{Economic: Al Furat News} A member of the Parliamentary Finance Committee said that the financial budget bill will be decided next week.

Youssef Al-Kalabi told {Euphrates News} agency: "So far, the committee is working on preparing the schedules for the budget, to be submitted for approval."
He added, "Next week, the budget file will be resolved and handed over for the purpose of voting on it."
Al-Kalabi expected that "the budget will be passed without disagreements or objections."
The Speaker of Parliament, Muhammad al-Halbousi, announced earlier that the draft financial budget law would be put to vote in Saturday’s session tomorrow.

{Politics: Al-Furat News} A member of the Parliamentary Finance Committee, Uday Awad, indicated today, Saturday, that the committee had accomplished what it had to do “without courtesy” with regard to the Kurdistan region’s budget paragraph.

Awwad said in a tweet on his Twitter account: "The proposal that I submitted to the Finance Committee and was voted on by the majority of the committee members regarding the Kurdistan Region clause is not complete justice, but rather a part of it, and yet you find the region objecting to it."

He added: "We accomplished what we had to do without courtesy or acquiescence to anyone, and whoever gave you a promise to take Iraq's budget for free, let him come and vote in your favor if he can."

Today, Saturday, the Finance Committee announced that it is awaiting a date for voting on the federal budget by the Presidency of Parliament. This took place during its hosting of the Oil, Gas and Natural Resources Committee, to discuss proposals submitted regarding the oil sector.

 

A statement by the Media Department of the House of Representatives said, "The Finance Committee, headed by Atwan Al-Atwani and in the presence of a number of its members, received today the Oil, Gas and Natural Resources Committee, to discuss the proposals submitted regarding the oil sector."

 

The statement added, "The Chairman of the Finance Committee welcomed, at the outset, his hosting of both the chairman and members of the Parliamentary Oil Committee, indicating that the Finance Committee takes into account all the observations received from the parliamentary committees that reflect positively on the citizens and the country in general."

 

He pointed out that "the committee entered into precise details about studying the paragraphs and items of the budget, with the aim of reducing spending and increasing non-oil revenues, explaining that the committee is about to complete the completion of the budget law and is awaiting setting a date for voting on it in the House of Representatives."

 

Heibet al-Halbousi, Chairman of the Oil Committee, also appreciated the continued efforts of the Finance Committee to mature the budget law and its keenness to complete it in the fullest way, while listening to the details related to the oil field and the problems about the projects of the Ministry of Oil, oil exports, licensing round contracts, and the need to secure the necessary sums for the continuation of the work of oil companies.

 

The Parliamentary Finance and Oil Committees discussed the article related to the issue of collecting fees from the proceeds of selling oil derivatives, in addition to the work of oil refinery companies and the costs of liquidation and export in order to increase the oil revenues that supply the state treasury.

Hasn't the budget law been the tickle point in every budget negotiation over the past 20 yrs? How much are the Kurds gonna get? How is Bagdad going to pay them? Yada yada. Hope they completed mechanisms to restart oil sales via Turkeys Ceylon pipelines. My opine. Take care all DV'rs . Be blest.

LOL...there"s the disclaimer one would think that the years they have spent negoiating the % that this would have been done by now? so this delay is regarding two oil fields?

'Ya, I thought this was ALL done, everyone was happy, after numerous procedural negotiating trips back and forth, the result being, everyone was in agreement and happy BEFORE Ramadan.

Sending the document to be voted on was the last obstacle.

He added that "there is no amendment to the share of the region in the budget, and it remained as it came from the government 12.67%," noting that "the amendment was added to the scenario of distributing oil exports from the region, which is that Iraq has an export share of 3 and a half million barrels per day of oil, so it became The share of the region is 400 thousand barrels, and the rest of the provinces export 3 million and 100 thousand barrels.

He continued, "The signing of oil contracts with companies is carried out by the Iraqi Ministry of Oil, not the regional government, and this is what was confirmed by the Federal Court and the Arbitration Committee in Paris," and indicated that "oil revenues from the four companies operating in the region will be deposited in the central bank account in the name of the Ministry of Finance." And the federal prime minister will authorize the prime minister of the region to spend, and the region’s share will be transferred to the bank account provided by the region’s government.

Shafaq News agency followed the data and tables issued by the Ministry of Finance in the current month of May for the accounts of last March of 2023, which showed that oil is still the main resource for Iraq's general budget, reaching 96%, which indicates that the rentier economy is the basis for Iraq's budget. the public.

 

 

And through the financial tables, it showed that the total revenues until March amounted to 27 trillion and 236 billion and 213 million and 462 thousand and 818 dinars, after excluding from them the transfer revenues amounting to two trillion and 115 billion and 930 million and 623 thousand dinars, explaining that the total expenditures with advances amounted to 20 trillion and 144 billion and 515 One million and 86 thousand dinars.

 

According to the finance table, oil revenues amounted to 28 trillion, 252 billion, 445 million, 810 thousand and 436 dinars, which constitute 96% of the general budget, while non-oil revenues amounted to 1 trillion, 150 billion, 448 million, 652 thousand and 381 dinars.

 

The Advisor to the Prime Minister for Financial Affairs, Mazhar Muhammad Salih, confirmed in March 2021, in an interview with Shafaq News agency, that the reasons for the economy to remain a rentier go back to wars and the imposition of siege during the past era, and what we are witnessing today of political conflicts, which led to the dispersion of economic resources.

 

And the continuation of the Iraqi state relying on oil as the sole source of the general budget puts Iraq in danger from global crises that occur from time to time due to the impact of oil on them, which makes Iraq tend every time to cover the deficit through borrowing from abroad or from the inside, and thus indicates the inability to manage State funds effectively, and the inability to find alternative financing solutions.
