Technically they can still have dinar in country as per cbi and still allow USD.....there ya go 

 

Entirely possible structurally: Iraq could change the exchange rate, restructure denominations and introduce lower notes while continuing to hold and use USD for legitimate foreign-exchange purposes.

And this is the key point for our signal model: we should not use "USD remains in Iraq" as evidence against an IQD currency transition. What would be much more important is whether Iraq continues reducing domestic transactional dollarisation while retaining USD for reserves, imports, international settlement and foreign-currency banking.

 

The CBI law actually provides a useful foundation. It states that the national monetary unit is the dinar, gives the CBI exclusive authority to issue Iraqi banknotes and coins, and allows the CBI to determine denominations. The law also recognizes foreign-currency obligations and contractual arrangements.

There will always be some USD in Iraq.

At the very least for travel purposes & conducting official int'l business.

The problems are the illegal criminal activities like currency trades & money laundering to nations under USD sanctions.  IMHO.

If they could shut down these street traders who sell dinar and dollars , it would quickly get the cbi some control. People would be forced to buy solely from banks.
