Yesterday we said – Maliki can’t make the announcement of the RV, only Shabibi can release the rate and Maliki came out saying that we don’t have a GOI and pointed the fault finger to Allawi… Maliki was upset as they need the VP, ministers passed and today they did that it’s the kindling to bring forth ministers…. The Reuters articles came out and said they will allow foreign exchange regulations that benefit the banks – and another article allows international monies to be traded from country to country to do business with Iraq …. Feb March the rate was release FEB March and Letter for Chpt 7 has been turned into UNSC and we are waiting for report card – let them go on vacation as its telling them its DONE DONE DONE…. And VP may be sworn in and it means the ministers are IN as Maliki said he needs them as he has “been working with them for a while now”… THE VP voted in from parliament is HUGE – its done…

Fox news ticker stated yesterday per Darline – Obama to speak on Iraq ME situation and Africa within the week they have been wanting to do this for a month…. How ironic is this for a month he wanted to do this and now Maliki says the same thing and will be done this Saturday – interesting and the GCC said Jordan and Morocco join us – why? Vacations in Parliament – has postponed vacations 3 times now and they went on Vacation Today? The section on voting on the laws left for vacation today and will be back June 12th…

BING BAM BOOM says Darline – we don’t need these guys as its all DONE!!! We got 3 VP’s today that’s a completion – what about the missing ministers – they are ALREADY a part of the GOI – they are working now – the VPs were voted on just before parliament left and when they get back they will say that the ministers popped up out of no where – the rate will be given before the ministers….

Parliament they are gone now – vacation – Darline says no body can go on vacation unless all deadlines are DONE in business – SAME HERE WITH IRAQ also…THEY ARE DONE WOO HOO BING BAM BOOM… the 14th is important – this meeting is extraordinary – last wed meeting was NOT big – this Saturday is the meeting the world bank and UNSC and govb officials and USA and IRAQ and Kuwait will be there and the IMF will be there….

Then on the 22nd of May the Executive Order needs to be reissued by the Pres of the USA it means that certain things expire in Iraq – Chapter 8 might be brought in before Chapter 7 is released – this is tied into the chronological effect – I feel the RV or the RI has been approved – there is too much evidence from the parliament leaving right after the voting in of the VP’s today- the ministers are already there working so no worries about ministers any more… do what you want but tell the world the WHOLE WORLD THIS SATURDAY at this amazing meeting… Darline states that if the speech talking to all of these international donors and the World Bank and the UN who is releasing them from Chapt 7 and will be together – they can’t celebrate with toilet paper… and Friday is not your best day to celebrate but how can they now…

Frank thinks the RI rate of $3.22 all the way to the $3.98 of the RV rate is DONE _ the evidence and the UST and all know the common secret – they have the rate and the RI- RV is released and we are waiting for who? You know very well that this thing has happened over there and the loose lips to sink ships to start talking and its gets told and makes folks think that its time to cash in – no its not that kind of RV… its been released but given to the world at any time is what we are waiting for? Are you kidding me that Obama is spending ¼ trillion dollars in just a few days? What is that – something so going on and there is just too much evidence is pointing toward this…

June 30th at midnight Iraq will blossom, it will be exonerated and be a country on that date. The communications stated about this date,, A while back Frank used to say what was told to the rose that Caused it to unfold… the rose is the Communication between the CBI and the Citizens of Iraq – the rose is the citizens and their blossom is closed now – but they became educated since Nov of last year…. This Saturday Maliki will be educating the world in this meeting… and Shabibi will be listening to this….Maliki sounded like Shabibi and was demanding to parliament to give him the VP’s and to get the GOI going

Darline says June 30th all these months that we have tarried and done all the things for the UNSC – if they do NOT get the Chapter 7 this coming week, that means they will have to go through the letter of intent all over again – they can’t do this – it took 3 years to come to agreement to tell us something…

Frank believes the RI- RV has been activated – why would the FDIC care about the foreign policies being educated to us here in the US???? Its comical and trying to so hard to say oh you can’t see me… It reminds me of a child trying to play hide and go seek in the vast openness I do not pay attention to any articles – I watch what they do….

Frank says I have to guard this excitement but I am talking now and I am excited… Something has happened already….When will we see it for us? Shabibi if he sees Maliki put on an amazing show – about the economy and the GOI and the private sector info – they will release this before June 30th says Frank… Darline says on Saturday the World Bank, why are they there if their currency has no money????? Frank says he feels the RI-RV is done and on Saturday they will be graded and we may see the rate released before the 30th if not when the Parliament comes back before the 12th….

Darline states that they won’t’ go past the 22nd of May due to the executive order that is to expire then as the contractors can’t invest anymore either…. They have to RV their currency so the contracts won’t end….

Oanda showed at $3+ rate today and Alafatt showed a $3+ rate today and NetDania showed the IQD and the USD the same but if you put in the GPD and the IQD you get WAITING and not N/A anymore – wooo hooo – Frank said for weeks we have seen these numbers ping on the forex sites and no mistakes are made but quickly removed- and they are reliable for what they are releasing…. These figures now Frank feels that the pattern is showing something that may have some validity…

Remember when I said Maliki took his toys and left mad at Allawi…. Well today Maliki said today before he opened the roads –he said I AM THE PM and COMMANDER in CHIEF order all the roads to be open - can he do that if he is NOT out of Chapter 7 – he can’t be the commander if they are still under national law – but he belongs to the fraternity of the rate and he is doing stuff that SHOULD NOT HAPPEN before and RI-RV – and now they are doing them? So the Chapt 7 has to be done as they are operating as though they have permission…. Ummm….

Lots are happening…something has happened – and in country RV NOPE and no cash out yet – but if you read what Frank has stated above – this shows what they have DONE and this is coming down – Maliki met with Russia, Iran, John McCain, there I something going down – and Darline says its DONE and we just need to see it manifest.

Maliki is acting as tho he is NOT under chapter 7- how could he remove those road blocks as the USA set them up we are in charge –ummm he knows something we do not know…

Delta states that article regarding the Reuters stating the CBI has and agreement with USA aid and developments – can transfer money nationally and internationally and can’t do that without recognized IQD period…Since Feb 20th Shabibi was given green light by Maliki and this shows work is being DONE… Reuters, the TBI, got the license to deal internationally with everybody and have no limitations with the CBI…

Executive Order 13303 = why did George Bush come up with this order-

1- Reason is Iraq is on a black list with sanctions and no USA citizen could not invest in Iraq without an exception – so they could buy stocks, currency etc with this order – and then

2- They had so many sanction included was to freeze all Iraq’s assets so no one can sue Iraq and even Iraq could not touch this fund

3- On May 22nd that E/O will expire and if they are out of Chapter 7 they will not need the E/O anymore – when that expires – all the frozen assets will be moved to the new New York accounts and then they will move to Chapter 8 with IMF regulations and

Go to IMF now and see or click and google Chapter 8 you will see what that means by the lifting on Iraq’s exchange rate – now all of us we thought the GOV was at fault – Dec 21st the GOV was seated then but the DFI was important at that time and we didn’t know this… THE CBI has international assets too and it was frozen in 1991 and that will support the IQD… they have over 2 or 3 trillion dollars and they could not use that to back up the IQD’s but as soon as it expires on May 22nd it will be shifted to the CBI reserve INTERNATIONAL ASSETs and that will be significant to take back the IQD… the backup was froze for the IQD and now on 22dn the IQD will be recognized internationally and we think it will NOT drag to June 3th- on the 22nd of May we feel that the RI-RV will be announced before the 22nd or on the same day – the article that came out last night showed everything is set… the other order to freeze the assets of Iraqis going to go as the accounts in Europe will also come into play… So the CBI and GOI have worked hard and its why Shabibi wanted the FGOI in place so they could sign for all these laws and articles as in when the parliament passed the law to pay the US soldiers’ the $400Million that got hurt in the war there… NO body knows the Europe China holdings by Iraq – the have more than over 7-9 Trillion dollars that have been frozen over 21 years – this is their back up –

Delta says WE are on track – Maliki will have the IMF, World Bank, The USA and all sorts of big shots there on Saturday and they would not have this meeting if things were NOT DONE…. What was the revalue hold up…. We found out that they can’t go international without accepting the memo from the IMF and having their assets unfrozen…

NO ONE knows the date and rate but it’s now before the 22nd or the 30th of May they might pull the trigger – parliament is off till June 12th – and looks like the CBI will go ahead and do the RV for us… and the E/O is the key to our investment. Darline says Chapter 8 is regarding article 52 for them to do business with regional countries and they met with Iran, Russia etc would that mean they have proceeded with Chapter 8 * and Delta says no the E/O is still in place – the due date is May 22nd and assets is still frozen till now…

Article 52

Nothing in the present Charter precludes the existence of regional arrangements or agencies for dealing with such matters relating to the maintenance of international peace and security as are appropriate for regional action provided that such arrangements or agencies and their activities are consistent with the Purposes and Principles of the United Nations.

The Members of the United Nations entering into such arrangements or constituting such agencies shall make every effort to achieve pacific settlement of local disputes through such regional arrangements or by such regional agencies before referring them to the Security Council.

The Security Council shall encourage the development of pacific settlement of local disputes through such regional arrangements or by such regional agencies either on the initiative of the states concerned or by reference from the Security Council.

This Article in no way impairs the application of Articles 34 and 35.

Article 53

The Security Council shall, where appropriate, utilize such regional arrangements or agencies for enforcement action under its authority. But no enforcement action shall be taken under regional arrangements or by regional agencies without the authorization of the Security Council, with the exception of measures against any enemy state, as defined in paragraph 2 of this Article, provided for pursuant to Article 107 or in regional arrangements directed against renewal of aggressive policy on the part of any such state, until such time as the Organization may, on request of the Governments concerned, be charged with the responsibility for preventing further aggression by such a state.

The term enemy state as used in paragraph 1 of this Article applies to any state which during the Second World War has been an enemy of any signatory of the present Charter.

Article 54

The Security Council shall at all times be kept fully informed of activities undertaken or in contemplation under regional arrangements or by regional agencies for the maintenance of international peace and security…

High possibility it will be on the 22nd and for the RV for us…

Frank states – MY OPINION IS THE RV HAS BEEN ACTIVATED BUT NOT AVAILABLE FOR CASH OUT YET which needs to be announced by Shabibi

Today with Maliki saying I AM THE PM and he proceeds and removes the road blocks and he can’t do that without the permission as the commander and chief UNLESS they have been given Chapter 7 – Delta said the only one thing left of the Chapter 7 is out now about 99% and the 1% was dealing with the Kuwait and Iraq to agree and the DFI fund and the Executive Order to be done… Frank said Dec 10th of 2010 when they peeled that last banana peeled he believes they made the E/O a thing of the past with Chapter 7 that allows this to end without any issues…

Shabibi and CBI is ready and if he knows everything is done…all steps to get them out of Chapter 7 is done as they said that it was done with all the steps that’s why they turned in the report to the UNSC on May 1st… they sealed it all by opening the accounts… when the E/O expires they have to transfer their money to these banks now..

So with the RI-RV already activated in my opinion it only needs to be announced says Frank….So now the CBI has a week to move before the 22nd – looks like the CBI has a contract with a USA Development with private banks to wire money internationally you have to have an international recognize currency… The CBI is in charge of doing everything they do NOT have to ask Parliament to do this at all…. Shabibi gave the plan in December and they have the power to revalue the currency anytime they want too… everything is done – and Delta says this coming week or end of this month…

Frank said if we see the VP today that means it will bring the ministers quickly and they are there and it’s the trigger to show the RI-RV was done and I believe this Saturday is the biggest day we have in our investment and if Maliki shows the world that they are international then they need to show their currency to be international also…. Something big is going on its high possibility that M will show the IMF and World BNK there it’s a possibility that the CBI will release the rate – the report has to show Iraq is internationally recognized as well as the currency…

Nothing will happen tomorrow but start watching Saturday and next week will be very interesting – keep watch….watch Shabibi – only Shabibi… listen to what he is saying the next few days…. They can’t announce to the world alone they have to be together as they are this Saturday…. The need each other to move forward and look dignified…

Je’sus says that Delta stated in the past that the IQD had to revalue a MONTH Before June 30th… Delta states they have explained to their own people about the redenomination is also going to happen for the people and they have to do it at least by June 1st for before …. Again it could happen any time now…

For those of you who have not been following Frank for more than a few months let me say that Frank LOVES to hear himself talk, he is trying to position himself for greater things after the RV, he is a bit of an egomaniac and his dates have been far from accurate.

HOWEVER....aside from those issues, his intel in regards to the GOI has been very accurate. With all the intel guru's who spew nonsense about everything under the Iraqi sun, Franks has always been the most precise and many times what he reports on his calls ends up be reported in the media a few days later.

Take it all with a grain of salt. Put what you want in your basket and leave the rest on the shelf.

I truely get tired of his long winded bla bla bla However he has brought up GOI information that others found very relivant much later.

Last year Frank said the GOI was done, and he also had a count down and he also had some type of 1 2 3. Fact is folks, if you want Intel just read all the news articles. You may get some info from time to time but most is BS from the rumors section. I enjoy reading all the rumors but I stay grounded knowing that there is maybe 1% truth in them or less.
