mlay901
shrunklink.com/hsmc On May 22, 2003, by Executive Order 13303, the President declared a national emergency protecting the Development Fund for Iraq and certain other property in which Iraq has an interest, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701‑1706). The President took this action to deal with the unusual and extraordinary threat to the national security and foreign policy of the United States posed by obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq. In Executive Order 13315 of August 28, 2003, Executive Order 13350 of July 29, 2004, Executive Order 13364 of November 29, 2004, and Executive Order 13438 of July 17, 2007, the President modified the scope of the national emergency declared in Executive Order 13303 and took additional steps in response to this national emergency. Because the obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States, the national emergency declared in Executive Order 13303, as modified in scope and relied upon for additional steps taken in Executive Orders 13315, 13350, 13364, and 13438, must continue in effect beyond May 22, 2011. Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency with respect to the stabilization of Iraq. This notice shall be published in the Federal Register and transmitted to the Congress. BARACK OBAMA May 17, 2011. This notice shall be published in the Federal Register and transmitted to the Congress. BARACK OBAMA May 17, 2011. On the linprovided above there are two Statements and Releases on Iraq. Please see second release to PM and its wording. For Immediate Release May 17, 2011 Message from the President regarding the continuation of the national emergency with respect to the stabilization of Iraq TEXT OF A LETTER FROM THE PRESIDENT TO THE SPEAKER OF THE HOUSE OF REPRESENTATIVES AND THE PRESIDENT OF THE SENATE May 17, 2011 Dear Mr. Speaker: (Dear Mr. President:) Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I have sent the enclosed notice to the Federal Register for publication continuing the national emergency with respect to the stabilization of Iraq. This notice states that the national emergency with respect to the stabilization of Iraq declared in Executive Order 13303 of May 22, 2003, as modified in scope and relied upon for additional steps taken in Executive Order 13315 of August 28, 2003, Executive Order 13350 of July 29, 2004, Executive Order 13364 of November 29, 2004, and Executive Order 13438 of July 17, 2007, is to continue in effect beyond May 22, 2011. Obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States. Accordingly, I have determined that it is necessary to continue the national emergency with respect to this threat and maintain in force the measures taken to deal with that national emergency. Recognizing positive developments in Iraq, the United Nations Security Council decided, in Resolution 1956 (2010), to terminate on June 30, 2011, arrangements concerning the Development Fund for Iraq established in Resolutions 1483 (2003) and 1546 (2004). The Security Council also called upon the Iraqi government to finalize the full and effective transition to a post‑Development Fund mechanism by June 30, 2011. My Administration will evaluate Iraq's ongoing efforts in this regard, as well as its progress in resolving outstanding debts and claims arising from actions of the previous regime, so that I may determine whether to continue beyond June 30, 2011, the prohibitions contained in Executive Order 13303 of May 22, 2003, as amended by Executive Order 13364 of November 29, 2004, on any attachment, judgment, decree, lien, execution, garnishment, or other judicial process with respect to the Development Fund for Iraq, the accounts, assets, and property held by the Central Bank of Iraq, and Iraqi petroleum‑related products, which are in addition to the sovereign immunity accorded Iraq under otherwise applicable law. Sincerely, BARACK OBAMA

Sincerely, BARACK OBAMA I saw elsewhere in the forum that the version that I posted was more of a "template" for extending the EO, however the version you sighted was more of the "legal" version with the verbage necessary to put the pressure on Iraq. I sure hope that perspective is correct!
juni
Both are. Have you seen the other thread? One is the letter to Congress (and does not mention the expiration of one year but does mention the UN deadline of June 30) and the other is the actual EO with the one year deadline. The actual EO is tracking the language of the National Emergencies Act, which requires an automatic one year termination. It is a formality. However understand that Obama's message to Congress said he will be overseeing their progress in getting out of Ch. VII (of course I'm paraphrasing), and will then decide whether to extend it beyond June 30. Essentially what this tells me is he knows that the UN is NOT going to give an extension beyond June 30. So it is do or die by June 30. When they do finally get all things done, he will do another EO ending it at the same time they come out of Ch. VII.

WMeadow
So basically, the UN resolution told IRAQ to get their monetary system in order by JUne 30, 2011 - which they have not perfected yet-- and the Presidential Order that was set to expire May 22, 2011 has been extended another year to see if IRAQ can meet its obligation under the UN resolution. Just hope we do not see any form of extension on the resolution and its all done before JUne 30. Surely the IRAQ government would not want to draw it out until the last day of the resolution.................. menholt
mlay 901....i believe they connot extend the DFI date of June 30th...i think there was a 60 day limit to extend that wich would had to have been done by May 2nd...this was to give them the extra days between may22nd and june 30th to protect them is all...but the DFI will expire on June 30th..so that is the deadline.. Not doubting that the DFI will expire on June 30th at all. I just know that Iraq seems to have very little concern when it comes to deadlines of any sort. This is a pretty big one however...hopefully the weight of it will push them to doing what they have to do PRIOR to the deadline. Not holding my breath for that though, thats all. pontiyak
I would LIKE to think it means " get the danged RV done, NOW!!"....lol. But we all know it means a whole lot more. Pehaps this might push the GOI into action on some of the key items standing in the way of the RV. The best things in life RV yak
