He added, "After these two decisions, we called on the government to send a draft gas law, and it will be legislated after approving the budget law."
Shaddad continued, "The region has no choice but to sit at a dialogue table with the federal government to put the touches of the law, and the regional government is obliged to move after the two decisions to the oil and gas law, which has moved today from the political problem to technical and legal problems."
A member of the Parliamentary Oil and Gas Committee regarding the sale of oil explained, "Iraqi ports sell oil from the subtraction and receive it by means of tankers, because there are those who do not want good for Iraq and their identities are Kurdish, and they fully control the file of oil transportation in Basra through contracting with the Federal Ministry of Oil."
He pointed to "the existence of a suspicious contract that defamed Iraq, belonging to the Arab Transport Company and run by two Kurdish personalities."
Shaddad stressed that "Prime Minister Muhammad Shia'a al-Sudani has very important directions to support the Iraqi Oil Tanker Company, and now it has entered into the transportation of Kiyara oil and selling it through SOMO," concluding, "Transport operations generate more money than the oil production process."

Shaddad continued, "As deputies of Basra Governorate, we called on the Presidency of Parliament and the Parliamentary Finance Committee to adopt a set of demands for the province, most notably increasing the province's allocations to the law of Basra, the economic capital of Iraq, and the Finance Committee, and it was approved, in addition to approval to raise the Basra Fund to more than 30 trillion dinars." 
He suggested, "The decline in the selling price of a barrel of oil and its decline below $70, and in light of that there are increases, and as an oil-producing province, it must be fair in the petrodollar part, and the Fund will do justice to future generations."
Shaddad pointed out, "The approval of the process of transferring some allocations from the ministries to the provinces by the Finance Committee, and Basra obtained an additional 500 billion dinars, bringing Basra's share in the budget to two trillion and 100 billion dinars."

While the popular and official circles are awaiting the approval of the general budget, and the announcement by more than one parliamentary source that there is a political agreement to pass it during the current month of May, the Ministry of Planning revealed that the budget for the current year includes new items that address the impact of changing the exchange rates of the US dollar on the Iraqi citizen.

The Undersecretary of the Ministry of Planning, Maher Hammad Johan, said in an interview with "Al-Sabah": "Many items have been included in the general budget for the current year in favor of the citizen, as a result of the damage incurred by him as a result of the change in exchange rates in the past months."

He added, "The response was made by adding these items according to human and food security, as well as the economic impact, the general situation of climate change, global economic inflation, and the expected recession."

Johan stressed that "if the new budget is approved according to the items discussed, a large part of it represents a response to providing food and covering the requirements of the social protection network, in addition to supporting the private sector in specific areas." He explained that "serious discussions were conducted by the ministry with the participation of the Investment Authority." Government agencies, the Federation of Industries and other concerned authorities, regarding exchange rates and their impact on the market and therefore on citizens,” pointing out that “the Ministry of Planning worked under the guidance of Prime Minister Muhammad Shiaa al-Sudani in this field.”

And regarding the budget and the date of its approval, a member of the Legal Committee in the House of Representatives, Aref Al-Hamami, told Al-Sabah: “The Finance Committee is working to put the final touches on completing the budget law, and then it will send it with the final report to the Presidency of Parliament, which will set the date for the voting session on it.” He stressed that "the vote on the budget will take place during the current month of May."

He explained, "The political blocs agreed to pass the budget during the current month, and there are technical procedures and demands for some governorates and committees to add or delete items, and all of this depends on the Finance Committee to complete these requests and vote on their paragraphs."

As for the member of the Parliamentary Finance Committee, Mustafa Al-Karawi, he indicated that “there are a number of points in the budget that were not discussed by the Finance Committee, including those related to the share of the governorates and the region,” noting that “after completing the discussion and voting on all budget items, it will be submitted to the House of Representatives, if The issue has been resolved politically."

Al-Karawi expected that "the budget law will be submitted to the Presidency of the House of Representatives this week," noting that "the most prominent amendments made to the budget relate to increasing non-oil revenues and regulating the work of collecting services provided such as electricity and the municipality, the issue of managing banks, automating government departments, and others."

In turn, committee member Youssef Al-Kalabi said: "The Finance Committee has completed most of the articles of the public financial budget." He added that "what remains of the budget items are approximately three paragraphs related to the Kurdistan region," noting that "these paragraphs were left to the political blocs."

Al-Kalabi indicated that "the House of Representatives will vote on the budget law within a week as a maximum," explaining that "the budget will be read and voted on in two sessions, due to the large number of its articles and clauses."

A member of the parliamentary legal committee, Sajjad Salem, predicted a "supposed date" for approving the financial budget for the current year.

Shafaq News / More than 100 members of the Iraqi Parliament demanded, on Tuesday, to add a paragraph for the sea water project in Basra Governorate within the general financial budget.

 

According to documents signed by 105 parliamentarians, they demanded that 400 billion dinars be allocated for the seawater desalination project to implement the Al-Faw thermal station with a production capacity of 3000 megawatts.

 

This comes at a time when the Iraqi Prime Minister, Muhammad Shia'a al-Sudani, called at the beginning of May for an "urgent" international intervention to address the low water levels of the Tigris and Euphrates rivers, while affirming his government's intention to go to "desalinate" sea water.

 

It is noteworthy that Iraq suffers from water scarcity as a result of the lack of rain and the decrease in water revenues in the Tigris and Euphrates rivers, which affected the agricultural plan for the current season, which shrank to 50% from what it was during the last season.

Today, the Parliamentary Finance Committee confirmed the resolution of most of the items of the financial budget in preparation for a vote on it, and decided to visit the Ministry of Finance to view the files that need clarification and resolve the file of lecturers and contracts after 10/2/2019 and the rest of the groups in order to adapt their conditions.

It is noteworthy that the Iraqi Council of Ministers had sent last March the tripartite budget law to the House of Representatives, but until now the law has not been included in the agenda of the parliamentary sessions.
