Thank God, the Lord of the worlds, and prayer and peace be upon our master Mohammad, his family good pure الغر and his friends blessed.

Mr. Speaker of the House of Representatives – of distinguished house of representatives.

Peace be upon you and God's Mercy and Blessings.

بتكليفي I have in accordance with the constitution, headed by the newly elected government, the government of national partnership, which aspire to be representative of all components

The Iraqi people وملبية ambitions and aspirations, which we have to be criterion for selecting its members with expertise and competence, and in front of the House of Representatives, its formation and principles and the political program of the government of Iraq.

The government of national unity have been important steps have been completed major projects in the fields of oil, gas and electricity, foreign relations and security, building of the armed forces and the restoration of sovereignty and international sanctions.

And in front of the government of national partnership among its achievements will be supplemented by some and deepen and expand to Iraq نهضته the whole.

The time has come for the Iraqi people, to enjoy the fruits of patience and sacrifices and suffering to live in a situation where better in terms of rights and basic services, and work by one hand of the government of national partnership in the service of the people, who have suffered so long years of repression and dictatorship and وماتبعه of destruction and wars and international sanctions have weakened its economy drained its natural and human capabilities, and faced a black terrorism and sectarianism, which was about to threaten the country's sovereignty and its social fabric and all aspects of life without adherence to the national unity and reconciliation was and will remain a life boat for all Iraqis.

We are aware that large goals can only be achieved together, cooperation and participation in good times and bad, on the achievements and failures, secretly public, and the higher national interest of factional interests, narrow and sincerity, competence and integrity, the responsible without bias and intolerance partisan or sectarian strife.

Ladies and gentlemen of the members of the House of Representatives distinguished:

4-respect for human rights in a way that guarantees for all the freedom of expression of their beliefs and opinions وشعائرهم under the law.

5-rejecting aggression and terrorism and address all the aggressive practices and terrorism and discrimination that carried out by the enemies of the Iraqi people, Saddam's Baath Party and terrorist groups, sectarian, and prevent any attempt to return to the country's decades of tyranny and dictatorship and terrorism group and the other, and the displacement والانفال and mass graves, wars and adventures and policies of aggression and coups d'etat.

6-work to ensure that the right to live in peace, security, and freedom to every Iraqi in his home country, of all religions and nationalities, and that Iraq is بمكوناته and a model for coexistence and fraternity and tolerance.

7-The focus of a culture of tolerance, brotherhood and non-violence for the promotion of civil peace and cracks caused by the sectarian sedition in the social fabric and to promote the spirit of moderation.

8-maintenance work to the best of relations with the Arab Iraq and regional and international and opening up to the world, and to resolve the outstanding problems with the neighboring countries, caused by the former regime, and tighten the ties between Iraq and the international community, especially with its neighbors on the basis of mutual respect and common interests, non-intervention and non-interference in the internal affairs and to control the international borders ومنافذها and the provisions of the constitution of their own.

9-Strengthening security successes, political and diplomatic achievements of the government of national unity in the signing of the agreement on the withdrawal of foreign troops according to the timetable announced the restoration of national sovereignty, and its success in lifting the international sanctions imposed on Iraq because of the policies of the المباد, and the position of the international community in support of the political process and the Iraqi government to achieve further gains in various fields in order to assist the return of Iraq to its natural political and economic and security and its regional and international levels.

14-the adoption of the principle of balance and efficiency in the management of the country and the allocation of responsibilities and employment in government departments, the military, the police and the security services and embassies in order to achieve justice in participation and improve the standard of professional performance requirement to be competent and impartial and Proficiency.

15-the completion of the draft national reconciliation, which started in 2006, has achieved great successes and to achieve all the goals and open up new horizons for relations between the national parties and elimination of consequences of sectarian and ethnic tension as a result of the previous regime's policies and practices committed by the criminal terrorist organizations.

16 follow-up the implementation of the oil and gas contracts that have been signed a national unity government with major international companies in the field of Iraqi oil production increase to levels ceilings agreed time-by more than Iraq's revenues from the oil and gas resources and diversification of such proceeds through the development of the sectors of agriculture, industry and tourism.

17-Liberalization of the Iraqi economy the central system to a market economy and encourage the private sector and protection systems and laws to be a strong partner in the process of building and reconstruction.

18-to achieve stability of the Iraqi economy and stabilizing the national currency and the inflation and unemployment phenomenon through the provision of job opportunities in the private and public sectors.

19-the development of industrial and commercial sectors and land, sea and air transport systems, bearing in mind that the industry side suffers from sabotage and in need of a new strategy.

20-acceleration in the development and the level of services in the areas of health, electricity, water and sanitation, and the implementation of the projects agreed upon in the previous government.

21-to a national campaign to urge citizens to cooperate with government institutions and security service and rationalization of consumption of energy and water, and protection of the التحتيه of the state institutions and the maintenance and protection of archaeological sites.

22-activating and encouraging investment and attracting national and foreign capital to build housing units of various income levels, the construction of housing units for the poor and families of martyrs and prisoners, on the basis of ماانجزناه in the national unity government in the area of law and legislation on its own, which is a strong base for the development of the housing sector.

23-the activation of the interest of the state in the agriculture sector, as an important resource to support the economic sector so as to provide an opportunity to achieve food security and providing job opportunities, improving the environment and climate, through initiatives to support scientific research and the recruitment of international experience in the area of agriculture, agricultural and development in accordance with scientific bases.

24-to continue the efforts made in the use of modern systems for irrigation, agriculture, investment optimum water resources and land reclamation.

34-the protection of Iraqi society practices that are incompatible with the constitution, religious values and morals of the general knew of the Iraqi society and the laws in force to deal with any violation in this area.

35-addressing and setbacks in the educational and suffered by Iraqi universities during the former regime, which was a model to be followed in the area and to raise the level of scientific and support and the progress of modernization and opening-up, with the rest of the world to catch up with development.

36-sponsored university scientific and support its independence and the development of scientific research institutions, Review of Education curricula at all levels including to keep pace with scientific developments and of the Chauvinistic and communal so as to strengthen national unity.

41-to provide the necessary support to men of letters, intellectuals and artists, poets, explorers and creators in all areas and disciplines in order to promote scientific and technological بالنتاج scientific and intellectual and humanitarian.

42-Iraq, which is the cradle of civilization and culture, the government would seek to build and expand cultural institutions across the country and support the various cultural activities on the basis of freedom of thought and the commitment to the regulations the constitution.
