So their catch-22 has one more left at the end of a final episode for Chapter 7 to be lifted for an RV, right? Will the concurrence of the removal of Chapter 7 and an RV be possible prior to the upcoming Parliamentary Elections or immediately after it?

Nope, The Chapter 7 releasing, is the Ace of Spade, which is in the Hand of UN, it will granted AFTER RV, my Guess.
