They are reducing their liabilites to the enormous amount of speculators of the Dinar, while at the same time still providing the Largest investors (foreign countries/banks) and very nice ROI. Secondly they are generating revenues, because like you, people know the dinar will be further revalued from here, and will finally get off the fence and start buying the dinar themselves. I explain this in this post here Secondly, the article that came out today and was posted today I think somewhat confirms my theory of a gradual RV.
