This is a meaty report and I suggest you download the full report from the link on the website just below the title. It really gives you a look into the political and societal impositions of Iraq.

Reading the full report really puts things into perspective, Iraq is a cesspool of greedy, power hungry corrupt officials who need their butts kicked and to be re-trained to at least listen to advice from peoples and nations who are at least getting it mostly right!

I would agree with you to a certain extent, but we don't have this going on I don't think!

Advisers have documented a pattern of pressure seemingly designed to hire personnel along political lines. There also has been a clear sectarian shift in those who have been appointed as IGs since the Shia Alliance has taken control of the government”.

Lack of progress by both government and parliament has been so striking (despite clear and relatively straightforward avenues for reform) that it is impossible to avoid the conclusion that senior policy-makers have acted out of vested interest to maintain a thoroughly corrupt system.

The clearest illustration of this failure was the govern-ment’s continued refusal to repeal Article 136(B) of the Criminal Procedure Code, by virtue of which an investigative judge could not prosecute a state official without the relevant minister’s prior permission,42 which meant that ministers could unilaterally grant immunity to their staff.43 Article 136(B) was passed during the early years of Baath Party rule and was intended to ensure that ministers had control over their own staffing levels. Before 2003, the provision was hardly ever invoked to prevent prosecutions,44 but from 2003 to 2011 ministers used it hundreds of times – it is impossible to say precisely how often – to protect political appointees from prosecution.45 The estimated combined value of the funds allegedly sto-len or wasted, and in relation to which prosecutions were never launched, is in the hundreds of millions of dollars.

Excuse me! You need to do a lot of reading on the political history of this country and how those in power, either party, uses that power to attack their rivals. J. Edgar Hoover, Tammi nay Hall, New York, Chicago, and a very long list. You get yourself on the wrong side of the government and the IRS will be breathing down your neck. Now Obama has the SEC going after the credit rating agencies because of the recent downgrade. Same stuff is happening right here in this country, in your county, in your city, in your school district. Hushed up a lot more, but still happening. It is all power play. Any good politician will tell you what you want to hear and do whatever they want.
