He stressed that "these projects are not a few, and if they are completed, they will achieve a quantum leap in the service reality, and quite a few of these projects will see the light at the end of this year, but in the next year, work will continue to complete the lagging projects."

In turn, legal expert Ali Al-Tamr told Al-Sabah: "The government can collect its debts from the private sector because Iraqi law stipulates how to collect government debts from governmental and non-governmental institutions under Law 56 of 1977," adding that "Article 1 dealt with the application of The law is about collecting funds for the state, such as taxes, fees, commitment amounts, government revenues, and advances granted to official and unofficial departments, and others.

Al-Tamr added, "This law is applied by ministers, their agents, or those of their rank, governors, and any employee whose rank is not less than the fourth degree, with the authorization of the competent minister," noting that "in the event of the debtor's delay in payment, a warning is sent by an official letter through their departments with the need to pay within 10 days, otherwise the debtor is imprisoned until payment, and if the debtor does not comply, he is transferred to the misdemeanor court to oblige him to pay.

The Minister of Labor confirms: This week is the date to start implementing the instructions of the financial budget

On Sunday, the Minister of Labor and Social Affairs, Ahmed Al-Asadi, announced that the ministries will receive instructions for implementing the federal budget for the year 2023 this week.

Al-Asadi said, on the sidelines of a press conference to announce the “Iraq Charitable Lotto” project, that “the delay in issuing instructions for implementing the general budget law was caused by sending the instructions to the State Council, and in turn, the Council completed its audit last week and sent it to the Ministry of Finance.”

He added, "The Ministry of Finance will, during this week, send budget instructions to ministries and state departments."

And last Tuesday, the first of this August, the State Council announced in a brief statement; The process of checking the instructions for implementing the Budget Law for the years 2023-2024-2025 No. 13 of 2023 took place in the presence of the Minister of Finance, the Ministry of Planning, and the relevant authorities, for the purpose of facilitating the procedures for implementing the aforementioned law.

On Monday (June 12), the Iraqi parliament voted on the federal budget law for the years 2023-2024-2025, after discussions that lasted for five days.

The value of the current year budget is 197 trillion and 828 billion Iraqi dinars (about 152.2 billion dollars), with a total deficit of 63 trillion dinars (48.3 billion dollars), while the items of the 2023 and 2024 budgets have not been published.

The Parliamentary Finance Committee expected, on Wednesday, a decrease in the exchange rate during the coming period.  

 

A member of the Finance Committee, Jamal Cougar, said, "The exchange rate of the dollar will decrease after the budget instructions were issued and the law took its way to implementation."  

  

Cougar added, "The government will have to pump large amounts of dollars into the local markets in the coming days."  

  

He pointed out, "The Iraqi state's resources are in dollars, but it needs the national currency in order to pay the salaries, which take up a large part of the budget."  

  

And Cougar went on to say that "the presence of large quantities of the dollar on the market will lead to market sufficiency and a lack of demand, and then reduce its price to a large extent."  

  

For his part, another member of the committee, Mueen Al-Kazemi, said, "The Central Bank is moving towards controlling the exchange rate."  

  

Al-Kadhimi indicated that "working to simplify the procedures for obtaining dollars from the currency window, the central bank and the government must involve the private sector in decisions."  

  

He called on the government to "ask merchants about their problems and the reasons for their lack of interest in buying currency from the central bank."  

  

And Al-Kazemi added, "There is seriousness on the part of the Central Bank to deal with many matters, and there has been pruning in the administration."  

  

And Al-Kazemi concluded, “There has been a change in about 100 positions in the Central Bank, there is a follow-up to private banks, hosting and accounting, so that the Central Bank applies its powers by real supervision of banks.”  

  

And the Central Bank had mentioned in a previous statement, that “the source of the US dollar circulating in the local markets is the Central Bank of Iraq, which offers it through banks and exchange and mediation companies, at the official rate set (1320) dinars per dollar,” stressing that there is no truth to what is called “ parallel market.  

  

The dinar exchange rate crisis against the dollar continues in Iraq, since late last year, which is witnessing fluctuations despite measures taken by the country's central bank with the aim of pushing for the stability of currency prices.  

  

Last February, the Central Bank decided to raise the value of the official exchange rate of the dinar against the dollar by 10 percent, in a measure aimed at limiting the currency depreciation that accompanied the adoption of stricter regulations regarding financial transfers outside the country.  

  

At the time, the Iraqi government agreed to the Central Bank's proposal to raise the value of the exchange rate from about 1,470 dinars to 1,300 dinars per dollar, which had a clear impact on the exchange market at the time by reducing prices, which reached the level of 1,700 dinars in the parallel market.
