these missions, he feels that further exploration would help to establish what happened to the missing people and the Kuwait artifacts. Also that it assists in building a "flow chart" almost of how these missions should be undertaken.

He pointed out that “these efforts established confidence in the performance of hard work, and give a perspective is possible to reach concrete results, stressing that” significant progress will require strong commitment and effort a professional, constructive and shoulder to shoulder and lasting. ” said the Secretary General of the United Nations that “the human rights minister, Mohammed al-Sudan told Tarasov when he was in Baghdad, the ministry has prepared a work plan for 2012 to ensure priority for further investigation in the Emirate of quintile southern Iraq and in the city of Hilla in central Iraq.”

Ithink this is saying that he is supporting this extension in order to allow further trust to develop between the two countries. He is stressing the need for them both to be professional, co-ordinated and to develop open effective communication. And.... that by doing this the relationship could be a lasting one but that they need to work in agreement with each other They are planning to undertake further missions in areas they have previously visited and this would therefore suggest that they are aware of some sort of "finds" in this area already , which again stresses the need for further investigation.

He added that “the Iraqi minister told Tarasov also that Iraq received equipment purchased by Kuwait, at a cost of about one million dollars to dig mass graves to find out about the identities of those buried in it. ”

This is an alknowledgement that Kuwait has offered an "olive branch". They provided the equipment to allow the missions to take place. they were willing to participate and showed some degree of trust and faith.

He expressed his belief that “Iraq needs to work with the United Nations, in this humanitarian issue according to the specified time frame.” In the context of the WWW, general secretary of the United Nations that “the remains of 32 soldiers, an Iraqi was discovered by the Technical Subcommittee at the beginning of this year, and was handed over to Iraqi authorities last July,” adding that “moth similar been implemented north of Kuwait at the end of last November.”

Again here he stresses,work with us or you are up the creek without a paddle. He is saying we can play hard ball better than anybody.

On the issue of Kuwaiti archives, Ban expressed “concern about the lack of substantial progress in the search for, and the lack of documented information so far about his whereabouts.” Ban said that “the message sent by Iraq to him last November that he had discovered some 136 bar microfilm dating back to the newspaper, Kuwait today, and he had sent a letter to the Kuwaiti authorities in this regard. ” is set to “decide the Security Council in a report that in the fifteenth of December, and will be invited to provide Tarasov briefing to members on developments issues.”

This is another reason to extend this role for a period oftime. There is little or no documentation being kept. A simple and

easy way to "loose" people or anything else. He feels that the Iraqis need to understand how important this is. He has stressed the humanitarian part of this mission again. I think he is basically saying take head of all of the above before you enter the world stage.

Obviously this is only my opinion / take on how this article reads and i might be completely off base. I do not think it will hold up their release from chapter 7 as this is a separate issue. But in some ways it is a warning shot across their bows. JMHO. Bettboop x:D

This is not an extention of Chapter 7 but and extention of the " UN Security Council mandate for the Coordinator until June 30 in 2012". It is an extention of the UN's mission in Iraq, possibly to insure that after they are released from Chapter 7, they will continue to work with Kuwait on the remaining issues.
