{Economic: Al Furat News} A member of the Parliamentary Finance Committee announced that the draft financial budget law for the years 2023, 2024 and 2025 has not yet reached the committee.

Committee member Jamal Cougar told {Euphrates News} agency: "So far, the Finance Committee has not received the budget law officially, and it has not begun to study or review it."

He added, "The budget reached the Presidency of Parliament, but it did not reach the committee. It is not known how long it will take for approval."

The House of Representatives announced its receipt of the draft budget law last Thursday.

It is noteworthy that the Council of Ministers approved, in its meeting on March 13, the three budgets and referred them to Parliament for approval.

Prime Minister Muhammad Shia al-Sudani said, after the council meeting in a press conference, that: "The total budget is more than 197 trillion dinars, the operational budget is more than 150 trillion dinars, and the investment budget is more than 47 trillion, and the budget deficit is 63 trillion dinars."

And that "total revenues amount to more than 134 trillion dinars, and oil revenues amount to more than 117 trillion based on the price of oil at 70 dollars, and non-oil revenues amount to more than 17 trillion dinars."

Parliament decision: Parliamentary Finance will receive the budget early next week and approve it within a month
  
{Politics: Al-Furat News} The Rapporteur of the House of Representatives, Representative Gharib Askar Al-Turkmani, announced the arrival of the draft financial budget law to the Parliamentary Finance Committee early next week.

Al-Turkmani told Al-Furat News agency that: "The final committee will discuss the budget and make some amendments to it, after which it will be discussed in the parliament."
He added, "The approval of the budget law in parliament may take a period of one to two months."
And the House of Representatives announced, on March 16, that it had received the draft budget law.

Al-Moussawi called for "the need to include the financial budget law for the year 2023 on the agenda of the House of Representatives for the upcoming sessions, in order to approve it."

A member of the Parliamentary Finance Committee, Faisal Al-Naeli, confirmed, on Saturday, the inclusion of the 2023 budget on the agenda of the parliament sessions this week for the first reading, stressing that the House of Representatives needs 45 days to review and vote on the federal budget law for the year 2023.   

Al-Naili said in a press interview, that "there are preliminary observations on the draft as it depends on the three-year system," noting that "the deficit, which amounts to 64 trillion dinars, is very large and will be repeated for three consecutive years." He added, "The budget was approved on the basis of a price of $
70 per barrel, which requires a comprehensive review of the 2023 budget, stressing that "the fiscal deficit is large, around 64 trillion, and all details of the amounts and the doors for their disbursement will be reviewed for the purpose of reducing the deficit."

Shafaq News/ A member of the Parliamentary Legal Committee revealed, on Saturday, a number of "important" legislations that are being discussed after the approval of the general budget law.

 

A member of the Parliamentary Legal Committee, Ahmed Fawaz, told Shafaq News agency, that there are many important laws that will be discussed and voted on in the House of Representatives after the approval of the general budget law. 

 

He added that the Parliamentary Legal Committee is working on approving laws that concern segments and groups of Iraqi society, including the Civil Service Law and the Unified Retirement Law. 

 

And between Fawaz, there are other laws that have been agreed upon in the State Administration Coalition, and they will be discussed and voted on after the approval of the budget law, and the most prominent of these laws is the oil and gas law.

 

On March 13, the Iraqi Council of Ministers approved the draft budget law for the years 2023, 2024, and 2025, and referred it to Parliament.

 

The Parliamentary Finance Committee says that the House of Representatives needs 45 days to review and vote on the federal budget law before it is returned to the government for approval.

Parliament has had the budget for three weeks.

Parliament says they need 45-days to approve the budget.
That gives parliament a drop dead date of April 27. 

Then it goes to the president for the final approval. 
That would put us around May 11th.

 More than two weeks after the arrival of the draft budget law for the year 2023 from the government to the House of Representatives, all eyes are on the parliament to start working on the law and to start presenting it in its session, while the weightings indicate the possibility of approving the budget and voting on it after the blessed Eid Al-Fitr holiday.

 

And the Parliamentary Finance Committee announced that until now the budget law had not officially reached the committee, and committee member Mueen Al-Kazemi told “Al-Sabah”: “The draft budget law has not yet reached the Parliamentary Finance Committee, and that what is found in the committee’s inclusion now is only the draft.” ".

 

And he indicated that “the Finance Committee will have an opinion on the budget law by making amendments to the financial deficit that exists in partnership and agreement with the Ministry of Finance and the government for approval,” and stressed that “any financial deficit will not affect operating expenses in terms of employee salaries and appointments, so it will not be affected.” Never, and there is no concern in this aspect, and the possibility of reducing some doors.

 

And Parliament Rapporteur Gharib Askar al-Turkmani confirmed that "the budget will be sent to the Parliamentary Finance Committee next week for the purpose of initiating its study and review of it," and added that "the period of time that Parliament will need until the law is approved ranges from one to two months."

 

For his part, the economic advisor to the Prime Minister, Mazhar Muhammad Salih, told Al-Sabah: “The delay in approving the budget until next May is considered acceptable, and that the delay in presenting and approving the budget law bears one chapter, no more.” He continued, “The impact of the budget on the financial and economic situation.” The country is big and direct.

 

In turn, the representative of the "Al-Fatah" coalition, Ali Turki, expected that the budget would be approved after the blessed Eid Al-Fitr holiday, "because most of the political forces seek to approve it as soon as possible."

 

Representatives and those interested in political affairs suggested that they would not face any obstacles in the budget law, especially the political ones, because there is agreement among all parties to a large extent.

 

And economic expert Rashid Al-Saadi said, in an interview with "Al-Sabah", that "diversifying financial revenues is a very important factor in the budget and contributes to resolving its approval significantly," noting that "the government is taking continuous steps in this direction, but the results are sometimes not as required.”

 

And he continued, "The period for approving the budget will not be long, because there is consensus in the government and parliament on it, and that its approval will not need the period that has been talked about, despite the large variables." It is significant, especially since this budget is tripartite, and that the 2024 and 2025 budgets will not take long to be approved.

 

It is noteworthy that a member of the Parliamentary Finance Committee, Hussein Muanes, called on the First Deputy Speaker of Parliament, Mohsen Al-Mandalawi, in a statement, to “send the draft general budget as soon as possible for discussion in the Finance Committee,” pointing out that “at a time when the people are waiting for the approval of the country’s general budget.” The Finance Committee should redouble its efforts to pass it."

 

He added, "The state's need to approve the general budget requires members of the House of Representatives to expedite its approval."

 

The total budget is more than 197 trillion dinars, including 150 trillion for operational and 47 trillion for investment, and its deficit exceeded 63 trillion dinars based on the price of oil at $70 a barrel, while non-oil revenues amounted to more than 17 trillion dinars, and the Kurdistan region’s share of the budget reached a percentage of 67.12%, and Parliament received the budget on March 16, but it has not yet reached the relevant financial committee.

ERBIL, Kurdistan Region – Iraq’s 2023 budget bill includes funds to implement a constitutional article about contested regions of the country as well as to establish joint brigades between the Kurdish Peshmerga and Iraqi army, Iraq’s deputy finance minister said on Saturday.

“The prime minister’s office asked for 50 billion dinars ($38 million) from Iraq’s 2023 budget for the implementation of article 140, however as the Ministry of Finance, we increased that amount to 100 billion dinars, since the implementation of the article is a part of the government’s programme,” Deputy Finance Minister Masoud Haider told Rudaw’s Sangar Abdulrahman.

Article 140 of the Iraqi constitution details steps to resolve a dispute between the federal and regional government who both claim jurisdiction over disputed areas of the country such as Kirkuk province. Successive federal governments have failed to implement the article.

The budget also includes funds to establish two joint Iraqi-Kurdish brigades, according to the deputy minister. The Kurdistan Regional Government’s (KRG) Peshmerga Ministry, in coordination with the Iraqi Defence Ministry, will establish two brigades including 20,000 Peshmerga. All procedures for the establishment of these brigades are finalized, he said.

“When the budget bill is passed, the Peshmerga will legally be a part of Iraq’s defence and security system,” said Haider.

In addition, Haider said the Iraqi government has allocated 2.7 trillion dinars for investments in the Kurdistan Region.

The Iraqi council of ministers on March 13 approved the federal budget bill for the years 2023, 2024, and 2025, after nearly a year without a budget. The draft bill is now before the parliament.

The budget has been a point of contention between Erbil and Baghdad for years, especially after the Kurdistan Region began to sell its oil through Turkey and the Islamic State (ISIS) attack on Iraq in 2014.

He added, “The natural context for enacting any law is for it to be read first, and then discuss the content of the law to make a decision towards proceeding with the second reading, or to refer it to the government in case there is a specific problem.”

And he pointed out that “the challenges, problems and obstacles that may face this draft will be discussed, and therefore there will be a technical decision from the Finance Committee to return it or proceed with its legislation after the draft data is studied.”
