The Central Bank issued new regulatory instructions on Wednesday regarding the mechanism for meeting the demand for foreign currency for travelers, which included setting a ceiling for the cash quota for an adult traveler at $2,000 per month, instead of $3,000.



The bank stated in a statement received by Alsumaria News that "the decision comes within the framework of developing the management of foreign currency sales operations and enhancing the efficiency of resource allocation, in line with best international banking practices."

The Central Bank of Iraq issued new regulatory instructions regarding the mechanism for meeting the demand for foreign currency for citizens traveling outside Iraq, which included setting a ceiling for the cash quota for an adult traveler at (2000) US dollars per month, instead of (3000) dollars, within the framework of developing the management of foreign currency sales operations, enhancing the efficiency of resource distribution, and in line with best international banking practices.

This measure is part of a package of regulatory reforms implemented by the Central Bank with the aim of ensuring that foreign currency has access to everyone, which contributes to strengthening the stability of the money market and raising the efficiency of resource management.

The Central Bank of Iraq affirms that these measures are purely regulatory, within the framework of enhancing its ability to cope with economic changes efficiently and sustainably, and to keep pace with global developments in payment systems, by encouraging the use of electronic payment cards, whether credit or prepaid, as a primary and secure means of covering travel expenses outside Iraq, thus providing greater flexibility for citizens, promoting the transition towards a digital economy, and keeping pace with modern international banking standards, thereby supporting confidence in the banking sector and serving the country’s higher economic interest.

The Central Bank of Iraq
announced on Wednesday a reduction in the monthly
cash allowance for travelers, as part of its directives to regulate foreign currency allocations. The bank's media office stated in a press release received by Al-Maalomah News Agency that "the directives stipulate a monthly cash allowance of $2,000 for adult travelers, down from $3,000. This reduction aims to improve the management of foreign currency sales operations, enhance the efficiency of resource allocation, and align with best international banking practices."
The statement added that "this measure is part of a package of regulatory reforms implemented by the Central Bank to ensure access to foreign currency for all, thereby contributing to the stability of the monetary market and improving resource management efficiency."
The bank emphasized that "these are purely regulatory measures, designed to enhance its capacity to effectively and sustainably address economic changes and keep pace with global developments in payment systems. This is achieved by encouraging the use of electronic payment cards, both credit and prepaid, as a primary and secure means of covering travel expenses outside Iraq. The Central Bank of Iraq (CBI) reduced the monthly traveler cash limit to $2,000 USD primarily to prevent currency smuggling, curb black market arbitrage, and satisfy strict international compliance standardsrequired by the U.S. Federal Reserve and Treasury Department. 
 
Why the CBI is Implementing the Limit
  • Combating Illicit Dollar Smuggling: The previous larger quotas ($3,000 to $7,000) were heavily exploited by smugglers who used fake or paid travelers to withdraw cash and traffic physical U.S. dollars into neighboring sanctioned countries, specifically Iran. 
  • Cracking Down on Currency Arbitrage: Iraq maintains a fixed official exchange rate of 1,320 dinars per dollar, while the parallel (black) market rate sits much higher (around 1,530 dinars). Speculators were buying cheap subsidized dollars under the guise of traveling and immediately reselling them locally for massive illicit profits. 
  • Securing U.S. Cash Shipments: The reduction follows severe restrictions from the U.S. Federal Reserve, which previously halted multi-million dollar cash deliveries to 
     
    Baghdad over money laundering and sanctions-evasion concerns. Tightening cash controls was a critical concession to ensure the resumption of U.S. dollar supply lines. 
  • Enforcing Digital Banking Over Cash: The CBI is actively trying to transition the economy away from physical cash toward electronic payment cards (credit/prepaid), which leave a transparent digital audit trail that is harder to manipulate.
