Not dissagreeing with you about stability being important for an RV but you have to remember that there will always be radicals in Iraq and radical movements. Small radical groups don't threaten stability as much as some may think. We have our own in the United States( I know not the same but still helps to prove my point) like the Michigan Militia, KKK, and many others.
