Talabani meets state presidents on sidelines of Kuwaiti celebrations. Finance ministry to launch new job opportunities. The Iraqi Finance Ministry said Saturday that it will launch the appointments in the state institutions this week, after the approval of the president on the 2011 budget. Adnan al-Jabbouri, the ministry spokesman told AKnews the Finance Ministry plans to provide 170,000 degrees and careers, in order to address the problem of unemployment that lot of young graduates in all regions of the country are suffering from. The Ministry of Finance has said it launched 30% of the regional development budgets to implement service projects in the provinces, after the demonstrations witnessed by the country. The Iraqi parliament passed last Sunday the 2011 budget that worth 82.6 billion dollars in 2011, after its approval was delayed because of the deadlock that Iraq experienced during the government formation crisis, which lasted for more than nine months. The Economic Committee in the Iraqi parliament announced on Friday that the deficit in 2011 budget which is 13 billion $ is not a real deficit, but it can be adressed. The United Nations (UNAMI) announced in its official report that the number of unemployment in Iraq reached to four million unemployed persons and a large part of state employees suffer from disguised unemployment. The results of the survey recently conducted by the Ministry of Planning and Development Cooperation in collaboration with the Ministry of Labour and Social Affairs stated that the unemployment rate among the population aged between 15 years and above reaches to 28.1% for both sexes. The survey indicated that the unemployment rate for males reached to 30.2% with 16% for women. According to a report issued about the results of a survey of employment and unemployment, the unemployment rate in urban areas reached to 30% with 25.4% in rural areas. The Iraqi government spokesman Ali al-Dabbagh said on the sixth of this month that the Council of Ministers approved the 2011 federal budget after being amended, and it is amounted by 96.6 trillion dinars, while for the parliament postponed on the seventh of this month the second reading of the budget law. The advisers committee in the Iraqi cabinet stated that the government decided to raise the investment ratio in the investment part in this year's budget to 30% at the expense of the operational aspect in order to support the investment projects. The Ministry of Planning and Cooperation Development stated that no extensive changes were implemented on the operational part of 2011 budget as it is related to the living standard of the citizens. The Ministry of Planning warned earlier of the consequences of delaying the approval of 2011 budget as this endangers Iraq of an economic crisis. The Iraqi Ministers Council had earlier said that it approved the 2011 budget law at a deficit of 12 billion $ that will be covered by the amounts retained from the previous year's budget and internal and external loans, saying that the expected income is estimated at 66.7 billion dollars, while expenditures are amounted at 78.7 billion dollars. Trade ministry announces end of ration card shortcomings Sunday, February 27th 2011 11:15 AM. An official source in the Trade Ministry said on Sunday that the obstacles blocking the timely distribution of the food items covered by the government’s controversial subsidized ration card system have been overcome. Saad Fares, the General Manager of the General Company for Food Trading responsible for the distribution told AKnews that an operations room has been established to coordinate local demands with international companies. The Trade Ministry has said that from March the food items covered by the ration card will be distributed on a regular basis. "The ministry will work around the clock on the distribution of the ration card items and remove the obstacles that delay their delivery to Iraqi citizens,” Fares said. The delivery of the ration card items was delayed this year in most provinces for reasons described by the Trade ministry as "technical". The Trade Ministry announced recently a new plan for the distribution of the ration card items that gives priority to the country’s poor. Despite Iraq’s huge oil resources, international reports reveal that 27% of Iraqis live below the poverty line. The ration card system was adopted in Iraq after the UN Security Council imposed economic sanctions on Iraq following the invasion of Kuwait in 1990. In the 2010 federal budget, close to $2.9 billion was allocated to the ration card scheme which had cost the country more than $3.1 billion in 2009. The system has faced increasing criticism in a number of Iraqi provinces where distribution of the items covered by the scheme is often delayed or incomplete and in some parts of the country, the scheme has stopped functioning altogether. Protests breaking out across Iraq in recent weeks have focused on poor public services, rising unemployment and cuts to the ration card system, all contributing to an overall slump in living standards for many Iraqi citizens. For Rational Card to be paid this week, Trade Minister says 2/27/2011 11:30 BAGHDAD / Aswat al-Iraq: Iraq's Trade Minister said on Sunday that the compensation funds for the Rational Card, adopted by the Council of Ministers in an earlier date, would be paid for all citizens this week, through coordination with the Governors. "The compensation funds for the articles of the Rational Card, adopted by the Council of Ministers in an earlier date, shall be distributed this week, through special committees formed for this purpose," Minister Kheirullah Babakr said in a statement, received by Aswat al-Iraq news agency. The statement pointed out that the Trade Ministry "had coordinated with the Finance Ministry to transfer the said funds to different provinces, in order to distribute them through speciall committees formed by the Governors," adding that the Trade Ministry "shall prepare all articles of the Rational Card among all strores in the country, through quick contracts, aimed at ensuring the arrival of their full articles and the insurance of the food security for citizens." Noteworthy is that the Iraqi Council of Ministers had allocated on 6/2/2011 a fund of 500 billion (B) dinars (US$ equals 1,180 dinars approx), in order to distribute them on citizens, to compensate them for the shortage of the Rational Card's items, with an average of 15,000 dinars for each citizen. The Rational Card in Iraq, issued according to the UN Oil-for-Food Resolution, comprises basic food products, including wheat flour, rice, cooking oil, sugar, tea, beans and other items on all Iraqi citizens.

West Iraq Babel's Governor resigns, following mass protests:

The Governor of West Iraq's Babel Province, Salman Nasser Taha al-Zargany, has presented his resignation from his post on Sunday, being the second Iraqi governor resigning in the background of the mass protests that took place in the country over the past few days. "The reason of my resignation had been the control by some political forces on the source of decision in the Province, the projects and the reason behind the detiorated services in the Province," Zargany told a news conference, attended by directors of the Province's service departments. "I had presented a resignation on 23/11/2010, in protest to the distribution of positions in the Province and the government on 'quota' basis, but that resignation was not accepted by the Provincial Council..And then, I presented a demand changing my mind to resign on 23/10/2010, in order to continue my work, that was accepted by the Provincial Council; but I can't continue that under the current circumstances in the Province," He said. Noteworthy is that Iraq's Prime Minister, Nouri al-Maliki, had demanded Zargani to present his resignation, in the background of the organized mass protests in his Province, that witnessed the deterioration of services, according to the semi-official al-Iraqi Satellite TV Channel on Saturday.
