Iraq accomplish much towards joining the World Trade Organization

اكد مساعد الممثل التجاري الاميركي لجنوب اسيا مايكل ديلايني التزام بلاده بتطوير الاقتصاد العراقي وفق الاتفاقية المبرمة بين البلدين. Said Assistant U.S. Trade Representative for South Asia, Michael Delaini country's commitment to developing the Iraqi economy according to the agreement concluded between the two countries.

ديلايني اضاف في حديث لاذاعة العراق الحر ان الحكومة العراقية انجزت الكثير باتجاه الإنضمام الى منظمة التجارة العالمية، مشيراً الى ان القضية وصلت الى مرحلة متقدمة في الوقت الحالي تتمثل في المناقشة مع طرف ثالث، وان الخطوة المقبلة في هذه العملية الطويلة والمضنية والتي تحتاج الى عمل كثير، ستتركز على بحث مصطلحات تبادل البضائع والمستلزمات، إذ ان العراق يتهيأ لهذا الموضوع. Delaini "he said in an interview with Radio Free Iraq that the Iraqi government has achieved a lot towards joining the World Trade Organization, adding that the issue has reached an advanced stage at the moment is in discussion with the third party, and the next step in this long and arduous process, which requires a lot of work , will focus on the search terms the exchange of goods and supplies, as Iraq is preparing for this topic.

ومع تقدم العراق في خطوات انضمامه الى منظمة التجارة العالمية أبدى اقتصاديون تخوفهم من ان يسهم هذا الانضمام في اغراق السوق العراقية بالسلع المستوردة. فيما نفى مساعد الممثل التجاري الاميركي لجنوب اسيا مايكل ديلايني ان يكون لانضمام العراق الى منظمة التجارة العالمية أي تأثير سلبي على أسواقه، مشيرا الى ان" منظمة التجارة العالمية تستند الى قوانين تحرِّم اغراق اسواق الدول سِلَعياً، وأخرى متعلقة بالرسوم الجمركية لمنع هذه الظاهرة من الحدوث، كما ان المنظمة توفر رادعاً ضد هذه الممارسات ، واعرب عن إعتقاده بأن الولايات المتحدة الاميركية التي انضمت الى المنظمة ستوفّر للعراق درجة من الحماية. من جهة اخرى بيّن وزير التجارة وكالةً صفاء الدين الصافي ان"العراق يتطلع الى تعاون متبادل في مجال الاقتصاد مع الولايات المتحدة، مشيراً الى انه ينتظر اقبال الشركات الاميركية على الاستثمار فيه، في وقت اكد مساعد الممثل التجاري الاميركي وجود دراسة لجذب الشركات الامريكية الى العراق". واكد ديلايني ان "بعض الشركات الاميركية تعمل حاليا في العراق وبخاصة في المجال النفطي، وان اهتمامها سيكون اكبر بالاستثمار في العراق لو سهَّل اجراءاته الخاصة بالاستثمار والتجارة". He Delaini that "some U.S. companies currently operating in Iraq, especially in the field of oil, and their interest will be the largest investment in Iraq if the easy procedures for investment and trade."

وبين ديلايني ان الفساد الاداري والمالي في العراق مازال يشكل تحديا لتطور الاقتصاد العراقي، مشيرا الى ان الحكومة الاميركية ستفعل كل مايلزم لتطوير الاقتصاد العراقي. Among Delaini the administrative and financial corruption in Iraq is still a challenge for the development of the Iraqi economy, noting that the U.S. government will do whatever is necessary to develop the Iraqi economy.

It sounds like to me the US has promised to help Iraq avoid the problems associated with market dumping.
