Committee member Mueen Al-Kazemi said in a statement to the official channel, (May 30, 2023), that "the Kurdistan Democratic Party called on the State Administration Coalition to wait on the budget, which led to the delay in holding the parliament session to vote on the budget," indicating that "a meeting was held between the coordination framework and the Democratic Party and it was agreed on the context of exporting oil from the region."  

  

He continued, "There is no dispute over the region's share within the budget, which amounts to 12.67 percent, but the difference was in the visions regarding the mechanism of exporting oil," explaining, "The conviction of the coordination framework is that the region is committed to producing at least 400 thousand barrels of oil and SOMO is charged with exporting, selling and depositing oil revenues and oil derivatives in an account with the Central Bank, and the Prime Minister of the region is authorized to disburse from this account according to budget decisions, with effort by the Ministry of oil and the region to resume exports to the port of Ceyhan, and in the event that it is not possible to export the 400,<> barrels of oil, it will be transferred to the internal consumption of the federal government and compensated from the south."  

  

He stated that "the region's share of the budget is 19 and a half trillion dinars, in addition to the share of medicines, ration card and other materials to reach about 20 trillion dinars," pointing out that "this solution is the safest and the Kurdistan Democratic Party recognized it, but the objection to two points, which is not to mention Sumo in the budget law despite the party's approval of that, and that oil revenues are deposited in accounts belonging to the Kurdistan region without going through the Central Bank."  

  

He pointed out that "the Finance Committee added a number of paragraphs in Article 14 of the budget that the Democratic Party rejected, which relate to demands from the Patriotic Union of Kurdistan and the Kurdish blocs, including compensating the region's employees for the compulsory savings that lasted 8 years on Kurdistan employees and sometimes deducted from them 50 percent of the salary, and fairness to the provinces and preventing the export of oil from the wells of Nineveh and Kirkuk."  

  

He pointed out that "the coalition of state administration will resolve the issue of the budget during the next week," expecting, "In the absence of a political agreement, a majority vote will be resorted to on the budget."  

  

On the quotas of the governorates, Al-Kazemi stressed that "the value of regional development allocations has been raised from 2 and a half trillion dinars to 5 trillion dinars, in addition to two trillion dinars for petrodollars and 8 trillion dinars remaining from the emergency support law, which has not been disbursed and is still present in the governorates."

Al-Kazemi also indicated that "discussions are underway regarding the management of border crossings between the federal government and the region, and preventing the extraction of oil from the Nineveh and Kirkuk fields by Kurdistan."

 

The member of Parliamentary Finance pointed out that matters and differences will reach compromises during the next week, warning that the Finance Committee will make amendments to the budget, complete the transfer schedule and refer it to Parliament for a vote on it.

 

On Tuesday, May 31, economist Nabil Al-Marsoumi declared that the coordination framework that includes the ruling Shiite political forces in the country had submitted a new proposal on paragraphs 13 and 14 of the budget for the Kurdistan Region.

 

Al-Marsoumi, in a post on the social networking sites "Facebook", quoted private sources of this proposal.

 

According to what is stipulated in the proposal, it is for the Kurdistan Region to deliver 400 thousand barrels of oil per day to the National Oil Marketing Company "SOMO", and to coordinate the sale of crude with this company as well.

 

The sources stated that in the event that it is not possible to export oil through the ports of Turkey, Erbil will deliver the oil to Baghdad, and the Ministry of Oil, in turn, will find alternatives to selling Kurdistan's oil or using it internally.

The sources pointed out that the federal government is committed to paying 400,000 barrels of oil from the sale of oil to Erbil in the event that it receives it from the region, provided that the money from oil sales is placed and recycled internally in an account belonging to the Federal Ministry of Finance.

 

It is noteworthy that the Presidency and the Kurdistan Regional Government have recently objected to the amendments made to the paragraphs related to the region in the financial budget that the Iraqi parliament seeks to approve, describing it as a violation of the laws, the constitution, and the agreements concluded between Erbil and Baghdad, which resulted in the formation of the current federal government headed by Muhammad Shia al-Sudani.

 

The President of the Kurdistan Region, Nechirvan Barzani, had expressed "deep concern" about what he called the changes that affected the paragraphs of the Iraqi general budget bill related to the constitutional rights of the Kurdistan Region, and said that he rejected them "completely."

 

And before that, the Prime Minister of the Kurdistan Regional Government, Masrour Barzani, said, "A group in the Finance Committee of the Iraqi Parliament made changes to the draft federal budget, violating a prior agreement we concluded with the State of Prime Minister Muhammad Shia al-Sudani and his government," noting that "the agreement that is the cornerstone For cooperation between Erbil and Baghdad, and everyone must respect its clauses.

A member of the Parliamentary Finance Committee, Mustafa Sanad, also confirmed the committee’s vote to amend paragraphs related to the region in the budget law, regarding its delivery of oil, while pointing to the withdrawal of the Democratic Party bloc representatives from the meeting.

 

And the Iraqi Council of Ministers approved, on the 13th of last March, the largest financial budget in the history of the country, which exceeded 197 trillion and 828 billion Iraqi dinars (about 152.2 billion dollars), with a total deficit of 63 trillion Iraqi dinars, taking advantage of the rise in oil prices globally. , which constitutes more than 95% of the country’s financial revenues, amid objections from financial and legal experts regarding the budget items, but it has not yet been approved due to disagreements.

I remember some weeks back an article stating the budget was for the remaining 6 months starting July to end of year. Maybe their dragging this right to the last minute. With the big welcome Iraq IBBC conference coming up June 16th you would think they would approve before that happens.

The member of Parliamentary Finance pointed out that matters and disagreements will reach "middle solutions" during the next week, warning that the Finance Committee will make amendments to the budget, complete the transfers schedule, and refer it to Parliament for a vote on it.
Meanwhile, a member of the Parliamentary Finance Committee, Jamal Cougar, said in an interview with “Al-Sabah”: “The government will face a major deficit problem during the next year, because oil prices may go downward. This is on the one hand, and on the other hand, the government It has 23 trillion dinars rounded up from last year, and the surplus will be withdrawn during the current year.
He added, "It is expected that next year's budget will be for salaries only in the presence of the same deficit," noting that "the operational budget alone has reached 140 trillion dinars, in contrast, the state's resources are 134 trillion dinars, which is not even sufficient for the operational budget," expressing his hope that " Oil prices remain high to save the budget and the country.
Returning to the Kurdish dispute over the budget, the leader in the coordination framework, Turki Al-Atbi, suggested that the Kurdistan Democratic Party, headed by Massoud Barzani, present a response to advance the 2023 budget.
Al-Atbi said, "The delay in resolving the 2023 budget does not serve any political party in light of the various economic and security challenges in the Iraqi scene in general, which necessitate options that push the budget forward without any disagreements."
He added, "The coordination framework, in its expanded meeting a few days ago, presented a comprehensive vision of solutions to proceed with the 2023 budget for the Kurdish brothers, including the Democratic Party," expecting that "they will have a response in a meeting during the coming hours."
He pointed out that "the discussions of the last days were positive in some of their items, and (the framework) supports the principle of political consensus to proceed with the budget," stressing that "the transfer of the budget at the end of this week from the Finance Committee to the House of Representatives for voting is very possible."
For his part, the leader of the Fatah Alliance parliamentary bloc, Muhammad Karim, said: "The forces of the state administration have given a final opportunity for the talks to reach a solution regarding the Kurdistan region, as the negotiations should not exceed the next two days."

Finance Minister Taif Sami Muhammad chaired, on Sunday, an expanded meeting to follow up on the paragraphs of implementing the ministerial program submitted by the government program team in the General Secretariat of the Council of Ministers, in the presence of the general managers of the Mesopotamian, Rasheed, Agricultural, Industrial and Real Estate banks, the customs and tax authorities, and the directors of the legal, accounting and budget department in the ministry.  

  

  

According to a statement of finance, which "NAS" received a copy of (June 4, 2023), "the meeting discussed the report on the implementation of the government program prepared according to the priorities of the ministerial platform related to the second chapter of 2023, including what is related to restructuring the general budget, managing public money, and reducing consumer spending in favor of development projects." sustainable development and the shift towards balancing programs and performance, in addition to adopting a vision of limiting external borrowing for investment projects.  

  

The meeting continued, "Studying the priorities of reforming the tax and customs system, controlling border crossings, and maximizing non-oil state revenues, as well as following up plans to reform the banking sector in a manner that guarantees an increase in its contribution to the overall economic activity."  

  

A detailed report was also presented on "the percentages of completion of departments and agencies for their projects in accordance with the ministerial curriculum, identifying cases of lag in implementing programs in accordance with the vision (2023-2025), stressing overcoming all obstacles to the completion of reform projects, and other plans consistent with the criteria for the advancement of the national economy." .

Parliamentary source: The Finance Committee is awaiting government approval regarding 150,000 job grades in the budget

Today, Sunday, a representative source confirmed that the Finance Committee in the House of Representatives is awaiting government approval regarding the 150,000 job degrees included in the budget law.

The source, who preferred not to be named, told Al-Mutala Agency, "The Finance Committee, during its discussions and amendments to the Financial Budget Law, allocated 150,000 job degrees, including contracting with the attache for lecturers and graduates as well."

And he added, "The Finance Committee has informed the government and the Ministry of Finance to include these job grades and is awaiting their approval," noting that "it is not possible to allocate grades more than those that have been set, and despite that, they have not been decided yet."

It is noteworthy that a member of the Finance Committee in the House of Representatives, Uday Awad, confirmed that his committee added 150,000 contracts for graduates with a salary of 300,000 dinars per month, distributed among the governorates according to the percentage of the population.
