Shafaq News / The Iraqi Chronicle of the Ministry of Justice announced on Monday the issuance of a new issue of the Official Gazette of the Republic of Iraq in the number (4561), as it included a number of laws of the reform package launched by the government.

The Ministry’s official spokesman, Thaer al-Jabouri, said in a statement today that the number included Law No. (26) of 2019 (the first amendment to the Unified Retirement Law No. (9) of 2014), and Law No. (27) of 2019 (the second amendment to the Provincial and District Council Elections Law No. (12) for the year 2018.

Al-Jubouri added, that the number also included Law No. (28) of 2019 (canceling financial privileges for officials in the state, in addition to Law No. (29) of 2019 Law (Iraqi National Olympic Committee), and statement No. (101) of 2019 issued by the Judicial Council the above.

Mubasher: The Iraqi Fact Sheet of the Ministry of Justice announced today, Monday, the issuance of a new issue of the Official Gazette of the Republic of Iraq; it included a number of laws of the reform package launched by the government.

The director general of the department said, according to a statement by the Ministry of Justice, that the number included Law No. 26 of 2019 related to the first amendment to the Unified Retirement Law No. 9 of 2014, and Law No. 27 of 2019 regarding the second amendment of the Provincial and District Councils Elections Law No. 12 of 2018.

The Council of Ministers decided, in mid-October, to submit a proposal to amend the retirement law to the House of Representatives , to amend the legal retirement age of 60 years, and to refer everyone who has actual service of up to 30 years or has reached the legal retirement age of 63.

The House of Representatives, at its 16th session held under the chairmanship of Speaker Muhammad al-Halbousi and in the presence of 220 deputies on November 20, 2019, voted on the first amendment to the Unified Retirement Law No. (9) of 2014, submitted by the Finance and Legal Committees .

Kamel Amin Hashem added that the number also included Law No. 28 of 2019 regarding the cancellation of financial privileges for officials in the country, in addition to Law No. 29 of 2019 Law of the Iraqi National Olympic Committee, and Statement No. 101 of 2019 issued by the Supreme Judicial Council.

On October 28 , the House of Representatives voted to cancel all the privileges and allocations of the three presidencies, members of the House of Representatives, senior officials and advisers, deputy ministers and general managers, independent bodies and the judiciary, the Integrity Commission, the Federal Court, the Supreme Judicial Council and the governors, and their ranks .

The Official Gazette of Iraq publishes instructions for implementing the Law on the operation of higher degrees

Mubasher: The Iraqi Ministry of Justice issued a new issue of the Al-Waqa'iq newspaper - the official newspaper - which included instructions to facilitate the implementation of the law for the operation of higher diploma holders.

On 12 November last, the Iraqi Council of Ministers approved the issuance of Instructions No. 3 of 2019, including facilitating the implementation of the Law on the Operation of Higher Education Holders No. 59 of 2017, in accordance with the provisions of Clause III of Article 80 of the Constitution, and Article 11 of the Law Operation of the 2017 high school graduates.

The instructions stipulated that the ministries and entities not affiliated with the Ministry and the governorates should take into account the proportions specified in the law to designate holders of certificates when approaching the Ministry of Finance with their needs for job grades, including job grades resulting from deletion and creation.

The Ministry of Justice announced the publication of the health insurance law in the Official Gazette, in order for the law to officially enter into force.

A statement by the ministry stated, "The new issue of the Iraqi newspaper Al-Waqa'yat, number (4614), was issued and includes a number of laws and decisions approved by the Presidency of the Republic.
The statement quoted the Director General of the Department / Haifa Shukr Mahmoud Agency as saying that "the number included the issuance of Health Insurance Law No. 22 of 2020."
She added, "The number also included the issuance of a decision issued by the Committee to Freeze Terrorist Funds No. (48) for the year 2020."
On October 30, the House of Representatives voted on the health insurance law.
Member of the Parliamentary Health and Environment Committee, Hassan Khatti, said, "The law will change the course of medical services in the country in general.
And Khalati stated, "The proposal for a health insurance law has been voted on and will change the course of health services in the country," indicating that "Iraq has entered among the countries that operate in the health insurance law," noting that "the law will be effective 6 months after the date of its publication in the Official Gazette."
He added, "The law will create a competitive environment between health services between the private, private health sector and the government sector with private wards, in order to ensure the provision of decent service to citizens."
Khalati stated, "The Iraqi person can be able according to this law, whether he is an employee or not, he will be covered by health insurance and for the employees there is a special system to pay 1% of their salary, that is, if the employee's salary is 500 thousand dinars, he pays 5 thousand dinars only and with this simple amount He creates a system for himself and his family members and through it, after obtaining the health insurance card, he can perform, for example, a surgery or receive a health service from laboratories, x-rays, etc., and if its value, for example, is one million dinars in the private sector, then the covered patient will pay 100 thousand dinars only for this service. .
He added, "The law ensures that there be equality of health services without differentiating between the rich or the lower class," noting that "citizens covered by the social protection network will be exempt from paying the subscription fee or monthly installment, and the health insurance card will be provided free of charge and they will receive health insurance services in The same level that others get. "
He stressed that "the general goal of the law is fairness in providing health services and upgrading the health level of government hospitals, which makes it close to private hospitals and expanding the number of beds in private wards so that there is a gradual path and converting all government hospitals to work with the same special wings."
"We put a clause in the law that every ministry has the right to develop its hospitals so that they are covered by insurance services and health insurance. There are specific specifications and standards available in the hospital to be included in the insurance law," Khalati said.

Director-General of the Facts Department Haifa Shukr Mahmoud said in a statement received by Shafaq News Agency, that the number included the issuance of a correction statement issued by the Presidency of the Republic's Office regarding the Federal General Budget Law of the Republic of Iraq No. (23) of 2021.

The official did not refer to the corrected articles or paragraphs in the budget.

The Iraqi parliament voted, in early April, on the Federal General Budget Law for the fiscal year 2021 with a deficit of more than 28 trillion dinars, and the tension and attraction continued for months, even though its ratification was delayed from the legal date.

The revenues of the general budget amounted to more than 101 trillion Iraqi dinars, while expenditures were estimated at 129 trillion.

The price of a barrel of oil was calculated in the budget at 45 dollars instead of the Iraqi dinar, and the government's proposed price for the dollar was fixed at 1450 dinars per dollar.

Parliament also voted on the Kurdistan Region’s share of 12.67 trillion dinars of the general budget.
