If memory serves me, it was changed from www.cbiraq.org to the current address of www.cbi.iq in the latter part of 2008. If a doctoral student used Wikipedia as a reference, the reference would not be accepted. Their material can be added to, changed, or revised by anyone. Two different animals. cbi.iq is the domain name and this has to be 'hosted' somewhere. Hosting can be anywhere in the world and can be moved about if required. The .iq is an Iraq domain name. Domain names in Iraq are very strictly controlled, cannot be registered by private individuals. They are a private set up First thing, the Federal Reserve is a Private outfit also and there's is http://www.federalreserve.gov/. Other Central Banks (Rothschilds) also have .gov. This gives them the appearance of a government entity and the "people" have no idea. And the other site, Cbi.gov.iq Whois Whois data for this address is not available. Iraqs money supply is inflated and they dont have the reserves to match.
