They had an agreement. Some camel nuts went against the agreement. They know what the agreement is and will rectify it. They'll vote and pass it. Done deal.

Notice Halbousi hasn't said tomorrow's session isn't cancelled. This guy was the governor of Kirkuk and under investigation for corruption, exactly what the new systems and budget cancel out: corruption!

The President of the Kurdistan Region on the budget amendments: It will create an obstacle to the draft law

{Politics: Al Furat News} The President of the Kurdistan Region, Nechirvan Barzani, expressed the region's total rejection of the amendments made by a number of members of the Finance Committee in the House of Representatives to the draft federal budget law, describing it as "an obstacle in the way of the draft budget law."

Barzani said in a statement published on the official website of the Presidency of the Kurdistan Region: "We look with deep concern at the changes that affected the paragraphs of the Iraqi general budget bill related to the constitutional rights of the Kurdistan region, and we completely reject them."

Barzani described this step as "creating an obstacle in the way of the draft general budget law, which the Iraqis hopefully look forward to ratifying for the next three years," according to the statement.

The statement added, "Commitment to the political agreement of the State Administration Coalition is the basis for security and political stability for Iraq, and it is the right step towards a better future for the country and all its components."

He pointed out that "going beyond understanding and agreement, and seeking to violate the constitutional rights of the Kurdistan region, represents a method of dealing completely contrary to national responsibility and produces nothing but disappointment and disturbs the political stability of the country, and harms all of Iraq."

Barzani stressed that "the past and experiences have proven that dealing with the logic of force, majority and minority, and violating the rights and entitlements of Iraq's components, has never brought security and stability to the country, and will not."

He went on to say, "That is why we call on all parties, especially the parties of the State Administration Coalition, to abide by the agreements and to act according to the level of responsibility, just as the Kurdish parties must unite and unite in defending our constitutional rights."

And he continued: "We affirm that the Kurdistan region, as always, is ready to solve all problems on the basis of the constitution, and the experience of the last months of joint work, understanding and harmony between the Iraqi forces and parties and the work on the agreement to form the federal government was a source of relief for the people of Iraq and their friends, so this trend should be strengthened." And not allow people to distort the agreements and complicate the situation.”

Yesterday, Friday, the Kurdistan Regional Government of Iraq said that it opposes changes made by some members of the Finance Committee in the House of Representatives to the draft Iraqi federal budget law because of its violation of the rights of the Kurdish people.

Masrour Barzani attacks "a group of members of the Finance Committee" via a tweet

Baghdad - people

The President of the Kurdistan Regional Government, Masrour Barzani, affirmed, on Saturday, that all parties must respect the terms of the agreement concluded between the regional government and the federal prime minister, Muhammad Shia al-Sudani.

Barzani said in a tweet, followed by "Nass" (May 27, 2023), that a group in the Finance Committee of the Iraqi Parliament made changes to the draft federal budget, violating a prior agreement we concluded with Prime Minister Muhammad Shia al-Sudani and his government.

He added, "The agreement is the cornerstone of cooperation between Erbil and Baghdad, and all parties must respect its provisions."

The deputy head of the Finance Committee in the Iraqi Parliament, Ikhlas al-Dulaimi, said on Friday that the changes made by the Finance Committee yesterday were by prior agreement between the League movement, the Patriotic Union of Kurdistan and several other parties, stressing that it contradicts the interests of the Kurdistan region and the agreement between Erbil and Baghdad.

Al-Dulaimi added in an interview with the media of her party (KDP), followed by "Nass", (May 26, 2023) that "issues related to the share of the Kurdistan region were not discussed in the meeting room. We saw that the share was changed and modified by the representatives of Asa'ib and the Patriotic Union of Kurdistan."

She said, "We protested and said that we cannot proceed with the proposal in this way, because there must be an agreement first, and then after that there must be a meeting to discuss and decide."

She added: "Representatives of the Kurdistan Democratic Party and the Sunni parties boycotted the meeting, but the Patriotic Union of Kurdistan, Asa'ib Ahl al-Haq and representatives of some other parties agreed together on the proposals against the Kurdistan region."

"The proposals submitted regarding Kirkuk oil fields, oil exports and salary arrears will create a budget deficit," she said, deputy head of the Finance Committee in the Iraqi parliament.

She added, "The Patriotic Union of Kurdistan suggested that if the Kurdistan region does not abide by the agreement, Baghdad should treat the provinces separately, which means that the Patriotic Union wants Sulaymaniyah to be treated as an Iraqi province and does not want it to be within the region."

And she continued, "The Kurdish people have been struggling all these years to obtain their constitutional rights in the Kurdistan region. How can they compromise on constitutional rights? This is a strange situation. Why are the brothers from the Patriotic Union of Kurdistan standing against the region?"

Al-Dulaimi stressed, "Warning the Kurdish people again to vote on the draft agreed upon by the two parties," stressing: "It will be canceled and will not be implemented, because these articles certainly oppose the agreement between Erbil and Baghdad."

"There is political pressure on the KDP. We do not want the Kurdish people to be affected by this conflict. We protested against the articles that were put to the vote because they are unconstitutional," she said.

She added, "We do not want the Kurdistan region to be treated as a province because the Kurdistan region is a constitutional region in Iraq and a lot of blood has been spilled on this entity to this day. I wonder how they can give up the blood of the martyrs. The Kurdistan region must be treated as an Iraqi province."

And she continued, "This unexpected change took place yesterday, and I believe that there is a political motive behind it, and what happened was studied only to persuade one party," concluding with the question: "What is the benefit of this coalition in the event that political agreements are not implemented?"

And earlier on Friday evening, the Second Deputy Speaker of Parliament, Shakhwan Abdullah, announced the postponement of the voting session on the budget scheduled for tomorrow, Saturday, until further notice.

Parliament Speaker Muhammad al-Halbousi said at the end of the week that Parliament would vote on the budget on Saturday.

Earlier, the Kurdistan Regional Government announced its rejection of the Parliamentary Finance Committee's amendments to its share of the budget.

The government said in a statement, which “NAS” received a copy of, (May 26, 2023), that “the changes introduced by some members of the Finance Committee in the Iraqi Parliament in the draft general budget law dated 5/25/2023 against the Kurdistan region are unconstitutional changes and clearly contradict With the agreement signed between the regional government and the federal government, as well as it constitutes a violation of the principles of the state administration government agreement and contradicts the essence of the ministerial curriculum that was voted on by the House of Representatives.

And she stressed, "We, in the regional government, will not accept this injustice and violation of the rights of the people of Kurdistan at all, and we will not abide by any other decision outside the scope of the agreement signed with the government of Muhammad Shia al-Sudani."

Disagreements over the budget undermine the positive atmosphere between Baghdad and Erbil

Baghdad - people

The differences that have arisen between Baghdad and Erbil over the federal budget threaten to undermine the positive atmosphere in bilateral relations, following their agreement about a month ago regarding the export of the Kurdistan region's oil.

On Friday, the Kurdistan government expressed its strong rejection of the changes made to the federal budget that affect the share of the region, considering that these amendments are a "violation of the rights of the Kurdish people."

The government said in a statement, "The amendments made by some members of the Finance Committee in the Iraqi Parliament, on the date corresponding to May 25, 2023 against the Kurdistan Region, regarding the draft budget law, are unconstitutional and contrary to the agreement between the Kurdistan Regional Government and the federal government."

The statement stressed that these amendments “are against the principles of the State Administration Coalition Government Agreement and the program of the current government formation that was voted on in the House of Representatives.”

The statement stated, "We, as the Kurdistan Regional Government, will not accept in any way this repression and violation of the rights of the people of Kurdistan, and we will not abide by any decision other than the agreement reached with the government of Mr. Al-Sudani (Prime Minister Muhammad Shia Al-Sudani)."

On Thursday, the Finance Committee in the Iraqi parliament voted to oblige the Kurdistan region to pay 10 percent monthly of the salaries deducted to its employees. A paragraph has also been added requiring the delivery of Kurdistan oil to SOMO for export or local delivery in the event of the inability to export it, and that the account be opened exclusively by the Minister of Finance in the federal government, and a paragraph linking the payment of dues to this obligation has been included.

These changes came as part of the committee's amendments to the budget law before it was submitted to parliament for approval.

The Deputy Speaker of the House of Representatives, Shakhwan Abdullah, confirmed that a session of the House of Representatives would not be allowed to vote on the budget, in the event that Articles 13 and 14 of the draft law related to the entitlements of the Kurdistan region were amended.

Abdullah, a representative of the Kurdistan Democratic Party bloc, expressed his regret at “attempts being made to amend Articles 13 and 14,” adding, “We will not allow their amendment because they are the result of a dialogue between the two governments that lasted for several months, and they have technical and administrative aspects.”

He said in statements to local media, "I told them frankly during the meeting (the Parliamentary Finance Committee meeting) that some articles can be amended, but there are political dimensions to these two articles before they have a financial aspect."

There are some Shiite forces who fear that al-Sudani will achieve success, which will make him a difficult figure in the political equation in the future

Regarding the possibility of voting on the draft budget law next Saturday, he said, “The matter depends on resolving the differences over Articles 13 and 14,” adding that “in the event of disagreement, we will not allow the inclusion of more than one proposal for voting, and it must be resolved before that.”

He said, "The parliament session is not a place to resolve these differences, and if they exist, the political forces must resolve them among themselves, and without it, we will not allow the parliament session to be held."

The Deputy Speaker of the House of Representatives hinted that there is a team within the coordination framework that seeks to thwart the Sudanese government, by obstructing the approval of the general budget, and striking the relationship with the regional government, saying, “It is not a condition that all Shiite representatives wish the success of this government or that they support the agreement between the federal government and the government.” Kurdistan region. There may also be people who do not support the agreement in the Kurdistan region as well, and there is a force that is always trying to break the consensus.

The Iraqi Parliament Speaker, Muhammad al-Halbousi, had said earlier that a vote on the draft budget law would take place next Saturday.

And the Iraqi Council of Ministers approved, on the thirteenth of March, the largest budget in the history of Iraq, which exceeded 197 trillion and 828 billion Iraqi dinars (about 152.2 billion dollars), with a total deficit of 63 trillion Iraqi dinars.

The Iraqi Prime Minister is pressing the parliament to approve the budget before the end of this month, in order to ensure a stable government period, but some, including forces within the coordination framework, are seeking to put obstacles through amendments that contradict what was stated in the text of the political agreement according to which the “state administration” coalition was formed. ".

Observers believe that there are some Shiite forces who fear that al-Sudani will achieve successes, which will make him a difficult figure in the political equation in the future, and they are moving to prevent this.

Barzani said in a statement received by Alsumaria News, "This step creates an obstacle in the way of the draft general budget law, which the Iraqis hopefully look forward to ratifying for the next three years."

He added, "Commitment to the political agreement of the State Administration Coalition is the basis for the security and political stability of Iraq, and it is the right step towards a better future for the country and all its components, and bypassing understanding and agreement and striving to violate the constitutional rights of the Kurdistan region, which represents a method of dealing completely contrary to national responsibility and produces nothing but disappointment and disturbance of peace." the political stability of the country, and harms all of Iraq.”

The Kurdish parties must unite and unite in defending our constitutional rights.”

He said, "We affirm that the Kurdistan region, as always, is ready to solve all problems on the basis of the constitution, and the experience of the last months of joint work, understanding and harmony between the Iraqi forces and parties and the work on the agreement to form the federal government was a source of relief for the people of Iraq and their friends, so this trend should be strengthened." For its part, the Kurdistan government expressed, yesterday, Friday, its strong rejection of the changes that were made to the federal budget that affect the share of the region, considering that these amendments are "a violation of the rights of the Kurdish people."

The government stated, in a statement received by Alsumaria News, that "the amendments made by some members of the Finance Committee in the Iraqi Parliament, on the date corresponding to May 25, 2023 against the Kurdistan Region, regarding the draft budget law, are unconstitutional and contrary to the agreement between the Kurdistan Regional Government and the federal government."

The statement stressed that these amendments "are against the principles of the State Administration Coalition government agreement and the program of the current government formation that was voted on in the House of Representatives."

"We, as the Kurdistan Regional Government, will not accept in any way this repression and violation of the rights of the people of Kurdistan, and we will not abide by any decision other than the agreement reached with the Sudanese government (Prime Minister Muhammad Shia'a al-Sudani)," the statement said.

In turn, the economist Nabil Al-Marsoumi revealed, yesterday, Friday, the most important amendments to the 2023 budget with regard to the Kurdistan region.

Al-Marsoumi said in a blog post that I followed up and was reported to Al-Sumaria News, “The Parliamentary Finance Committee voted on several amendments related to Kurdistan, including: First: An amendment

was made in Article 13 Second A, as Kurdistan is committed, according to the government version of the budget, to export no less than 400,000 barrels per day, while it became This paragraph, after the amendment, states that the region shall deliver the crude oil produced in its fields at a rate of not less than 400,000 barrels per day to the Ministry of Oil for export through SOMO or for use locally in Iraqi refineries. This amendment has added a kind of complexity to the relationship between the center and the region due to technical difficulties. Related to the delivery of the region's oil to the center on the one hand, and because of the stripping of the center of the authority to export oil on the other hand.

Second: Paragraph C of the same article was amended, which stipulated the commitment of the Ministry of Finance to pay the region’s dues monthly and to make accounting settlements on a quarterly basis, meaning that the region was receiving its dues in the 2023 budget before the oil was delivered, but in the new amendment, the region was obligated to pay its oil and other revenues oil before receiving its share of the budget.

Third: Article 14 was amended first, which stipulated that the total revenues of the region's oil be deposited in one bank account, and after the amendment, the region became obligated to deposit oil revenues in a bank account opened in the Central Bank of Iraq in Jin. The region was seeking to open the account in Citibank.

Fourth: Preventing the region from extracting oil from the fields of Kirkuk and Nineveh, which are currently under the control of the Kurdistan government, which currently constitutes more than a third of the region's production of crude oil.

Legal expert: The Kurdistan Region has the right to reject changes that affect its rights in the budget

Shafaq News / The legal expert, Salem Hawas, saw that the recent changes made to the Iraqi general budget draft law, by the Finance Committee in Parliament, especially those related to the dues of the Kurdistan Region, are in violation of the agreements concluded between Baghdad and Erbil.

Hawass told Shafaq News agency, "The changes affecting the budget and the rights of the region are considered a violation of the agreements concluded, and the commitment to the political agreement of the State Administration Coalition has always been the basis for security and stability in Iraq, and it is the step on which the political process in Iraq has relied since 2003 towards a better future." country and all its components.

He added, "Going beyond understanding and agreement and seeking to violate rights and agreements outside the constitution only results in disappointment and disturbs the political stability on which the state was built," calling on political parties to "commit to agreements in order to avoid creating new legal and constitutional crises, which the country is indispensable for."

Hawass explained, "The Parliamentary Legal Committee completed the legal drafting of the budget items and sent them to the Finance Committee, so the Finance Committee inevitably waits for the agreement of the political blocs to resolve the differences before proceeding with a vote on them in the House of Representatives, and therefore this requires the fulfillment of the obligations and promises concluded with the region."

The legal expert pointed out, "The political consensus between the blocs, which was and still is the basis for approving important laws, including the budget, and what afflicted the political process in terms of regression must be left after approving the budget and with a single standard on all parties to turn towards serving the Iraqi people, away from quotas based on Agreements and promises that violate the constitution and return to its implementation.

The President of the Kurdistan Region, Nechirvan Barzani, had expressed "deep concern" about what he called the changes that affected the paragraphs of the Iraqi general budget bill related to the constitutional rights of the Kurdistan Region, and said that he rejected them "completely."

Yesterday, Thursday, the Parliamentary Finance Committee voted to oblige the Kurdistan Region to pay 10% on a monthly basis from the salaries deducted to its employees, while this was included in the budget amendments that are being discussed.

This came during his visit to Zarrati Plain in Erbil Governorate, and he was closely acquainted with the conditions of farmers and farmers, and he also participated in the process of harvesting crops, as the silos (silos) of the Kurdistan Region began to receive wheat from farmers.

During a session with a number of farmers in the region, Masrour Barzani stated that the Kurdistan Regional Government is working hard to make every effort to increase interest in the agricultural sector and to market the products of Kurdistan farmers in a way that aims to dispel their concerns and concerns about marketing their products.

He pointed out that the changes made to the share of the Kurdistan Region in the federal budget are treason, injustice and a conspiracy plotted against the Kurdistan Region, but we will confront this conspiracy by all means, and we will not let it go.

The first  2023/05/28
...

 Sulaymaniyah, Karim al-Ansari

The Kurdistan Regional Government’s announcement of its refusal to vote by the Parliamentary Finance Committee on an initial formula for the budget dealt a major blow to the hopes of the region’s employees and retirees to recover their salaries that were deducted as a result of Erbil not receiving money from Baghdad in early 2014, while Erbil described its proposed share in the budget as a violation of the agreement with Baghdad.

The Kurdistan Union welcomed the Finance Committee's move. The President of the Kurdistan Region, Nechirvan Barzani, said in a statement: "We look with deep concern at the changes that affected the paragraphs of the draft general budget law related to the constitutional rights of the region, and we completely reject them," describing it as "an obstacle in the way of the draft general budget law that Iraqis are looking forward hopefully to its ratification."

He pointed out that "going beyond understanding and agreement, and seeking to violate the constitutional rights of the Kurdistan region, represent a method of dealing completely contrary to national responsibility and produce nothing but disappointment and disturb the political stability of the country, and harm Iraq."

In turn, a member of the Patriotic Union of Kurdistan, Burhan Sheikh Raouf, said that his party's position on the region's share is with the passage of the budget as stated in the state administration program. Raouf added, to "Al-Sabah", that "the National Union is with securing the share of employees and retirees, service projects, the rights of the Peshmerga, and all the necessary requirements for the lives of citizens."

While the representative of the Kurdistan Democratic Party, Sherwan Al-Dobardani, commented on the demand for the saved salaries of the employees of the region, saying: "The allocations are 12.67%, and the regional government will not be able to pay the saved salaries to the employees because there is no allocation from the federal government." Al-Dobardani refused to "oblige the region to pay the saved salaries of its employees without federal allocations."

The writer and political analyst, Bzork Muhammad, confirmed, "The concern and resentment of some parties in the Kurdistan region regarding the paragraphs added to the draft budget, and considered them a violation of the agreement signed between the parties to the State Administration Coalition, according to which the government was formed under the leadership of Al-Sudani." Muhammad added, to "Al-Sabah", that "some of the main Kurdish parties are calling on the government to abide by previous agreements, and they believe that violating the agreement concluded between the parties to the state administration in which the main Kurdish parties are affiliated will cause many problems and may destroy the entire political process."

The analyst pointed out that "there are Kurdish-Kurdish differences over the formula of the financial budget, which focus on re-disbursement of saved salaries, and some blocs take their positions as bids to win the street in the region with the approaching legislative elections."

Al-Kalabi responds to the region's statements regarding the budget: The truth is far from the truth, and we are moving on

Baghdad - people

A member of the Parliamentary Finance Committee, Representative Youssef Al-Kalabi, responded, on Saturday, to the statements of the Kurdistan region regarding the budget, noting that it "mostly avoided the truth," stressing, "We are continuing to prevent any party that tries to delay the budget and delay the government's work in achieving people's service and entitlements."

Al-Kalabi said in a statement, which "NAS" received a copy of (May 27, 2023), that "we have seen the statements of the President of the Kurdistan Region, the Prime Minister of the region and the Kurdistan Democratic Party ... respected, and here we feel deeply saddened by the statements contained therein, which mostly deviated from the truth."

He added, "Since the proposed articles were from the majority of the Finance Committee and were supported by important parties in the region, and the committee was present with all its members and in the presence of the Secretary-General of the Council."

He continued, "And those who protested are only two members of the Kurdistan Democratic Party, although the proposal guarantees the arrival of funds to the Iraqi people in the region, as well as correcting matters in accordance with the agreement concluded between the region and the federal government that we support, stand behind and work for its success."

And he added, "These provocative statements that are far from reality will increase the complications of the scene, especially what was issued today by the second deputy in an attempt to stop the committee's work under flimsy pretexts through an illegal and illogical proposal, and this supports the unjustified hostility of some members of the Democratic Party." .

And he continued, "We affirm that we are continuing to prevent any party that attempts to delay the budget and delay the government's work in achieving people's service and entitlements."

Earlier, the Deputy Speaker of the Iraqi Parliament, Shakhwan Abdullah Ahmed, called on the Parliamentary Finance Committee to correct the number of its members to (23) instead of the current (24) based on the provisions of Article (73) of the House of Representatives bylaw, which specified the number of committee members to not exceed About (21), provided that the answer is received within 24 hours.

He added in a book issued by him, of which “NAS” obtained a copy, (May 27, 2023): “And to authorize the Presidency of the Council to make amendments and add only two members to each of the parliamentary committees, whether it is transferring or maintaining balance, and since the current number is (24) and this is a violation Explicit provisions of the internal system, so the Vice-Chairman called on the Finance Committee to suspend its work until the imbalance is addressed, the course corrected, and the number of committee members restructured to the prescribed number (23).

The Deputy Speaker of Parliament pointed out the necessity of "compliance with the laws and the provisions of the constitution and the internal system, and the House of Representatives is the official body for enacting laws. The law and the internal system must be applied, away from political pleasantries and not violating the legal procedures stipulated in the internal system of the House of Representatives."

Earlier, the President of the Kurdistan Regional Government, Masrour Barzani, confirmed that the changes that were made to the share of the Kurdistan region in the federal budget are treachery, injustice, and a conspiracy plotted against the Kurdistan region, but we will confront this conspiracy by all means, and we will not let it go.

A statement issued by Barzani, followed by "Nass", (May 27, 2023), said, "Today, we visited the Zarari Plain in Erbil Governorate, and we looked closely at the conditions of farmers and farmers, and we also participated in the process of harvesting crops, as the silos (silos) of the Kurdistan Region began." Receiving wheat from the peasants.

He added, "During a session with a number of farmers in the region, we confirmed that the Kurdistan Regional Government is working hard to make every effort to increase interest in the agricultural sector and to market the products of Kurdistan farmers in a way that aims to dispel their concerns and concerns about marketing their products."

And he continued, "We pointed out that the changes made to the share of the Kurdistan Region in the federal budget are treason, injustice, and a conspiracy plotted against the Kurdistan Region, but we will confront this conspiracy by all means, and we will not let it go."

He explained, "We regretted the presence of internal hands involved in this plot, and worse than that, they consider reducing the powers of the Kurdistan Region a success for them, but we assure you that this is nothing but a desperate attempt, and it will not succeed."

Earlier, the President of the Kurdistan Regional Government, Masrour Barzani, confirmed that all parties must respect the terms of the agreement concluded between the regional government and the federal prime minister, Muhammad Shia al-Sudani.

He added, "The agreement is the cornerstone of cooperation between Erbil and Baghdad, and all parties must respect its provisions."

For her part, Ikhlas Al-Dulaimi, Vice-Chairman of the Finance Committee in the Iraqi Parliament, said earlier that the changes made by the Finance Committee the day before yesterday were by prior agreement between the League movement, the Patriotic Union of Kurdistan and several other parties, stressing that it contradicts the interests of the Kurdistan region and the agreement. between Erbil and Baghdad.

Earlier, the Second Deputy Speaker of the House of Representatives, Shakhwan Abdullah, announced the postponement of the voting session on the budget scheduled for tomorrow, Saturday, until further notice.

And she stressed, "We, in the regional government, will not accept this injustice and violation of the rights of the people of Kurdistan at all, and we will not abide by any other decision outside the scope of the agreement signed with the government of Muhammad Shia al-Sudani."
