Im no expert but I beleive this is a huge step,

Para. 4: calls upon the Government of Iraq to work closely with the Secretary-General to finalize the full and effective transition to a post-DFI mechanism by or before 30 June 2011, which takes into account IMF stand-by arrangement requirements, includes external auditing arrangements and ensures that Iraq will continue to meet its obligations as established in the provisions of paragraph 21 of resolution 1483 (2003).

The full and effective transition to a post-DFI mechanism is to be finalized by or before 30 June 2011.

Para. 4: requests that the Government of Iraq provide a written report to the Security Council no later than 1 May 2011 on progress towards the transition to a post-Development Fund mechanism.

The report of the Government of Iraq dated 29 April 2011 (S/2011/290) is before the Security Council.

Para. 1: decides to terminate, on 30 June 2011, the arrangements established in paragraph 20 of resolution 1483 (2003) for depositing into the Development Fund for Iraq (DFI) proceeds from export sales of petroleum, petroleum products and natural gas and the arrangements referred to in paragraph 12 of resolution 1483 (2003) and paragraph 24 of resolution 1546 (2004) for the monitoring of the DFI by the International Advisory and Monitoring Board (IAMB) and further decides that, subject to the exception provided for in paragraph 27 of resolution 1546 (2004), the provisions of paragraph 22 of resolution 1483 (2003) shall continue to apply until that date, including with respect to funds and financial assets and economic resources described in paragraph 23 of that resolution.

The arrangements concerning the DFI and the IAMB, as well as the immunity provisions, will expire on 30 June 2011.

Para. 3: decides that after 30 June 2011, the requirement established in paragraph 20 of resolution 1483 (2003) that all proceeds from export sales of petroleum, petroleum products and natural gas from Iraq be deposited into the DFI shall no longer apply, and affirms that the requirement established in paragraph 21 of resolution 1483 (2003) that 5 percent of the proceeds from all export sales of petroleum, petroleum products and natural gas shall be deposited into the compensation fund established in accordance with resolution 687 (1991), and subsequent resolutions, shall continue to apply.

The transfer of the full proceeds from the DFI to the Government of Iraq’s successor arrangements account(s) is to be completed no later than 30 June 2011.

Takes note of the intention of the Secretary-General in his letter dated 28 June 2006 (S/2006/468) to report on compliance by Iraq with its obligations regarding the repatriation or return of all Kuwaiti and third-country nationals or their remains and on the return of all Kuwaiti property every 6 months.

Letter from the Security Council President dated 3 March 2011 (S/2011/99) Requests a comprehensive report on progress during the period of the present mandate of the High-level Coordinator by 30 June 2011.

The report of the Secretary-General is expected to be submitted by mid-June 2011.

Letter from the Security Council President dated 3 March 2011 (S/2011/99) Informs the Secretary-General that the Security Council has decided to accede to his request that funds be earmarked from the balance of the escrow account created pursuant to resolution 1958 (2010) to finance the continuation of the activities of the High-level Coordinator and his support staff until 30 June 2011.

The financial arrangements for the activities of the High-level Coordinator will expire on 30 June 2011.

Nothing here beside what we know they have to have their DFI funds going to an outside bank, which they already have.

Zebari, Salehi: Baghdad and Tehran is about to sign six Memoranda of Understanding for the joint

Foreign Minister Hoshyar Zebari and his Iranian counterpart, Ali Akbar Salehi said that "bilateral relations between the two countries is a special relationship."

Zebari said at a news conference at the end of Mbagesthma official in Tehran on Tuesday that "progress has been significant progress in the recruitment of land and water borders between Iraq and Iran on the basis of principles that are believed by the countries."

He said that "the six agreements signed between the two countries include the avoidance of double taxation and customs cooperation and encouraging joint investments and the Convention on trade and economic cooperation."

Zebari said that "Iraq is seeking to provide the required facilities for visitors to the Iranians to visit the holy sites."

And on the development of the region, Foreign Minister of Iraq, "We had consultations in this regard, and stressed that Iraq is seeking to regain its central role in the region."

For his part, Salehi said that "during these talks, review regional issues, noting that the First Deputy President of the Republic will soon visit Iran to Iraq to head the Iranian side in the joint higher committee meeting, where Rahimi will be accompanied in this visit, the heads of a number of Iranian companies.

And that "one of the issues that were discussed during this meeting is the border signs," explaining that "the art collections of Iraq and Iran was able to implement the bulk of the border signs and it's now completed the final stages in the northern border."

He said Iranian Foreign Minister that "he decided at this meeting follow up on all the issues that concern the two countries seriously and close the previous file."

He added that "relations between Iran and Iraq are a distinct cultural relations and popular, and that these relations have evolved to include economic and trade relations, hoping to take measures to facilitate the crossing of the two countries to nationals of the other country.

The Foreign Minister Hoshyar Zebari, a visit to Iran began Tuesday at the head of high-level delegation to discuss the political Aalttorat in the region.

Outside of an agreement of understanding between Terhan and Bagdad, I do not see anything substancial here.

On the third document link: Its the same as the 2nd document link. I guess I do not see anything that provides a direction of an RV in these document links or how you came to a low rate. Please explain. Thank you.
