Deputy Speaker of the House of Representatives, Shakhwan Abdullah, said in a statement, which "NAS" received a copy of, (March 17, 2023), that "the draft federal budget law reached the parliament last night."    

  

Earlier, the government spokesman, Basem Al-Awadi, announced that the draft budget law would be handed over to Parliament.  

  

Al-Awadi said in a statement, which “NAS” received a copy of, (March 17, 2023), that “in implementation of the provisions of the Constitution and the Federal Financial Management Law, yesterday evening, Thursday, the draft federal budget law for the Republic of Iraq for the fiscal years 2023, 2024, and 2025 was officially handed over. to the House of Representatives.      

  

He added, "The draft budget law, with its new articles and paragraphs that were approved for the first time, is capable of facilitating the implementation of executive and development projects, plans and programs, and providing infrastructure and services for citizens."      

  

  

A member of the Parliamentary Finance Committee, Jamal Cougar, suggested approving the state’s federal budget for the current year before Eid Al-Fitr.  

  

The Financial Management Law No. 6 of 2019 allowed the Federal Ministry of Finance to prepare a medium-term budget for a period of (3) three years, to be submitted once and legislated, and the first year is obligatory.    

  

Adviser to the Prime Minister for Financial Affairs, Mazhar Muhammad Salih, explained to the official agency that “the circulation of the sums allocated to the governorates for the purposes of investment spending, which could not be disbursed during the fiscal year, was included in the draft federal budget law for the year 2023, which is a flexible and unrestricted mechanism that allows the governorates to conduct financial actions within Its annual allocations related to investment spending on projects.    

  

He added, "Financial Management Law No. 6 of 2019 in force and amended in 2020 took the issue of allocated unspent financial allocations to the governorates by preserving their rights in allocation in order to sustain spending on investment projects without delay or delay."    

  

Last Monday, Prime Minister Muhammad Shia al-Sudani said in a press conference: “In this budget, we gave the governorates the right to recycle the allocated amounts,” stressing that “the priorities of the government program will be present in the 2023 budget, and the three-year budget supports financial stability.”

The fourth note: the dominance of the salaries and social care items, which alone amount to 87 trillion dinars, which represents 58% of total operating expenses and 74% of oil revenues.

 

Note 5: Adopting a planning oil price that is not hedged in the budget, which is 70 dollars per barrel, which is the highest among the budgets of all oil countries. Any decrease in the selling price of Iraqi oil by one dollar from the price estimated in the budget would reduce oil revenues by about 1.660 trillion dinars annually, which will exacerbate the deficit. The budget and maximizes internal and external debts, especially since Iraq, without all the oil-producing countries, lacks a sovereign fund that could be a buffer in cases of low oil prices below their normal levels.

 

The sixth note: excessive optimism in non-oil revenues in the budget, which amount to 17 trillion, while it did not exceed 7 trillion dinars in 2022, and these revenues will decrease a lot if Parliament does not approve a set of taxes imposed by the budget.

 

The seventh note: It is good that the budget includes the Iraqi Development Fund with a financial allocation of a trillion dinars and another fund for the poorest regions with half a trillion dinars, although it was preferable to double the capital of these two funds by four or five times due to its importance in growth, development and improving the standard of living of the population.

 

Note 8: The budget includes some quantitative objectives, such as: increasing the GDP growth rate by 4.5%, non-oil output by 3%, and inflation not exceeding 5% annually.

And she added: “If the argument is to present a draft law that is consistent and compatible with the government program, especially since the government granted it confidence on October 13, 2022, then we say that, without any doubt, this is the right of the government and it should be so, and we believe that the period of two and a half months was It is very sufficient to make amendments to the draft budget, which was prepared in advance, to come in conformity with the government program, which means that it should have been sent to Parliament on 12/31/2022.

2- A report from the Ministry of Finance on the accumulated advances (current and investment) for the end of 2022.  

  

3 - A report from the Ministry of Finance on the size of government deposits and their percentage of the total volume of total deposits and other expected revenues in detail, the targeted tax bases, customs duties, border crossings, state real estate revenues, the treasury’s share of the profits of public companies, and the Iraqi Fund for Foreign Development and Free Zones.  

  

4- A report from the Ministry of Finance / the Public Retirement Authority on the numbers of retirees according to the different categories, with an indication of the categories from which no retirement contributions are deducted and the total salaries of each category.  

  

5- A report from the Ministry of Oil on the quantities of oil produced and exported, the ratio of production costs to oil revenues, the amounts allocated for importing oil derivatives, the mechanism for their distribution, the expected production and export volume of crude oil and oil derivatives for the next three years.  

  

6 - A report from the Federal Ministry of Planning on the detailed bases for estimating the costs of investment projects, the volume of operational spending and their economic feasibility over their lifetime.  

  

7- A report from the Ministry of Planning that includes the gross domestic product, the percentage and contribution of economic sectors to the gross domestic product, the rate of implementation of investment projects, inflation rates, consumer price indices, the number of residents by governorates, the ratio of the number of people per governorate to the total population, the volume of government imports to the total imports.

He concluded by saying, "We in the Parliamentary Finance Committee will work to approve the budget law after Eid al-Fitr."

 

Earlier today, Wednesday, Mohsen Al-Mandalawi, First Deputy Speaker of the House of Representatives, opened the work of Session No. (18) in the presence of 235 deputies, which is devoted to discussing the federal budget.

 

Parliament began its session by taking the constitutional oath to Representative Youssef Al-Kalabi, as a substitute for Representative Saadia Al-Aqabi.

 

After that, the House of Representatives proceeded with the first reading of the draft federal budget law for the Republic of Iraq for the fiscal years (2023, 2024, 2025).
