They do not have any rules as such and do whatever they wish whenever they wish. We all need some sort of regulations and these people have none. I believe the only time america should be using these type of Mercenaries is when we either wish to destroy a country or in terrorist situations. And even then would need to be a last resort. This happens more than we will ever know, but how the heck do these guys do their job and not have instances like this. Blackwater endangered everyone serving over there.
