I do not think that any of the outstanding items that we have been watching, Erbil, HCL, 140, Chapter 7, security ministers, Kuwait, etc., are irrelevant at this point. Iraq is just embarrassing itself at this point, and the big boys have had to step in and take charge. As I have said before, I think that Shabibi was probably handed a Word document as a template for the security laws that are needed, and he was instructed to fill in the blanks, global replacement, and forward to Parliament. It can't get any easier.

PS Getting anything done in Iraq (or similar states) must be one of the most difficult, agonizing, and tiring things to do, considering the corruption, deception, and sectarianism. yeah, if you actualyl look at the attached document and do a search for LAW. you will see nothing that pertains to HCL or Erbil....now you may say, well that is because it was a meeting reguarding banking....this is true but if you read the minutes you will see they went off topic a few times....and if Arbil or HCL was a factor it would hav definitely been mentioned as something that needs to be done before the RV(reform) can be implemented

Many people provide information, but there is not a race going on. No one has posted the referenced documents that you have. Several have spoken of it, others brought comments from other sites, and all of these efforts paint a picture.

Please don't take away from what you have done, by complaining about something that someone else may or may not have done, i.e., Kaperoni, who has been around a long, long , time.

The RV is not dependent on Arbil, HCL, or Chap 7....here is what the professionals had to say at The World Bank - 'Launch of the Republic of Iraq Financial Sector Review'. These are people who are directly involved with Iraqs banking reform, not media outlets, not bloggers, not people in the GOI that think they know what they are talking about, not GURUs, not ME......ONLY PEOPLE THAT COUNT IN THIS MATTER!!!
