Saleh added that " the central bank of Iraq is in the process of selling and buying the dollar at a price of 1117 Dinars and commissions and in the case of cash selling money orders." Saleh said that " the central bank is done in a normal way and not affected by what is the news of the run-up to the start of a demonstration on Friday." Was their way of saying "Look if we the CBI RV on Friday we don't want you to think it was just because of the demonstration for Friday, but actually was our plan the whole time" I think all the other news in this article was just smoke for that small piece of detail back door information.
