A member of the committee, Mueen Al-Kadhimi, told Shafaq News agency, "The House of Representatives will vote on the general budget law in the coming days, after the Parliamentary Finance Committee finishes preparing its final report, after which the government will start implementing its government program in early June."

 

Al-Kazemi added, "We in the Parliamentary Finance Committee hope that there will be a possibility to reduce the budget deficit rate of 64 trillion dinars, by increasing revenues and reducing unnecessary expenditures, especially since the remaining period of this year is seven months, and it is certain that many things cannot be done." disbursed in a short period of time.

 

The member of the Finance Committee indicated that the committee worked to reduce the deficit to about 18 trillion dinars by reducing and compressing operating expenses, so that the total deficit in the budget would be 46 trillion, instead of 64, and thus the total amount of the general budget would be 180 trillion dinars.

 

The Iraqi Council of Representatives completed the first and second readings of the draft federal budget law for the Republic of Iraq, which was submitted by the government of Muhammad Shia al-Sudani for the fiscal years (2023, 2024, 2025).

 

On Tuesday, the ninth of May, the committee announced that the size of the operating budget in the 2023 budget, which has not yet been approved by the Iraqi parliament, amounts to approximately 133 trillion dinars. The State Administration Coalition formed by the government of Muhammad Shia’ al-Sudani set May 17 as the initial date for voting on the tripartite budget (2023-2024-2025).

The special committee for studying the items, according to the statement, completed "reading the legal texts contained in the budget and presenting visions and ideas in order to maximize the revenues of the public treasury of the state, in addition to discussing the allocations of the vehicle fees law for the maintenance of roads and bridges, distributing the amounts according to the spending authorities, and estimating the revenues, stressing the importance of the approach." Towards supporting the private sector and encouraging national industries to employ the labor force and eliminate unemployment through setting legal paragraphs and texts that support the national product within the budget.


The committee "checked the listed tables to study the amounts allocated for service and commodity supplies and special programs, the amounts of electricity and water fees, and the import of gas, as well as the allocations for the school feeding program, and discussed them scientifically and expressed views to ensure that they reach their places, and hosted those concerned in this regard."


And she stressed, "its keenness to adhere to the accuracy of making transfers between spending units, and transferring funds as needed, with knowledge of all exchange chapters contained within the schedules of the Federal General Budget Law, and stressing increasing the allocations of poor governorates for the implementation of service projects."

Cougar believes that the budget amount will remain the same and go to the option of transfers, according to the reasons he specified by saying: “All practical indicators say that oil prices this year will be between 70 and 80 dollars, and therefore our resources will remain the same, and the second indicator is that - through our study For all previous budgets - the government's completion rate did not reach, and the spending did not exceed 80%, and therefore if implementation does not exceed this matter, 20% of the budget will reduce the real deficit, and originally there will be no real deficit," explaining that "the approval of the budget was long delayed, The government will not be able to spend all the budget during the remaining period.

In addition, a member of the Parliamentary Oil and Gas Committee, Ali Al-Mashkoor, told Al-Sabah: “The budget situation with this amount of deficit will not pass easily, and therefore the Finance Committee went to host all ministers, officials, governors, and local administrations in order to legalize and reduce this deficit.” He warned that a deficit in this way would put the federal government in a "financial dilemma," as he put it.

 

At the same time, he stressed, "Supporting the government of Prime Minister Muhammad Shia'a al-Sudani by reducing the budget deficit, even if it is at the expense of some ministries or provinces."

Today, Monday, the Minister of Finance, Taif Sami, detailed the draft federal budget law, and while she indicated that it included fixing contracts and creating grades for holders of higher degrees and whose contracts were terminated, she clarified the mechanism for financing the deficit.  

  

  

Sami said in a statement to the official agency, followed by "NAS", (May 15, 2023), that "the current year's budget included an increase in the employee compensation account by (6.6) trillion dinars over the previous year's expenses, with the exception of (Kurdistan region)."  

  

She added, "The increase came for several reasons, including:  


1- Confirmation of contracts, the number of which is (394,656) contracts for those who have two years of service or more. They were fixed on the permanent owners of various ministries, governorates, and entities not associated with a ministry, as the treasury bore for some of them (the allocation difference), which amounted to (1.119) trillion dinars, with (237439) fixed. A contract for all self-financing departments.  


2- Appointing the politically dismissed (6910) degrees that were introduced within the budget law for the year 2023.  


3- Introducing (138,818) scores for the termination of their contracts for all security agencies whose procedures were not completed in 2019, as what was included during the year 2019 was almost half the number and due to the lack of a budget for the year 2020 and the House of Representatives in 2021 reducing the employee compensation account, while not including a law Food security cost the dependents only 300 billion dinars, which were granted to the Popular Mobilization Authority due to the shortage in the allocations of their canceled contracts for the year 2021. The costs of (6) months were included for (138.818) degrees for the security authorities to be able to conduct security audits and examinations and return them after the approval of the draft budget law Federal General Assembly for the year 2023, at a cost of 988 billion dinars.  


4- The cost of daily wage earners who have been converted into contracts and who are not included in the confirmation, amounting to (38,756) for all state departments (centrally funded and self-financed), at a cost of (2.697) trillion dinars, including the costs of contracts that were transferred to the employee compensation account for those who were appointed instead of wage allocations contractors.  


5- It was assigned to appoint the first and holders of master’s and doctorate degrees, who numbered (70,697) degrees for central finance departments and (4031) degrees for self-financing departments, so that their total numbers would be (74,728) degrees, and those distributed by the Federal Public Service Council were (43,728) degrees, and the remaining (31000) degrees, the Service Council, after taking the fundamental approvals, will open the electronic platform to receive the remaining numbers, as the financial costs of all the numbers listed according to the budget law is 811 billion dinars, and in order for the departments to be able to direct those who have been appointed and with detailed tables because their allocations are included in the security law The food for the month of 1 is 75 billion dinars. Detailed lists are required that include (grade, name, job title, appointment order, date of commencement, amount of salary, retirement contribution, and all allocations from the date of commencement to the end of the year).

Sami stated, “The mechanism for financing the deficit contained in the budget law is through internal borrowing and the revolving balance from (years 2022 to 2023) and from the rise in export prices of crude oil, or through pressure in spending and rationalization of expenditures, according to the following:  

  

5 trillion dinars of local bonds.  

3 trillion dinars borrowing from government banks.  


23 trillion dinars, a rounded balance in the account of the Ministry of Finance.  


23 trillion dinars as a legal reserve discount at the Central Bank of Iraq.  


9.9 trillion dinars, foreign and local loans to finance investment projects.  


And she indicated, “This is contingent on the event that the exported crude oil prices continue according to what is currently established in the draft federal budget law,” explaining that “if the barrel prices reach (83) dollars at the end of the year, the deficit will be covered from the above price difference.”

 147 billion dinars to rehabilitate 10 hospitals.  


 400 billion dinars for the sea water desalination project in Basra.  


600 billion dinars to implement the first phase of the fourth ring road.  


303 billion dinars for the infrastructure project in Diwaniyah.  


107 billion dinars for studies, designs and consultations for the first phase of the giant petrochemical project.  


280 billion dinars for the rehabilitation and maintenance of power plants with manufacturers.  


330 billion dinars to equip 150 conversion stations for next summer.  


1000 billion dinars to establish the Iraq Development Fund to improve the attractive environment and launch sustainable economic and social development, and specialized funds branch out from it.  


500 billion dinars for the Reconstruction Fund for the poorest governorates.  


And the Minister of Finance stated, “The draft budget law includes special programs for the government program within operating expenses, which are as follows:  


650 billion dinars to increase those covered by social care.  


150 billion dinars to increase the salaries of the full-time appointed.  


200 billion dinars to improve medical treatment services in cardiovascular surgery centers.  


200 billion dinars to improve health services in cancer treatment centers.  


435 billion dinars for the management and operation program of 5 new hospitals in the health departments (Babylon / Najaf / Dhi Qar / Basra).  


150 billion dinars for health services covered by health insurance.  


448 billion dinars to cover the deficit in the purchase of imported medicines.  


600 billion dinars for service and engineering effort.  


325 billion dinars for the rehabilitation and maintenance of power stations by GE.  


325 billion dinars for the rehabilitation and maintenance of power stations by Electric International Inc.  


10 billion dinars to launch the agricultural card.  



Fees and fees for services And
Sami confirmed that “the Federal General Budget Law included in Article (23, Paragraph I), the continuation of budgets by imposing fees and fees for services devolving (70 percent) to them (to the budget), and 30 percent to the state’s general treasury,” explaining that “the budget law The general state guarantees the allocation of (50 percent) of the revenues of the border crossings to the revenues of the governorates to provide services, implement investment projects, and reconstruct the border crossings or ongoing projects.

stated, “It is expected that 3 trillion dinars will be transferred from the share of the oil companies’ profits to the state treasury, or it will remain registered in the records of the companies of the Ministry of Oil in the event that the Ministry of Finance does not finance the costs of producing the exported crude oil or reduce these costs by the House of Representatives.” Because they are considered salaries and operating costs for those companies," pointing out, "the cost of oil production for oil extraction companies amounts to 2.6 trillion dinars."  


The share of non-oil companies,

and the Minister of Finance pointed out that “300 billion dinars have been allocated to public non-oil companies (the financial sector and agricultural companies … etc.), since the majority of the public companies of the Ministry of Industry and Minerals and the companies of the Military Industrialization Authority are losers and receive grants from the public treasury to pay Salaries of more than (2.2) trillion dinars,” explaining that “self-financed service departments such as directorates (water / sewage / Baghdad Municipality / Olympic Committee / Paralympic Committee / House of Wisdom and municipal institutions) receive salaries and operating expenses from the government estimated at (2, 4) One trillion dinars annually.  


She pointed out, "The collection wages and fees are still very low, and the governorates and their councils refuse to increase them, on the pretext that they burden the citizen, in addition to the failure to achieve the actual collection of these wages and fees." To the Ministry of Electricity out of (150) trillion dinars total operating expenses, which are (the wages of a local investor / importing energy / Iranian gas / wages of central financing departments, salaries of employees of companies / maintenance expenses of power stations / Basra gas / local fuel supplied by the Ministry of Oil for power stations).  



Economic forecasts
And Sami confirmed, "The economic forecasts and statistical tables show spending estimates for the medium term and oil and non-oil revenues for the medium term, as well as the public debt report, the volume of internal and external indebtedness, what has been paid and what remains of it, and we enclose a copy of it."  



Foreign trade
and stated, "With regard to the analysis of the foreign trade sector, it is the prerogative of the Ministry of Commerce to present and raise it with the draft law by the Ministry of Economy's Council, which has not been sent yet."  



The percentage of state institutions and governorates from the budget,

and the Minister of Finance confirmed, “The percentage of state institutions and governorates from the budget according to each sector:  


Current spending constituted (75.82) percent of the country's total.  


As for investment spending, it constituted (24.23) percent of the country's total.  


Contribution of all sectors to the country's total.  


And she indicated, “The percentage of the contribution of all sectors to the total state was as follows:  


Security and defense sector 14.73 percent.
Education sector 7.64 percent.
Energy sector 19.52 percent.
Health sector 4.83 percent.
The services sector is 15.87.
Central public administrations sector 7.04 percent.
Local administrations sector 11.74 percent.
The water, sewage and sanitation sector 0.33 percent.
The sector of internal and external indebtedness, and the interest arising from it, is 10.29 percent.
The transport and communications sector 1.74 percent.
Agriculture sector 1.58 percent.
The industrial sector, 0.81 percent.
The construction and housing sector 2.65 percent.
Youth and sports sector 1.23 percent.  


She indicated, "The 2023 budget will be basic, and the Ministers of Finance and Planning must make an amendment to it for the years 2024 and 2025, in order to be submitted to the Council of Ministers for consideration and then sent to the House of Representatives.

Parliament's finances start voting on the items of the general budget

Today, Monday, the Finance Committee announced the start of voting on the items of the 2023 general budget.  

  

  

The Media Department of the House of Representatives said in a statement, which “NAS” received a copy of, (May 15, 2023), that “the Finance Committee was held under the chairmanship of Representative Atwan Al-Atwani and the presence of its members, as part of the intensive meetings to complete the reading of the items of the federal general budget.”  


The head of the committee stressed, according to the statement, "the need to proceed with realizing all the details contained in order to expedite their completion, and the committee decided to host the concerned parties in the ministries of finance and planning."  


The statement added, “The committee proceeded to read Article Two and its paragraphs related to the mechanism for covering the deficit through the abundance achieved from the sale of oil and other revenues, in addition to discussing items for listing investment projects funded by grants and loans, expanding the investment door and involving the private sector, and listening to proposals and maturing them with what consistent with the government programme.  


He pointed out, "The committee followed up on studying the first axis on ongoing loans for the purpose of financing ongoing projects in ministries and governorates, reconstructing affected areas, and supporting the fields of education, health, and energy, in addition to the second axis on financing infrastructure projects under the (Iraqi, Chinese) framework agreement." According to the borrowing to support energy projects, education projects to build (1000) model schools, and strategic and development projects consistent with the government's priorities.  


And the statement continued, "The committee continued to read the third axis (new loans) regarding financing water desalination projects, projects of the Ministry of Health to establish centers for the diagnosis of cancer diseases, and projects of the Ministry of Electricity to finance the construction of combined-cycle stations in a number of regions."  


He pointed out, "The committee postponed voting within it on Articles (3-4), while voting was held on Article (5) of (Chapter Three), which includes limiting the disbursement of appropriations from the main accounts for expenditures, and the expenditures of projects approved within the federal general budget."  


And the statement confirmed, “The committee voted on Article (6) related to the authority to make transfers between spending units, and Article (7) related to emergency expenditures, and Article (8) on the use of revenues generated for the federal general budget, and Article (9) regarding allocations for the development of regions, and Article (8) (10) in the approving file for the implementation of the required services and Article (11) on vehicle fee revenues for the state treasury.
The statement concluded, "The committee postponed voting on articles (12-13-14-15-16), pending study and observations, while it voted on Article (17) and Article (18) of the law."

A new statement from Parliamentary Finance regarding the budget deficit
  
{Economic: Al Furat News} Member of the Parliamentary Finance Committee, Khalil Ghazi, stated that the size of the budget and the deficit will remain the same in the federal budget, pointing to the occurrence of some discussions between expenditure items.

Ghazi said in a press statement, "The size of the budget will remain the same, but some transfers will occur between expenditure items."

He explained, "We are now in the stage of discussing the budget items, that is, the texts of the budget articles, and the possibility of amending some of them or adding some new articles," adding that "the size of the budget deficit will remain the same."

It is noteworthy that the Deputy Speaker of the Iraqi Parliament, Shakhwan Abdullah, announced in a statement that the vote on the federal budget law for the years (for the years 2023, 2024 and 2025) will take place this week.
