IMHO,

It would stand to reason that the GOI has some idea of what the RV rate is considering that they have to 'load' the smart cards on the 10th of this month, which is less than 48 hours away. There are a lot of numbers floating around out there but I suspect that there is a plan in motion that none of us see. Keep in mind that Maliki has "vowed" to form the GOI, and the UNSC will meet to vote on whether or not Iraq will have its' CH 7 sanctions removed. Both events are reported to take place on the 15th of Dec. I would think that the smart cards being operational BEFORE these meetings would be a leap in the right direction.
