Because they want to show, not tell how they really feel. I would guess that deep down they just don't get it, they don't know how to make peace with the US without tripping into the pride pool. I have also read somewhere that much of the debt owed by Iraq to various countries around the globe had been forgiven thereby leading to a possible lifting of chapter VII soon. Between this and the lifting of sanctions we may be on the cusp of an RV. We shall see. Whatever the case, we know that the Iraqi government will not prefer an RV until it is beneficial for its government. The moment any RV happens there will be an immediate influx of Iraqi currency back into the Iraqi economy and an out flow of foreign currency from within the Iraqi currency reserves. They cannot afford to drop below a 20% foreign currency reserve within their national treasury because doing so would violate the requirements of the IMF. Thus, they must have enough foreign currency reserves to both meet post RV demand and retain a 20% reserve rate. I believe this is why we haven't seen an RV yet. However, the lifting of the sanctions will drastically improve the ability of the Iraqi government to solidify its reserves. 1 Link to comment Share on other sites More sharing options...
