Just a guess here.....

If the social programs mentioned are based on "profits"

from the sale of oil, and the budget was written at a deficit,

then there would be no profits to share. In the event of an RV

the budget suddenly pencils out much better because all of the allocated funds will

go much farther, thereby creating a surplus to fund social programs.

I would love know if smart cards got loaded today, and at what amount.
