randalln
There is a possibility that they are running a dual exchange rate $1 in country 1170 out side Its the only way they can exchange 25000 dinar for $25 They can not make a international bank (not pay face value )on the note ................................... So the only way to exchange like it has no 000's on it is to regulate the exchange rate ................. NO BANK ON THE PLANET WILL JUST REMOVE THE 000's 1
