Al-Mamouri affirmed that “all Iraqis are equal in rights and duties, and just as we are looking for justice and fairness for all of our people, we will not allow the livelihood of our people in the region to be compromised, as they are the same as our people throughout the country, and at the same time we emphasize lifting the injustice and injustice that many cities have been subjected to.” And the affected provinces in the east, west and south of the country.

The party maneuvers for the budget. Kurdish delegation with full powers in Baghdad

Baghdad Today - Baghdad

The leader of the coordination framework, Turki Al-Atabi, confirmed today, Tuesday, that the President of the Kurdistan Region, Nechirvan Barzani, will send a delegation with full powers for the purpose of his position on the 2023 budget.

Al-Atabi told Baghdad Today that "unannounced talks are taking place in full swing in Baghdad between the coordination framework with its multiple forces and the Kurdish forces in order to reach solutions to end all problems around the 2023 budget," pointing out that "there is progress in 3 files currently."

He added, "The President of the Kurdistan Region will send a delegation this evening or tomorrow, Wednesday, according to expectations, with full powers in order to present his vision on the 2023 budget," noting that "if positive results are not reached today in support system" rel="">support of yesterday's efforts, there may be no need for the arrival of a Barzani delegation."

"The coordination framework aims to make the budget go to the House of Representatives by consensus and not a political majority, but the latter may constitute a last resort if the differences are not resolved within the next two days," al-Atabi said.

Earlier, a member of the Fatah Alliance, MP Salem al-Anbaki, confirmed that the coordination framework is waiting for the Kurds' response to the Mandalawi meeting.

Al-Anbaki told Baghdad Today that "the forces of the Coordination Framework held an important meeting yesterday evening at the invitation of the First Deputy Speaker of the House of Representatives, Mohsen Al-Mandalawi, to discuss the 2023 budget file in light of recent developments."

He added, "The framework meeting came to avoid that the budget is passed by the political majority and that the political agreement is the solution through bringing the views closer."

He pointed out that "we expect that the budget will be presented to the House of Representatives for a vote next Tuesday or Wednesday, but it is not a definitive date and we are waiting for the Kurds' response to the results of the framework meeting, which pushes for there to be concessions from all parties in order to pass the budget, which is of great importance to all Iraqi segments."

He pointed out that "the budget will be passed, whether by political majority or political agreement if it reaches the House of Representatives, and the Kurds are aware of this, so we are working towards the path being in accordance with the consensuses that meet the interests of all parties without exception in a way that serves the public interest."

The House of Representatives failed last Saturday to hold a special session to vote on the draft financial budget law for the year 2023, due to the addition of paragraphs by the Finance Committee in Parliament, which the Kurdish political forces considered to contradict the political agreements on which the government of Muhammad Shia Al-Sudani was formed, which are related to the oil of the Kurdistan region, which reflected the fragility of the agreements in front of the first test, amid warnings of a political crisis.

The Presidency of the House of Representatives confirmed last week that Parliament will vote on Saturday on the draft budget law, but the attempt of some deputies from the forces of the "Coordination Framework", who are members of the Parliamentary Finance Committee, to add some paragraphs, especially with regard to the file of exporting the region's oil, angered the Kurds, who considered it political attempts contrary to previous agreements, and escalated their tone about it, refusing to hold the voting session, which returned the budget to the circle of political debate.

In an attempt to prevent the dispute from worsening, the coordination framework held a meeting last Sunday, during which it discussed a number of important files, foremost of which is the draft federal budget law for the three years (2023, 2024, and 2025), "and stressing the need to resolve the budget file as soon as possible, as it is directly related to the work of the government and the daily affairs of citizens and the achievement of its service requirements."

Great article......clear and concise... CL

Rudaw: Agreement to pass budget at the end of this week or early next

IRAQIraqi currency

Iraqi curre

Dergham al-Maliki, a member of the parliamentary oil and gas committee, said that the agreement between the political parties to pass the budget will be at the end of this week or early next year.

Al-Maliki told Rudaw Media Network on Tuesday (May 30, 2023) that "there are developments and coordination between the federal government and the Kurdistan Regional Government at the governmental level," adding that "political understandings are continuing in order to include the rights of the Kurdistan Region and its people in the federal budget."

He pointed out that "a dispute occurred between the political blocs on mechanisms in terms of inclusion, financial allocations, how to bid them farewell, the mechanism for exporting petroleum, imports of border crossings in the Kurdistan Region, as well as the Egyptian account at the expense of any party?" He pointed out that "these parts and sub-sections will be agreed upon in the coming days, and once agreed, the Finance Committee will have completed its role in the vote and will transfer it to the House of Representatives."

"There are things agreed upon in principle, and currently they are in the stage of understanding and not an agreement on the imports of the ports of the Kurdistan Region and the export mechanism through SOMO or directly," he said, noting that they constitute "a big problem, and the government or political blocs may end this controversy and agree."

A member of the parliamentary oil and gas committee, he stressed that the government and political blocs are "committed" to the political agreement, noting that "the representatives of the Kurdistan Region in the Finance Committee had objections, which is interpreted as a violation of the agreement."

Dergham al-Maliki explained that the difference lies in "the mechanism of implementation and not planning," expressing his certainty that an agreement will be reached this week or early next week to proceed with the adoption of the budget, ruling out the existence of a specific day, he said.

He explained that what happened with regard to the share of the Kurdistan Region "amendments and not changes, because its share will not change, and every amendment in the Finance Committee votes on it by an absolute majority, so the amendments are constitutional."

A member of the parliamentary oil and gas committee, he stressed that parliament "does not have the constitutional right to change any paragraph in the budget, but its work is limited to making amendments within the same paragraph."

He stressed that "the coordination framework continues to support the passage of the budget law and supports the federal government and the Kurdistan Regional Government, and the difference of opinion does not spoil the friendliness of an issue, and the dispute over a large law such as the budget is a natural thing."

Parliamentary Legal: Voting on the budget is related to resolving the dispute over the share of the region

{Politics: Al-Furat News} The Parliamentary Legal Committee stated, today, Wednesday, that the vote on the budget law is related to resolving the dispute over the region’s share.

Aref al-Hamami, a member of the Parliamentary Legal Committee, told {Euphrates News}, "The presentation of the budget law to vote stops in the event that the dispute related to the share of the Kurdistan region is resolved, and if the agreement takes place, then the earliest date for its presentation will be next Saturday."

Today, Wednesday, the deputy in Parliament, Muhammad Al-Baldawi, confirmed the proceeding with the budget law and its approval next week, whether there was a political agreement or not.

Al-Baldawi said, “The budget was delayed a lot due to Articles 13 and 14, which are the source of the dispute with the region, and when you return to the dispute and analyze these points, you will find that today what is in it is just commitments between the governments of the center and the region, in which both parties abide by the terms of the political agreement.”

He added, "The negotiators who represent the Democratic Party have gone too far in this file and want there to be obligations only from the central government to send sums and financial dues and transfer them to the regional government without there being any corresponding obligations to these obligations by the regional government towards the central government." By saying that “this matter does not guarantee the rights of the two parties.”

And Al-Baldawi indicated that “there is an opportunity for dialogue and discussion on this issue, and that next week will be the decisive week for approving the budget, whether this decision is by reaching a final agreement formula or going to a vote inside the parliament dome.”

The member of Parliament stressed, “Not to repeat what happened in the 2021 budget, and that today, if there is no investment in these positive opportunities to reach an agreement, we cannot wait until the end of 2023 to approve the budget.”

He explained, "The opportunity is open to invest in the existing dialogues and reach an agreement. If there is no agreement, the opportunity cannot remain open forever, and next week will be the week of voting on the budget, whether there is a political agreement or not."
