An ID96.6trn ($82.6bn) budget has been proposed by the Iraqi cabinet for 2011, its latest revision of its spending plans after haggling with lawmakers amid rising oil prices, Reuters has reported. The bulk of the budget, ID66.6trn, had been allocated to operational expenses, while ID30trn would go to investment, government spokesman Ali al-Dabbagh said. The budget was based on an average oil price of $76.50 per barrel and 2.2 million barrels per day in crude exports.

Is the budget a huge factor?? They have had a ratified budget every year... this is not new or unique to this year. I think more important than the budget is having a fully seated government.

No they did not have a ratified budget, there was no government in place to vote on it last year.
