According to the official media sources in the region, followed by "NAS", (May 30, 2023), the head of the Foreign Relations Office in Erbil, Sven Dziye, met this morning with consuls, offices and representations of countries.  

  

The meeting was also attended by Omid Sabah of the Prime Minister's Office, and Jutiar Adel, spokesman for the Kurdistan Regional Government.  

  

The main topic of the meeting is the discussion of Articles 13 and 14 of the share of the Kurdistan region in the draft Iraqi budget law, as well as negotiations between Erbil and Baghdad about financial dues, according to those sources.  

  

There are 40 consulates and representative offices of international organizations in the Kurdistan region.

Representatives and political sources reported the possibility of withdrawing part of the proposals that were added recently and in the last minutes of the Finance Committee on the draft budget and came close to torpedoing the Baghdad-Erbil agreement that was concluded last April.  

  

  

  

Kurdish parties talk about a positive atmosphere regarding the recent crisis, and it is likely to reach consensual solutions.  

  

In the last meeting of the Shiite alliance, there was a division over the problem of the budget in exchange for an agreement not to change the share of the Kurdistan region.  

  

The parties to the State Administration coalition, which includes the main forces in parliament, met last night to discuss the crisis. The meeting did not produce announced results, but informed sources reported that the Shiite side presented new proposals as a compromise between the government draft and the amendments of the Finance Committee.  

  

And the adoption by members of the Finance Committee in Parliament of additions about Kurdistan's share in the budget caused the anger of the region and the disruption of passing the budget until further notice.  

  

And about the scenes of the meeting of the coordination framework on Sunday evening in the office of Mohsen al-Mandlawi, deputy speaker of parliament, informed sources revealed to "Al-Mada" that "they did not come up with a decisive decision on the budget."  

  

The framework sources say, "The meeting, which was attended by Prime Minister Muhammad al-Sudani, was not at the required level due to the absence of some leaders."  

  

The sources indicated, "The dialogues that took place in the meeting did not reach a final solution, and the situation is going to a second round."  

  

Despite this, the sources confirmed that "at the meeting, it was confirmed that the dispute was over two articles only, which are 13 and 14, without affecting or changing the region's share."  

  

The two articles relate to the region's export of no less than 400,000 barrels of oil, and the deposit of oil money in a bank account monitored by Baghdad and Erbil, while the region's share is 12%.  

  

The proposals that were added by representatives of the "framework" in the Finance Committee obligated the region to deliver the oil to be exported through the state company SOMO, or used locally in Iraqi refineries.  

  

The other proposal is related to opening a bank account in which oil export sums are deposited, as the Parliamentary Finance stipulated that the account be the Central Bank of Iraq.  

  

Despite this, the sources reveal a tendency within the coordination framework to "reduce the percentage of the Kurdistan Regional Government's payment of the salaries of the region's employees, which it deducted through compulsory saving."  

  

Last Thursday, the Parliament's Finance Committee voted to oblige the Kurdistan Region to pay 10% monthly of the salaries deducted to its employees.  

  

This vote caused members of the Kurdistan Democratic Party to boycott the committee before the deputy speaker of parliament, Shakhwan Abdullah, asked to suspend its work due to an increase in the number of members.  

  

The regional government implemented Resolution No. (64) in 2016 as part of the policy of financial austerity through the compulsory savings program for employees, except for the security forces (Asayish and Peshmerga). .  

  

However, sources familiar with the meeting of the coordination framework say that parties within the Shiite alliance agree with the concerns of members of the Finance Committee, who fear Kurdistan's non-compliance with the agreement.  

  

Meanwhile, the team supporting the amendments to the budget within the Finance Committee published a picture that brought them together, indicating their adherence to their previous position.  

  

The team consists of 6 members of the coordination framework, most notably Mustafa Sanad and Youssef Al-Kalabi, who posted a tweet on Twitter saying that he would "never give up" voting on the paragraphs of the region in the budget.  

  

Observers had considered what happened as a "rebellion" by some parties in the coordination framework against Mohammed al-Sudani, the prime minister, as part of the early competition for the elections.  

  

Informed and identical Kurdish sources reported to “NAS” (May 30, 2023) that the coordination framework submitted a new proposal on paragraphs 13 and 14 of the budget for the Kurdistan region, which stipulates the following:   

  

- The region should deliver 400,000 barrels of oil per day to SOMO.   

  

- Selling Kurdistan Region Oil in coordination with SOMO Company.   

  

- In the event that it is not possible to export oil through the ports of Turkey, Erbil will deliver the oil to Baghdad.   

  

- The Ministry of Oil finds alternatives to sell or use Kurdistan's oil internally.   

  

The government is obligated to pay 400,000 barrels of oil to Erbil if it receives it from the region.   

  

- Funds for oil sales and internal circulation are placed in an account belonging to the Federal Ministry of Finance.   

  

No official Kurdish position has been issued on these proposals yet, but the KRG Foreign Relations Office met with consuls and foreign representative offices, on Tuesday, to discuss changes in the draft budget law.  

  

Informed sources said that the main topic of the meeting is the discussion of Articles 13 and 14 of the share of the Kurdistan region in the draft Iraqi budget law, as well as negotiations between Erbil and Baghdad about financial dues.  

  

Absent from the official meeting were the representatives of the Patriotic Union of Kurdistan in the regional government, which constitutes the second pillar in the ruling coalition in Erbil.  

  

Earlier, Kurdish parliamentary sources told "NAS" that the Shiite forces assigned the task of negotiating with Erbil regarding the budget to the leader of the Badr Organization, Hadi al-Amiri, while the Kurdistan Democratic Party assigned Foreign Minister Fuad Hussein to negotiate on behalf of the regional government led by Masrour Barzani, and the two parties agreed To tentative understandings, but the problems lie in the details.

Al-Atabi told Baghdad Today that "unannounced talks are taking place in full swing in Baghdad between the coordination framework with its multiple forces and the Kurdish forces in order to reach solutions to end all problems around the 2023 budget," pointing out that "there is progress in 3 files currently."

He added, "The President of the Kurdistan Region will send a delegation this evening or tomorrow, Wednesday, according to expectations, with full powers in order to present his vision on the 2023 budget," noting that "if positive results are not reached today in support of yesterday's efforts, there may be no need for the arrival of a Barzani delegation."

"The coordination framework aims to make the budget go to the House of Representatives by consensus and not a political majority, but the latter may constitute a last resort if the differences are not resolved within the next two days," al-Atabi said.

Earlier, a member of the Fatah Alliance, MP Salem al-Anbaki, confirmed that the coordination framework is waiting for the Kurds' response to the Mandalawi meeting.

Al-Anbaki told Baghdad Today that "the forces of the Coordination Framework held an important meeting yesterday evening at the invitation of the First Deputy Speaker of the House of Representatives, Mohsen Al-Mandalawi, to discuss the 2023 budget file in light of recent developments."

He added, "The framework meeting came to avoid that the budget is passed by the political majority and that the political agreement is the solution through bringing the views closer."

He pointed out that "we expect that the budget will be presented to the House of Representatives for a vote next Tuesday or Wednesday, but it is not a definitive date and we are waiting for the Kurds' response to the results of the framework meeting, which pushes for there to be concessions from all parties in order to pass the budget, which is of great importance to all Iraqi segments."

He pointed out that "the budget will be passed, whether by political majority or political agreement if it reaches the House of Representatives, and the Kurds are aware of this, so we are working towards the path being in accordance with the consensuses that meet the interests of all parties without exception in a way that serves the public interest."

The House of Representatives failed last Saturday to hold a special session to vote on the draft financial budget law for the year 2023, due to the addition of paragraphs by the Finance Committee in Parliament, which the Kurdish political forces considered to contradict the political agreements on which the government of Muhammad Shia Al-Sudani was formed, which are related to the oil of the Kurdistan region, which reflected the fragility of the agreements in front of the first test, amid warnings of a political crisis.

But the big dispute centers on an amendment that stipulates that Erbil will deliver at least 400,<> barrels of oil per day, and limit its financial imports to a general account affiliated with the federal ministry, while the Kurds demand the establishment of a special bank account for the regional government, in which the authority to disburse is granted to the president of the regional government under the supervision of the Financial Supervision Bureau.

Prior to the meeting of the State Administration Alliance yesterday evening, preliminary negotiations began between Hadi al-Amiri, on the coordination framework, and Foreign Minister Fouad Hussein, representing the regional government, while identical sources report the existence of preliminary understandings, "but they are not yet sufficient to resolve the dispute."

If they pass a 3 year budget, would they do so, with no rate change, no oil law agreement? I don't think so, because oil is most of their money, why would they make a 3 year budget, without first having an agreement on the thing that supplies money for the budget? That would make no sense. And as Adam has repeated, once we have an oil agreement, the money is done, so we'll flip the switch on the rate change to. So: My guess is we are a few days away from done. Pass the budget, then pass the margaritas, get me some tacos on the beach. But no Coors Light for me.

no rate change in budget, they would not be able to keep that a secret at all......as i have said and will always say the hold up has always been the oil % with the Kurds.....as the budget is based on barrels, rate and oil price is irrelevant...as long as they set minimum then everything above oil price is a surplus and rate change is a bonus. some people think they have a sepearet HCL this is BS and has always been, this law favoured the oil companies hence why most pulled out like Mobil and why some did not get contracts. Instead they amended the National Oil Company and set up the Southern Oil Company, they reverted back to an old 1970s law with amendments. This is my view and i believe they need one reading for the oil law.....at most

Central Banks are corrupt.  I believe one of two things are happening. (1) the CBI is being exposed to the public and will be taken down before reset or (2) The new Governor of the CBI was put in position to "clean house" and do what's necessary to move away from the Central Bank system while still appearing to be the Central Bank until full exposure has taken place. I tend to lean towards #2 as it appears Iraq is making good progress towards our goal. Definitely interesting 👌
