Looks like they based the 2012 budget on the 1168. rate! SMOKE & mirrors,no rv????? If it does rv they will certainly have spending money!!!

2011 budget is based on the price of oil. At $76.50 and 2.2 million barrels

2012 budget is based on $85.00 a barrel.Not the value of the Dinar.
