Shafaq News / The Presidency of the Kurdistan Region expected, on Sunday, the resumption of the region's oil export again through the pipeline extending to the Turkish port of Ceyhan, in response to the international ruling won by the federal government, which caused the suspension of export from that pipeline.

The spokesman for the presidency of the region, Dilshad Shehab, said in a press conference held today, "So far, we do not know of the issuance of an official decision on stopping the export of oil to the Kurdistan Region," stressing that a delegation from the regional government went to the capital Baghdad to discuss this matter with the relevant authorities.

 

 

He added that there is an agreement between the State of Turkey and the Kurdistan Regional Government on the export of oil, just as there is an agreement between Iraq and Turkey.

"If there is a temporary halt to oil exports, we are reassured that the process of exporting Kurdistan oil will resume and continue," Shehab said.

On Saturday, the Federal Ministry of Oil announced the winning of the international arbitration lawsuit filed by Iraq against Turkey over the export of crude oil from the Kurdistan Region through the Turkish port of Ceyhan, while stating that it will discuss the export mechanism through the port itself with the concerned authorities in the region and the authorities in Ankara according to the new data.

Reuters quoted an oil official as saying that Iraq on Saturday stopped 450,<> barrels per day of crude exports from the Kurdistan Region and the northern fields of Kirkuk after the country won a long-running arbitration case against Turkey.

In a case dating back to 2014, Baghdad alleged that Turkey violated a joint agreement to allow the KRG to export oil via a pipeline to the Turkish port of Ceyhan.

A senior Iraqi oil ministry official said: "The International Court of Arbitration officially communicated the final verdict on Thursday and it was in Iraq's favour."

A source said Turkey had informed Iraq that it would respect the arbitration award.

Turkish shipping officials told Iraqi employees at Turkey's Ceyhan Oil Export Center that no ship would be allowed to load KRI crude without the approval of the Iraqi government, according to Reuters.

It is noteworthy that the arbitration panel of the International Chamber of Commerce in Paris issued last Thursday, the final ruling on the export of oil by the Kurdistan region through the Turkish port of Ceyhan in the arbitration lawsuit filed by Baghdad against Ankara, for violating the provisions of the "Iraqi-Turkish Pipeline Agreement" signed in 1973, in favor of Iraq.

In turn, the Ministry of Oil welcomed the decision of the arbitration panel, stressing that it will discuss mechanisms for exporting Iraqi oil through the Turkish port of Ceyhan with the concerned authorities in the Kurdistan Region, and with the Turkish authorities.

On Sunday, the oil minister received a delegation from the Kurdistan region, which included the acting Minister of Natural Resources in Kurdistan, Kamal Mohammed, the head of the region's cabinet office, Omid Sabah, and the head of the regional government's representation in Baghdad, Faris Issa.

The meeting discussed "the new mechanisms and data for the exports of the Kurdistan Region after the decision issued by the arbitration tribunal of the International Chamber of Commerce in Paris."

The lawsuit states that "the Turkish government must comply with the instructions of the Iraqi side regarding the movement of crude oil exported from Iraq to all storage and drainage centers and the final terminal."

Deputy Prime Minister for Energy Affairs and Oil Minister Hayyan Abdul Ghani chaired, on Sunday, a meeting with the region's delegation, which included Kamal Mohammed, acting minister of natural resources, Omid Sabah, head of the region's cabinet, and Fares Issa, head of the regional government representation in Baghdad.  

   

  

The meeting discussed, according to an oil statement received by NAS (March 26, 2023), "the new mechanisms and data for the region's exports after the decision issued by the arbitration panel of the International Chamber of Commerce in Paris last Thursday, March 23, 2023 in the arbitration lawsuit filed by Iraq against Turkey for violating the provisions of the Iraqi-Turkish pipeline agreement signed in 1973, which stipulates that "the Turkish government must comply with the instructions of the Iraqi side regarding the movement of crude oil exported from Iraq to All storage, drainage and terminal centers."  

  

The meeting was attended by "the Undersecretary for Extraction Affairs, the Undersecretary for Distribution Affairs, the Director General of the Oil Marketing Company, the Director General of the Economic and Legal Department, the Director of the Government Media and Communication Office, and a number of officials in the concerned departments."

SULAIMANI — An Iraqi delegation will travel to Turkey to negotiate an agreement on oil exports following the international arbitration court ruling in Baghdad’s favor over the dispute with Ankara on Kurdistan’s oil.

A senior official in the Iraqi Oil Ministry told Sharq al-Awsat news that the delegation will meet with Turkish energy officials and once again come to an agreement on Iraq's crude oil exports through Turkey.

A source said that the Kurdistan Region’s oil exports will only remain in place in accordance with Iraq's State Organization for Marketing Oil (SOMO) guidelines.

Reuters said on Saturday that ships at Turkey’s Mediterranean Ceyhan port will not be permitted to load crude oil from the Kurdistan Region and Turkey has ceased pumping crude from the Ceyhan pipeline.
