so this means there stuck in chapter 7 until December? or will they cut them loose immediatly? You figure we would due to the fact we paid there debt to Kuwait, and our govt needs this to happen due to our own debt!

The way I read this is that Iraq needs to do this BEFORE the withdrawal.
