Today, Wednesday, the Finance Committee in the House of Representatives begins discussing the federal general budget for the years (2023-2024-2025) and works through 3 paths to reduce the deficit rate to 20 percent, and the members of the committee indicated in conversations with “Al-Sabah” that approving the budget will not be long delayed. Head of Parliament Finance: Sub-committees to host officials to expedite the completion of budget amendments

Intensive meetings to complete the budget law before the middle of the year

Shafaq News/ A member of the Parliamentary Finance Committee, Jamal Cougar confirmed, on Tuesday, that intensive meetings will be held by the committee with the Minister of Finance and the advanced staff of the ministry to discuss the federal budget law and reduce the deficit rate, suggesting that the budget will be approved at the end of next month.

 

 

 

Article (8) of the Federal Financial Management Law No. (6) of 2019 states: The Minister of Planning and Finance shall submit to the Economic Affairs Committee at the beginning of August of each year the draft general budget law, and at the beginning of September the recommendations shall be presented to the Council of Ministers each year.

 

Cougar told Shafaq News agency, "The Parliamentary Finance Committee will host the Minister of Finance and the advanced staff in the ministry to discuss the general budget law, scrutinize expenditure numbers, and work to reduce the budget deficit."

 

He pointed out that "the coming days will witness intensive meetings of the Finance Committee and hosting officials to work on completing the budget and approving it next May."

 

"We expect the House of Representatives to vote on the general budget law at the end of next month," Cougar added.

 

Yesterday, Monday, a member of the Parliamentary Legal Committee, Raed al-Maliki, suggested extending the legislative term of the House of Representatives in order to approve the tripartite federal budget law.

 

Al-Maliki told Shafaq News agency, "The remaining days of the current legislative term are not enough to pass the general budget law, and therefore the parliament is obliged to extend the legislative term by one month until the law is approved."

 

The Iraqi Council of Representatives completed the first and second readings of the draft federal budget law for the Republic of Iraq, which was submitted by the government of Muhammad Shia al-Sudani for the fiscal years 2023, 2024, and 2025.

 

On Tuesday (April 18), the Parliamentary Finance Committee revealed the existence of political disagreements and objections to the draft state budget law, noting that passing it "will not be easy."

This doesn't make sense to me..? Why would you do 2 readings which have been passed and then decide to discuss it to make amendments? Surely these should have been done either after the first reading or before any reading was done. Also should it not have been sent back to the ministers if there was issues? And then we have these statement saying it will pass with no issues? Seems a bit back to front foe me

The committee stressed the study of the main axes and the formation of sub-committees to host ministers and officials and listen to observations, and to expedite the discussion of the paragraphs contained in the budget law and to study and analyze all the listed tables, in order to complete an investment budget that helps implement projects and cover the actual need of the country, and support the service side.

 

The interventions focused on the importance of supporting the private sector and restarting factories, the energy import file, the possibility of reducing the deficit and making adjustments to some budget articles with the aim of increasing revenues and reducing expenditures, arranging the economic and investment impact in the spending process and strengthening the economy, by maximizing non-oil revenues, and setting related priorities. The media office of Al-Atwani said in a statement, “The Parliamentary Finance Committee, after the end of the Eid holiday, held a meeting chaired by Atwan Al-Atwani, marking the resumption of discussion sessions and amending the country’s general budget, as it was decided that the committee’s meetings would be on a daily basis throughout the week except for Friday in order to ripen the budget and amendment law.” According to the powers granted by the constitution, in addition to preparing a special schedule for hosting ministers and executive officials to view the allocations for government institutions and their needs in a way that contributes to enabling them to perform their mission in serving citizens and implementing the government program.

According to a document obtained by “NAS” (April 27, 2023), “the Minister of Finance decided to postpone the collection of government debts, for a period of two years, owed by farmers and farmers wishing to postpone the payment of loans, which does not exceed (400) million dinars from the loans of the Agricultural Bank and the Agricultural Initiative.” In all governorates, these debts do not transfer any interest during the postponement period.

The parliamentary finance committee confirmed on Friday that most members of parliament support amending the salary scale.

A member of the committee, MP Mustafa al-Karaawi, said that "the Council of Ministers and the committee assigned under the Diwani Order 24 are concerned with the file of the new salary scale of employees."

He added, "Most MPs support the amendment of the salary scale, considering that it is supposed to achieve social justice, reduce disparities between ministries, and contribute to stopping migration from ministries with little allocation to high allocation."

Mustafa al-Karaawi, a member of the parliamentary finance committee, warned of an "economic risk" by approving the new salary scale before studying and discussing it widely.

Al-Karaawi said in a televised statement this evening: "What leaked in the media from the tables of the proposal for the new salary scale, it will add 10 to 11 trillion dinars in the financial budget, so this must be studied carefully, as it is an economic risk for the future of the country, which depends on oil rents by a large percentage."

He stressed that "the amendment of the salary scale needs to be studied and discussed and there is no decision on it so far," pointing to "other proposals and solutions, including raising the salaries of the lower grades only, not all grades."

Al-Karaawi pointed out that "the Finance Committee will host tomorrow, Saturday, the Ministers of Labor and Education during the budget discussion," denying "the existence of any obstacles in the draft law and we are working to ensure an increase in non-oil imports in addition to reducing spending."

Mazhar Mohammed Saleh, financial adviser to the prime minister, confirmed on Thursday that the salary scale law was referred by the Council of Ministers years ago, noting that it "needs a political consensus to pass."

Saleh told Baghdad Today that "the law discusses salaries in two directions, the first is to do justice to junior employees and retirees with increases that guarantee the minimum living limits exclusively only, and the other is to change high salaries towards setting limits for them, especially those that were enacted with a number of laws after 2003 or privileges granted to some without others of the same job grade."

"This requires political consensus and a major disengagement because it is a (radical) measure that requires setting a certain limit on job grade limits," he said.
