Developed countries educate ( indoctrinate really ), while many countries limit the education (& still indoctrinate ). The Lamesrteam Media is in bed with their governments. Even alternative news is out there but how much Truth is in that, or is the truth far from the truth after all: we all just move on trying to live, work, take care of our own knowing the game is rigged the table is tilted. It's a victory of sorts.

Today, Sunday, the coordination framework held a meeting in the presence of Prime Minister Mohamed Shia Al-Sudani.

A statement from his office, received by the National News Center, stated that "First Deputy Speaker of Parliament Mohsen al-Mandalawi received in his office today, Sunday, the leaders of the Coordination Framework forces."

He continued, "The meeting took place in the presence of the Prime Minister, Muhammad Shia'a al-Sudani."

Today, Monday, an informed source revealed the cancellation of the amendments clause in the 2023 budget for the Kurds, after reaching a political agreement.

The source told (Baghdad Today) that "the amendments clause in the 2023 budget for the Kurds has been canceled after reaching a political agreement."

For his part, a member of the Democratic Party, Wafaa Muhammad Karim, confirmed to (Baghdad Today) that "the leaders of the political blocs promised the Democrat yesterday to cancel the amendments that were added to the budget law."

Karim added that "one political party refrained from canceling the amendments, which is League of the Righteous," noting that "..the budget will be passed after canceling the amendments that are against the region and have a political goal."

Yesterday, Sunday, the coordination framework is resolved, in its meeting, the points of contention over the federal budget.

A statement of the coordination framework, received by (Baghdad Today), said, “The meeting discussed the latest developments and political developments, and a number of important files, foremost of which is the draft federal budget law for the three years (2023, 2024, 2025).

The statement added, "The meeting stressed the need to resolve the budget file as soon as possible, due to its direct connection to the work of the government and the daily affairs of citizens and the fulfillment of its service requirements."

And the Kurdistan Regional Government considered, earlier, the amendments made by the Parliamentary Finance to the budget regarding the paragraphs of the region, unfair and contrary to the constitution, while the head of the regional government described it as "treason and conspiracy against the Kurdistan region.”

The regional presidency confirmed that it would not abide by these amendments that contradict the political agreement to form the Sudanese government, as well as the Baghdad and Erbil agreement signed with Al-Sudanese.

Today, Monday, the Assistant President of the Kurdistan Regional Government for Financial Affairs announced that the parties to the state administration will meet tonight at the home of Fuad Hussein, the Iraqi Foreign Minister, to discuss the budget and other matters related to the Iraqi state.   Rebaz Hamlan said in statements to the Democratic Media, followed by The Insider, that: “The Kurdish democrat assigned Fouad Hussein to negotiate on his behalf and that he reached solutions and understandings with the Shiite parties, and those understandings will be resolved in writing tonight during a meeting at Hussein’s house in Baghdad.” And Kurdish parliamentary sources reported today that the Shiite forces entrusted the task of negotiating with Erbil regarding the budget to the leader of the Badr Organization, Hadi al-Amiri, while the Kurdistan Democratic Party assigned Foreign Minister Fuad Hussein to negotiate on behalf of the regional government led by Masrour Barzani, and the two parties reached initial understandings.

The assistant to the president of the Kurdistan Regional Government for financial affairs, Ribaz Hamlan, announced on Monday that the parties of the state administration will meet tonight at the house of Fouad Hussein, the Iraqi foreign minister, to discuss the budget and other matters related to the Iraqi state.  

   

  

  

Hamlan said in statements to the Democratic Media followed by "Nas" (May 29, 2023) that the Kurdistan Democratic Party assigned Fouad Hussein to negotiate for him and that he reached solutions and understandings with the Shiite parties, and these understandings will be resolved in writing tonight during a meeting at Hussein's house in Baghdad.  

  

EarlierKurdish parliamentary sources reported that the Shiite forces entrusted the task of negotiating with Erbil on the budget to the leader of the Badr Organization Hadi al-Amiri, while the Kurdistan Democratic Party assigned Foreign Minister Fuad Hussein to negotiate on behalf of the regional government led by Masrour Barzani, and the two parties reached preliminary understandings.  

  

Sources close to the presidency of the region told NAS, (May 29, 2023), that some of the contracts were dismantled, including the bank account allocated to the imports of the Kurdistan region and the exchange authority from it, as well as the issue of oil exports of the region, which is limited to 400 thousand barrels per day, in addition to non-oil imports from the region.   

  

According to the sources followed by NAS, the negotiations led to giving the disbursement authority to the head of the government of Erbil instead of the minister of finance in the exchange account allocated to the region and setting 50% for non-oil imports delivered by the regional government to Baghdad in accordance with the Financial Management Law and the constitution.   

  

The deputy head of the Democratic Bloc, Mariwan Qarni, told his party's media that the text requiring the recovery of 10% of the salaries saved for the employees of the Kurdistan region has not been allocated funds and that they have asked the Finance Committee to make or delete allocations.   

  

The KRG president's assistant for financial affairs, Ribaz Hamlan, said in statements to his party's media that Baghdad's treatment of the provinces in the region violates the constitution and is an unacceptable interference that cancels the regional government.   

  

Hamlan added that Fouad Hussein's house will witness a meeting of the parties of the State Administration Alliance to discuss the budget and other matters related to the state, and that the National Union will have a position defending the rights of the region.   

  

Two days before the outbreak of the Kurdistan region crisis within the Finance Committee, the coordination framework had announced, in agreement with the State Administration Coalition, which includes the main forces in parliament, a new date for passing the budget, so who is behind the coup within the committee, which includes representatives of most political forces?   

  

Since the political forces were in agreement to pass the budget without fundamental objections that lead to blowing up the budget or disrupting it, political circles and observers believe that a "rebellion" run by agents by the "framework" will occur against Prime Minister Mohammed al-Sudani, who sponsored the financial agreement with Kurdistan less than two months ago.   

  

The aim is to hinder the rise of Sudan's popularity and his transformation into a leader who competes with traditional political forces, especially since the parties have begun early election campaigns in preparation for local elections that are supposed to be held at the end of this year.   

  

Or a second, less acceptable hypothesis in political circles, talks about a plan by the Shiite alliance in agreement with the Sudanese to "punish" some political forces that were allied with the leader of the Sadrist movement, Muqtada al-Sadr, and to block any attempt to revive those alliances.   

  

On Monday, according to deputies and members of the Finance Committee, a meeting of the ruling coalition (state administration) is expected to resolve the differences that took place on articles 13 and 14 in the general budget law.   

  

The beginning of the problem occurred last Thursday, when everyone was surprised by the setting of conditions by some members of the Finance Committee in parliament in conjunction with the announcement of Mohammed al-Halbousi, speaker of parliament, setting Saturday (the day before yesterday) as the date for voting on the budget.   

  

The conditions or proposals, according to members of the committee, were capable of undermining the "interim" agreement struck last April between the Sudanese and Erbil to pay the salaries of the region's employees and resume oil pumping after the case known as the "French arbitration" that stopped the flow of oil through Turkey.   

  

Although the agreement, which initially welcomed the coordination framework and considered it the end of a 20-year dilemma and described by the latter as a "comprehensive agreement", there were fears that the Shiite alliance would retreat at any time, as happened in previous times.   

  

What is new in the recent crisis is the fight between the Shiite alliance and Kurdistan through proxies this time, facades behind which political forces hide, according to what has been circulating in closed rooms that have been discussing for two days what is happening.   

  

The proxy war is being conducted within the Finance Committee this time, which is witnessing a great scramble for its membership, as the number of its members exceeded the limit allowed in the rules of procedure of the parliament, prompting Deputy Speaker Shakhwan Abdullah to request that it be suspended until it is restructured.   

  

The war is being led, according to political circles, by two deputies within the committee who went up to parliament under the banner of "independent candidates", namely Mustafa Sanad and Youssef al-Kilabi, who recently won a seat in parliament instead of one of the women in Wasit within the Wisdom Movement led by Ammar al-Hakim, and the two are known for their proximity to the coordination framework, and the latter was the spokesman for the Popular Mobilization.   

  

In the last moments of the end of the discussions of the Finance Committee to hand over the budget to the Presidency of the Parliament, the two deputies, in addition to the third deputy in the committee, Uday Awwad of Asaib Ahl al-Haq, led the scene, enthusiastic about the additions that took place within the committee, which angered the Kurdistan government and considered it a "conspiracy and betrayal." According to the head of the regional government, Masrour Barzani.   

  

The coordination framework, with its original and independent members affiliated with the coalition, represents the largest party within the Finance Committee with 9 members (including the chairmanship of the committee) out of 24, while Deputy Speaker of Parliament Shakhwan Abdullah called for suspending the work of the parliamentary finance committee, excluding the 24th member from it, and restructuring it according to the prescribed number.   

  

The most prominent recent amendments to the budget included obliging the Kurdistan region to deliver crude oil produced in its fields at a rate of at least 400,<> barrels per day to the Ministry of Oil for export through the state-owned company SOMO, or for use locally in Iraqi refineries.   

  

The second paragraph concerns the obligation of Kurdistan to hand over its share of oil before giving it its financial entitlements, and to deposit oil revenues in a bank account in the Central Bank of Iraq specifically.   

  

Political affairs researcher Ihsan al-Shammari on the importance of taking into account that "there are upcoming local elections and perhaps what took place from the coup against the agreements is the moment of political calculation on the alliance of Halbousi (Speaker of Parliament) and is now facing attempts to dismiss him, and the Democratic Party as a result of their previous alignments," referring to the tripartite alliance that was between Halbousi and the Democratic with Muqtada al-Sadr, leader of the Sadrist movement.   

  

Al-Shammari offers two readings behind the position of the coordination framework from what happened, the first describing it as "the framework rebellion against the Sudanese and its agreement with Kurdistan," considering that the reason "is an attempt to narrow and embarrass the prime minister and limit his capabilities within the Shiite alliance so as not to turn into a new leader."   

  

He continues: "The frustration of the budget and previous agreements will put the Sudanese in a weak position in front of the political forces, which will eventually have to go to negotiations with the forces holding the decision (meaning the coordination framework)."   

  

As for the second reading, which is that "there is an agreement between the Sudanese and the framework on the suspension of the agreements, which is possible and happened previously in unannounced understandings, but what weakens this hypothesis is that the prime minister does not want to open a front with Kurdistan because it will affect his government."   

  

"It is a moment of rebellion against the Sudanese, especially since news platforms close to the coordination framework call for stopping this agreement as a waste of public money," al-Shammari concluded.   

  

Mustafa Sanad, a member of the Finance Committee most enthusiastic about the budget amendments, said a few days ago in a tweet on Twitter that he wished the government not to implement the Baghdad-Erbil agreement, given the large difference between what the federal government spends on the region and the money the region sends.   

  

What Sanad says, Munqith Dagher, a researcher at an American institute, considers the reason behind "rejecting these agreements for fear that Kurdistan will be a successful model and comparisons between the north and the south will begin."   

  

Dagher, director of the Middle East and North Africa and a board member of Gallup International, said: "The dispute is very predictable and may be delayed, as all the agreements concluded between Baghdad and the region were repudiated after the formation of governments."   

  

He continues: "The crisis has erupted now because the budget is the first serious test for the government, in addition to the early competition for elections, where the other is demonized in the election campaigns to win the votes of extremists and partisans who have a key role in deciding the results."

State Administration Coalition Meeting Ends in Baghdad on Budget

A meeting of the parties to the "State Administration" coalition, which was held at the residence of Foreign Minister Fuad Hussein in Baghdad, and lasted about two hours, has just ended.  

  

  

  

There was no official statement or statement from the meeting, but informed Kurdish sources explained to "NAS" a short while ago that "the coordination framework presented new proposals on the amendments made to the articles related to the share of the Kurds, including the delivery of 400,<> barrels of oil per day to the Sumo company, and in the event that exports through Turkey are not resumed, the region must deliver the oil to Baghdad and the federal government decides how to dispose of the oil produced."

As for the second reading, which is that "there is an agreement between the Sudanese and the framework on the suspension of the agreements, which is possible and happened previously in unannounced understandings, but what weakens this hypothesis is that the prime minister does not want to open a front with Kurdistan because it will affect his government."   

  

"It is a moment of rebellion against the Sudanese, especially since news platforms close to the coordination framework call for stopping this agreement as a waste of public money," al-Shammari concluded.   

  

Mustafa Sanad, a member of the Finance Committee most enthusiastic about the budget amendments, said a few days ago in a tweet on Twitter that he wished the government not to implement the Baghdad-Erbil agreement, given the large difference between what the federal government spends on the region and the money the region sends.   

  

What Sanad says, Munqith Dagher, a researcher at an American institute, considers the reason behind "rejecting these agreements for fear that Kurdistan will be a successful model and comparisons between the north and the south will begin."   

  

Dagher, director of the Middle East and North Africa and a board member of Gallup International, said: "The dispute is very predictable and may be delayed, as all the agreements concluded between Baghdad and the region were repudiated after the formation of governments."   

  

He continues: "The crisis has erupted now because the budget is the first serious test for the government, in addition to the early competition for elections, where the other is demonized in the election campaigns to win the votes of extremists and partisans who have a key role in deciding the results."
