Bad news "IF" WE open their GOI..............Why?

"IF" WE seat them...........Then the rate will not come out at 3+.

Just cryptic enough to be real Frank. He seems to be saying that the GOI can't get it done and that the CBI will have to do it with IMF and UN pressure. Frank has held out for an RI for months....this is an interesting change of viewpoint for him.
