IRAQ / KUWAIT

AND THE UN

I read a post the other day, can not locate it now, "too many posts" I guess, and to tired to spend the time to look deeper. This post stated that Kuwait "refused to sign the paper", believe this was an opinion by the poster, but also listed several reasons why RV has not happened, Kuwait holding things up. Sooo...... I did some research and "fact" checking, the following news articles will show that there are no reasons Kuwait would be holding this up, outwardly or legal anyway.

For those of you that don't want to read, "it's to long", I highlighted the headlines for you. For those that do, a lot of good information to refresh our memories. If I sound a little "testy" that would be because I am. I believe many events in Iraq, big and small, in some fashion, determine what is going to transpire. The more we know, the more we understand, the more we can remove ourselves from "rumors" and "intel", all of which is stressful to many people, all of it hogwash. Some of us spend a lot of our time searching through the many BS articles out there to find something we can all grasp onto and give hope this will happen "soon", for those that do not wish to read the "newspaper", go find your own "customized" source of information, or simply inconvenience yourselves by looking through what others have taken their time to post for all. For those that wish to stay informed from all sources available to us, enjoy.

22 billion to Kuwait, and the resolution of the border, and missing the end of Chapter VII

http://translate.goo...IzFTq_Ozh-2WfCg

Security Council passed three resolutions yesterday evening, especially in Iraq, ended the first oil for food program in terms of For the last immunity that protects Iraq's claims for compensation related to the covenant of Saddam Hussein for a period of 6 months ending on June 30, 2011, rather than stop it later this month as scheduled at the beginning of it .. In the third resolution was to lift the ban on imports of Iraq's nuclear program for the implementation of a civilian nuclear ending restrictions on weapons of mass destruction, missiles and so put an end to the 19-year-long embargo under resolution 687 of 1991.

Will allow these new decisions of the Security Council re-Iraqi sovereignty but on Baghdad continue to pay five percent of its oil revenues in compensation for war and will go mostly to Kuwait despite Iraq's claim to re-negotiate the money so that he can use more of his money in oil development projects, much needed, where Iraq still owes Kuwait for about $ 22 billion in damages.

Kuwait had asked the UN Security Council in July (July) in 2009 before its to discuss Iraq's international obligations not to raise Iraq from the list of Chapter VII of the Charter of the United Nations before has met its obligations are, particularly in the cases of compensation and POWs and missing Kuwaiti and its emphasis on the need to respect Iraq's decision 833 judge the demarcation of the border between Iraq and Kuwait after Iraq's objections to the demarcation of the border and then reiterated the same demands this week by a number of Kuwaiti MPs

2 January 2011 18:02

http://translate.goo...8KYEaKMw67eon7A

KUNA) - Iraqi Prime Minister Nuri al-Maliki said the Iraqi Council of Ministers recently adopted a resolution regarding the re-Amlak Kuwait Yin suspended in the province of Basra to the owners, calling each of his agricultural land or buildings or other property in that province to working on the retrieval through the acquisition of a certificate stating in this regard

And ownership by non-Iraqis to real estate in Kuwait, especially that there are a large number of those who wish to own property in the holy places, "Maliki said," I think that part of the problem of property ownership has been addressed, particularly relating to acquire housing units

The Iraqi prime minister stressed that the strengthening of relations at the political level require the strengthening of social and economic relations, trade and other grass-roots level indicating that the channels of commerce, "the arteries of the relations that govern the two countries."

And detection al-Maliki for the decision voted by the Iraqi government finally would give the trade relations of Arab and Arab investment priority over other investments and trade relations with other countries, noting that it would work to strengthen ties and make everyone keen to make it work, especially that it represents the common interests between the investor country and Iraq.

He explained in this context that his country had "opened the doors wide I do not think that there are restrictions may impede the movement of interests of Kuwait and trade in Iraq, whether through the ports, borders, everything is open," referring to a project to a Kuwaiti company in the oil project "We welcomed him and without hesitation."

He said that "in our interests to increase the channels of exporting Iraqi oil in particular that the export volume will increase during the next four years to nearly ten million barrels per day and this link we consider to be our introduction to further trade ties and economic interests and the elimination of concerns in the souls."

He added that "We have an urgent desire and severe in the developing economic relations between the Republic of Iraq and its sister Arab countries in all fields of transport, oil and trade and other areas and there are laws guaranteeing investment capital investor and his protector."

Maliki has called for Kuwaiti investors and businessmen to visit Iraq or hold a conference in Kuwait for the investment opportunities available in the country and to enter the Iraqi market "and promising large" by contributing to the reconstruction of Iraq and build factories and houses, roads and other projects "instead of the trend to invest in nations far ".

And the proposal to establish a free trade zone between the two countries said that his country is serious in establishing this kind of areas with the countries of the region surrounding Iraq "as long as the other party wants it sees no difficulty in doing."

He stressed at the same time that Iraq sought to improve its internal affairs which would enable the project implementation of the Silk Road through traffic in the territory of Iraq and down to the Nordic countries.

Maliki said that Iraq's ancient ambitions in the territory of Kuwait, "it will never be finished," emphasizing the Kuwait as "an independent sovereign State and the limits of science." Maliki said during a meeting with a visiting Kuwaiti media delegation that Iraq today is not Iraq yesterday, and the current Iraq policy based on strengthening bilateral relations and common interests with other countries, especially neighboring and full cooperation and non-aggression. He welcomed the visit of the delegation Kuwaiti media viewing it as "family visits for parents and brothers of the Brotherhood," adding that it carries the message response task on "everything that happened from the pain and surgery and behaviors of an unfortunate and painful has not been to the creation of the Islamic or Arab or neighboring onion."

He explained that it "was with God's help and wisdom of the two peoples and the true leadership of the two countries and not a leadership that have occurred in Iraq," referring to Saddam's regime remnants, adding that "we we praise God that express a moat of blood and suffering to meet such a meeting, which reflects the brotherhood and love." The delegation included the President of the media the Kuwaiti Journalists Association Ahmed Behbehani and the Director-General of the Association Adnan Rashid and a number of chief editors of local newspapers and editors and writers as well as Kuwait's ambassador to Iraq, to the insured and the Ambassador of Iraq to Kuwait, Mr. Mohammed Hussein Bahr al-Ulum.

Maliki said: "We are looking for the future and today, laying the foundations of this future that we want bright and I think what the two of the ties and links and extensions and blood ties, religion and neighborly enough to be strong ties to build better relationships and to respond at the same time both still live until now mentality that he was talking by the head of the former regime. "

He stressed that everything that happened "draws from the past will not return nor should never turn to him because he is not the creation which can be launched from any of the two neighboring countries and we would like to convey our voice to the State of Kuwait government and the people."

He added: "We are also keen to make it clear vision regarding foreign relations, especially with the Arab countries after the time when we are our concern and the challenges faced by our country at home over the attention and probably did not give it enough attention."

He said the former Iraqi government focused on in the first two years of age the security situation experienced by Iraq at the time as a result of murders and dead bodies severed head in the roads and deserted streets "and did not pay attention even to domestic issues related to services and other assistance to the citizens," noting that it was living in "such a case, he can not think in strategic issues, not even in cases of service. "

He reviewed al-Maliki how moved his government after a stabilization in home and studying topics of interest to the country, especially the relationship with the "neighbor, dear," the State of Kuwait expressed his appreciation to the Kuwaiti government to appoint an Ambassador to Iraq and then appoint an ambassador to Iraq in Kuwait, "and this was the fruit of the fruits of stability," .

He said the problem his country is summed up in that she wanted to act, "we have a structure corrupt to be demolished and the demolition of the negative image reflected in the minds of observers of the Iraq policy in light of the former Iraqi regime for many years and put them a new vision and a new image based on the desire to bilateral relations and common interests and cooperation non-aggression, aggression, domestic and other matters. "

He explained that the task is arduous, "and you need more time" and called on media delegation of Kuwait to help in that task "'s Iraq today is not Iraq yesterday and there is a government does not behave as it did the Government of the former regime, but is constrained by a constitution and committed to partnership and national and do not represent one component but the government keen to be a government of national partnership comprising all shades of Iraqi society. "

He said the government of national partnership "may be weakened by the governments" because the process of selecting the number of Ministers and governed by the constitutional period may put pressure on the process of composition, adding, "but of the most powerful governments on the other because everyone is and where he must abide by."

He explained that the governments of the partnership in the whole world "is the number of its ministers significant because they want to accommodate anyone who wants to participate in the electoral process and have a presence in parliament .. According to the Iraqi constitution, all those who have five seats in the Parliament has the right to have a minister and this is what leads to an increased number of ministry of 45 ministers. "

Maliki also criticized what he called the Iraqi resistance against U.S. occupation, indicating that the killing of innocent people and throwing their bodies were not cut from the resistance that require truth in the face of the occupier and face-to-face "and that's what Americans who asked me nag you mean by saying that the induction of resistance to them."

And how to end the greed Iraqi historical in Kuwait, "Maliki said," must end with all the surgeries, but history proves that keep people outside the circle of the solution is not possible, often spoke of the Arab regimes for Arab unity, but when there was no es popular does not work for Arab Unity. "

"We can not jump on the will of the people so if we want stable real and close relationships must be agreed peoples Today, we as officials are in this site and tomorrow we leave but the people remain," and expressed his support in this endeavor because it is a guarantee and can people stop the ruling venture that was present . He stressed that Iraq and Kuwait and the entire region and Arab solidarity were the victim of a Thorat the former regime "and we paid the price for the Althorat dearly from the blood and soul and money," noting that the Arab Cooperation Council, which called for Saddam Hussein "was a trick he wanted them to form a cover for its reckless which was announced by one Heads of the Arab nation at the time of those who attended the meeting in question. "

He recalled in this regard to his meeting with National Assembly Speaker, former Ahmad Al-Saadoun after the invasion of Iraq in Syria and his chief editor of Times of former Mohamed Falcon, "and I told them frankly as I will say to you now ... that the issue is not that Iraq wants to Kuwait, but are fabrications countries that want to make Kuwait prey, and that would make Iraq a pliers and was able to enter the region by inciting one of the two peoples on the other and scare him. "

He wondered, "Did not the Iraq policy at the time, however, Saddam Hussein, who made up the whole crisis," referring to "popular culture that had been kindled in the hearts of the Iraqi people and all the suffering from poverty, hunger and destitution caused by the Kuwait" despite the wealth of Iraq, who is ranked second in the world production of oil wealth than other countries.

He stressed that address the concerns of each party to the other by what has happened throughout history "requires public intervention through the media and civil society institutions to address and not government intervention."

However, he stressed that the issue of greed Iraqi historical Kuwaiti territory "over Kuwait is a sovereign state and science and is a member of the United Nations and the League of Arab States, as well as Iraq," referring to his country does not covet any part of the neighboring countries does not seek to it, "not a can be demanding part of its territory. "

"Today the border was drawn, and this fact must recognize them and accept," he understood concerns Kuwaitis "because of your suffering than did Saddam Hussein's regime in your country as well as the crises of historical experienced by your country with Iraq .. but who are now non-existent during the former regime issue ended up though some remnants of the defunct Saddam Hussein still fueling. "

"We knew colonial thinking and to know that the survival of Kuwait is concerned means that Iraq remains a concern and this is of no interest to us, never done," stressing that: "We are honest with you and we want to end this situation and we have the courage and the courage to say it."

He stressed that his country ended its part of anything that might raise concern, "and we have taken a decision to do so and are ready to close the door in the face of anyone who wants to tampering with the security of the region regardless of the rest of the issues that still exist and need to be resolved and, God willing Snhlha Bokhuyp love is not Iraq Kuwait needs the land and its resources in Kuwait as well. "

He said that he needs him the two parties is the fact that "to live safely," recalling how the symbols of the Iraqi regime has historically come to Kuwait, asking the rulers money in exchange for pledged and then Enqdouna "and the symbols of Iraq now and Ssayasoha are not .. we do not want money, we want stable and secure and that the lives of our people and our country prosper and solve problems with all countries in the region. "

The delegation appealed to the Kuwaiti media to help work to reduce the votes for fomenting a crisis in relations between the two countries and the obligation to respect the other party "and we will do so and are capable of it," emphasizing optimism position of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah and His Highness Sheikh Nasser Al-Mohammad Al-Ahmad Al-Sabah Prime Minister in the consolidation of the relationship between the two countries and peoples.

And the Iraqi army, Maliki said that "the army ends mission partnership with the internal security organs and ends with a return to the camps and the protection of sovereignty," referring to its mission "is not his house but that needed to maintain national unity, for example, he should intervene and what happens in many countries ".

He recalled in this regard the emergence of the Iraqi army and what was the first National Guard "does not have the weapons, but the gun and every gun is distributed on two or three members of the Guard and with time turned into the army."

He said the military transformation during the former Iraqi regime to "a tool of suppression and a means of domination on the necks of innocent people in the areas of all of Iraq and the army was stupid because the regime was planning to expand and suffering of grandeur and the goal of one day to be a Iraq a substitute for Egypt in the leadership of the Arab situation."

He added that the Iraq was was run with the mentality of one man who had ordered the army to do what he wants without the shared one in the resolution "and has ended up now that the Constitution of the country put a lot of restrictions on the terms of the army is not one, not even the Prime Minister can order the army to move in different direction for the task set for it as the fundamental can not appointed leaders in the army unless approved by the parliament. "

He recalled how the Iraqi media day Saddam's regime active enough to portray what the Saddam as the Championship and then stir up sedition between the sons of the Kuwaiti people and terror in their hearts by pointing out that Iran's occupation of Kuwait is coming that did not stop Kuwait with Saddam, as well as in the hearts of the Gulf of by saying that the Gulf oil wells surrounded by Iranian Shi'ite parties in preparation for burning.

He stressed that the Iraqi media active media could happen a wave of anxiety and terror and fear, which creates the conditions for the success of the adventure of the President of the dictatorial regime and wasted the funds of Kuwait and Iraq's money and without any fault of the people of the two peoples.

Kazim said cup maritime expert that the policies of the Gulf of water reflected the image of the reality of Iraqi ports contributed significantly to the Tra Encourages and reality.

He said that the cup is the ports of neighboring countries, which reflected the image of insurance companies and abused her in front of these companies began to impose a royalty and not a lock on ships entering the ports of Iraq.

And alien to the Iraqi cadres are operating in the ports of those countries.

The other side who has expanded the gap difference between the Iraqi ports and ports in the Gulf countries is the investment side, followed by these countries in their ports while still investments in Iraqi ports is proportional to the size needed.

Kazem cup / all transmission lines in all countries of the world belonging to the capital and not to the governments of the door first should be Iraqi harbors in this context because without investment can not start a good start.

It seems that the competent authorities in Iraq began to go towards this goal, which was allocated budget of more than hundred million dollars, which is scheduled to be included in a plan to attract foreign investment to Iraq for the construction and purchase of a number of ships as well as the development of seaports and river transport.

Director of Maritime Transport - / We will launch our conference ..

The economic feasibility of such attitudes lies in two important and essential to Iraq at this stage, the first is the need to stay away from the ships of other countries in transport, while it boils down to the other possibility to benefit from the resources of these vessels derived from her work for the rest of the States.

Antoine on behalf of - an economist / Navy gives independence in transport without the need is views and also can boost the economy through the work of these vessels in other countries.

And in all cases, the progress of the Gulf States ports may be an incentive for Iraq to improve the rate of its ports and private financial sources confirm that Iraqi Iraqi ports come in second place after the oil sector in generating income on Iraq.

Great Post dflake, as it seems Iraq and kuwait have resolved just about every reslolution mandated by the UN security council. The only resolution, I feel may be a problem is resolution 1956, Iraq must pay kuwait 5% of their oil proceeds FOREVER. I can only believe that for some reason that intense negotiations are still going on in respect to this resolution. I know alot of people feel if Iraq would just RV they could pay off all of their debt to Kuwait much easier, but the truth of the matter is 5% of their oil proceeds, with no time limit for expiration is a lot of money. JMO Still the same you did a great job with this post and Thanks again.
