Warka at work? Can exchange dinar to dollars?

Anyone know or hear anything about this? Looks like Warka Bank can exchange Dinar to Dollars for Iraqis? The iraqi fb page is no longer available so I got no news from any locals - https://www.iraq-businessnews.com/cbi-list-of-forex-service-providers-for-pilgrims-dinar-to-dollar/?swcfpc=1
