Nassif said, in a statement received by "Al-Iqtisad News", that "we have already issued many statements and statements in which we demanded that the names of the companies executing projects not be specified in the budget and that sums of money be not allocated to them in the budget because these contracts must be an investment and not within the operational budget, i.e. Funds must be allocated to a specific sector, then the concerned ministry contracts with companies as a matter of competition, not monopoly, and as a result of our statements and continuous claims, we succeeded in breaking the monopoly, and an article in this regard was installed in the 2021 budget.

And she added, "There are official authorities that also warned of the dangers of monopoly, as official books were sent by the former Minister of Planning, Khaled Battal Al-Najm, and the Chairman of the Oil and Energy Committee, Haibat Al-Halbousi, in this regard as well."

 

And she emphasized "the need to remove the names of all companies from the budget, not to repeat the mistakes of previous years, to end the monopoly of contracts in all sectors, and to open the door for competition between companies."

Deputy Speaker of the House of Representatives Shakhwan Abdullah said in a statement received by NAS (March 17, 2023), that "the draft federal budget law arrived in the House last night."  

  

Earlier on Friday, government spokesman Bassem al-Awadi announced that the budget bill had been handed over to the House of Representatives.  

  

Al-Awadi said in a statement received by NAS (March 17, 2023), that "in implementation of the provisions of the constitution and the Federal Financial Management Law, the draft federal budget law of the Republic of Iraq for the fiscal years 2023, 2024, 2025 was officially handed over to the House of Representatives."   

  

He added that "the draft budget law, with its new articles and paragraphs that were adopted for the first time, is capable of facilitating the implementation of projects, plans and executive and development programs, and providing infrastructure and services to citizens."

Yesterday, Friday, the House of Representatives officially received the draft federal budget law for the Republic of Iraq for the fiscal years 2023, 2024, and 2025, in implementation of the provisions of the Constitution and the Federal Financial Management Law.

 

Government spokesman Basem Al-Awadi said: "The draft budget law, including new articles and paragraphs that were approved for the first time, is capable of facilitating the implementation of projects, plans, executive and development programs, and the provision of infrastructure and services for citizens."

 

On the other hand, Deputy Speaker of the House of Representatives, Shakhwan Abdullah, announced in a statement that he had received the draft federal budget law, which is the highest in the history of Iraq, with a value exceeding 197 trillion dinars, based on the price of a barrel of oil at $70, while the deficit amounted to 63 trillion dinars.

A member of the Parliamentary Finance Committee, Jamal Cougar, suggested approving the state’s federal budget for the current year before Eid Al-Fitr.

 

The Financial Management Law No. 6 of 2019 allowed the Federal Ministry of Finance to prepare a medium-term budget for a period of (3) three years, to be submitted once and legislated, and the first year is obligatory.

 

Adviser to the Prime Minister for Financial Affairs, Mazhar Muhammad Salih, explained to the Iraqi News Agency (INA) that "the circulation of the sums allocated to the governorates for the purposes of investment spending, which could not be disbursed during the fiscal year, was included in the draft federal budget law for the year 2023, which is a flexible and unrestricted mechanism that allows the governorates Conducting financial transactions within its annual allocations related to investment spending on projects.

 

He added, "Financial Management Law No. 6 of 2019 in force and amended in 2020 took the issue of allocated unspent financial allocations to the governorates by preserving their rights in allocation in order to sustain spending on investment projects without delay or delay."

And while the budget was sent to parliament after a delay of about 5 months after the formation of the current government headed by Muhammad Shia’ al-Sudani, in addition to a delay for a full year (2022) without a budget, its sending coincided with the drop in oil prices below eighty dollars per barrel. Political forces express fears about the possibility of steadfastness in oil prices, given that the Iraqi government set the price of a barrel at about $75, while oil prices fell below seventy dollars a barrel before rising again.
Concerns about oil prices are increasing at a time when the fiscal deficit in the budget is about 63 trillion Iraqi dinars (about 48 billion dollars). In this context, the Iraqi oil expert, Nabil Al-Marsoumi, confirmed in a press statement yesterday, Friday, that “the new taxes in the budget consisted of imposing a 5 percent tax on the revenues from sales of one liter of gasoline, another 10 percent tax on gas oil, and 15 percent on gas oil.” cent on imported fuel, and 1 percent on black oil sales.
Al-Marsoumi added, “These taxes will lead to an increase in non-oil revenues and a slight reduction in fuel smuggling abroad, but they will lead to an increase in the cost of transporting people and goods, and then a new rise in the prices of goods and services, which may lead to exceeding the annual inflation rate specified in the budget.” 5 percent, negatively affecting the standard of living of citizens. Prime Minister Muhammad Shia al-Sudani had said that the share of the Kurdistan region in the budget amounts to 12.6 percent, according to the agreement reached between Baghdad and Erbil after al-Sudani's visit last week to the Kurdistan region, where he spent two days there between the cities of Erbil and Sulaymaniyah.
