The attached link states that at least the Iraqis believe that President Obama is in their corner when it comes to helping them get out of Chapter VII. So that leaves Russia and the UK as the permanent Security Council Members who are not publicly on board, yet. However, there has been news recently that both those countries have recently signed contracts with Iraq. It seems logical, to me, anyway, that these countries would support lifting Chapter VII sanctions provided the Iraqis have cleared the UN requirements -- Kuwait, Erbil, HCL, Security Ministers. JMO.
