Wouldn't an RV balance the budget and then some ?

I think the RV will put Iraq in the very powerful position of being one of the few countries that is not in significant debt. Iraq has been set up to succeed, not to fail. IMO, this orchestrated rise from the ashes will be a once in a lifetime event.

There's no smoke. Simple, factual information. I can't imagine they'd do something as monumental as an RV/RI before they get their budget in place. Seems like that's more important at the moment. Hope I'm wrong but I see more of a first quarter RV.
