The meetings were for approving some CHANGES to the HCL which has been heavily rejected by Iraq and Kurdistan up to now. There have been several DRAFT proposals presented, with only some of the amendments approved. None of the draft proposals have been fully approved yet, as there are still demands for yet more changes.

The part of the HCL related to management and distribution of oil revenue-sharing to the people is to be done under a totally separate law which has yet to be formed. Before they can present the new law for the distribution of the oil revenues, there must be a census. The census has been postponed indefinitely due to serious problems with the various tribes refusing to be labeled and/or counted. The approval yesterday July 13 was for CHANGES to a DRAFT PROPOSAL for an Iraq National Oil Company, and more changes to the HCL itself. This is wonderful news! It may be possible to get the HCL ratified by a full Parliment before the end of July.

I wonder where the ministry of finance stands on getting the three 000's bill passed by a full Parliment? I seriously doubt the CBI will act without the rubber stamp approval of Parliment.

For those of us who would like to see this come to fruition now, we should start praying immediately; because the wait is becoming serious with US troops continuing to scale down. Ramadan starts at sunset on the 31st of July, and it does not end until the 30th of August. Also don't forget that Eid al-Fitr starts, during Ramadan, at sunset on the 29th of August; ending on the 30th of August also. Lailat al Kadr starts, during Ramadan, at sunset on the 25th of August; ending on the 26th of August. Quds Day, during Ramadan, starts at sunset on the 4th of August; ending on the 5th of August. We have all seen and witnessed just how lazy Iraq is, over the spanning years of our investment, nearing and during and after holidays. I seriously doubt IMO that very little work will get done, or if Parliment will even be in session, on Sunday July 31st. Meaning that all work will probably be finished on the 29th of July until around the 4th of September. The 1st of September falls on a Thursday. 2 days shy of the Sabbath and just after the long celebration of Ramadan, Eid al-Fitr, Lailat al Kadr, and Quds Day; I seriously doubt the full government starts back to work immediately. The most likely start back date will be the 4th of September.

Keep in mind that during the overlap of holidays between Ramadan and Eid al-Fitr, Ramadan and Lailat al Kadr, and Ramadan and Quds Days; there will not be anything happening in Iraq or any other Muslim nation. Mostly likely, it will be a complete shutdown, with the exception of emergency services. From personal experience, I have had Muslim friends in the past; and nothing happens or gets done during Ramadan.

IMO, if this goes past July 29th; then we are into September thru the remainder of 2011 for a possible RV. I wonder if Loco Okie would care to comment on any of this.

PD46- I have to agree. Once Ramadan begins all Muslims will be focused on their religious commitment. The wait continues!

The only intel I have is that my soldier comes home July 31st. For me and my family- there is nothing more important at this time.
